Può il Ministero degli Interni giustificare sollevare i costi del passaporto a £70 eccessivo mentre spende quasi £100 milione sui centri di intervista che hanno effetto zero nella frode o nel terrorismo di combattimento di identità?
I terroristi condannati si sono verificati e passaporti fraudolenti usati come tracciatore di Al-Qaida, Dhiren Barot, che ha progettato una serie di attacchi BRITANNICI che hanno coinvolto l'uso “di una bomba sporca.
Sono le interviste del passaporto giuste un inconveniente necessario nella guerra con terrore - o sono “interrogazione concentrano„ che raccolgono i dati personali in una società sempre crescente di sorveglianza?

Milioni di libbre stanno sprecandi su uno schema puntato su combattendo la frode del passaporto, i conservatori hanno detto. Il partito ha espresso la relativa preoccupazione mentre il BBC ha imparato che su 90.000 candidati dati le interviste faccia a faccia obbligatorie, nessun erano stati girati giù.
Le interviste per tutti i nuovi candidati del passaporto sono state introdotte nell'aprile 2007 come componente di un provvedimento severo sulla frode.
L'identità ed il servizio del passaporto hanno detto la gente trattenuta sistema di intervista dal fare le domande bogus.
Fraudsters si applica
Il Ministero degli Interni ha valutato 10.000 passaporti si era pubblicato in base alle informazioni fraudolente l'anno scorso, metà di loro che sono dati ai candidati principianti.
Da allora l'identità ed il servizio del passaporto ha effettuato quasi 90.000 interviste con i candidati principianti al relativo nuovo, rete dell'adulto della libbra di multi-million dei centri.
I centri hanno costato £50m all'insieme in su e a £30m un l'anno al funzionamento.
Ma finora nessuno è stato rifiutato un passaporto a causa della loro intervista, che mette a fuoco sulle informazioni quali gli indirizzi ed i particolari precedenti della banca, prima colazione di BBC ha imparato.
Circa £12.50 della tassa del passaporto £72 va verso il pagamento queste interviste.
Il ministro Damian di immigrazione dell'ombra verde ha detto che il processo di intervista e le relative spese erano uno spreco di soldi.
“Ogni gruppo criminale e organizzato indurito e terrorista internazionale non stanno andando questo itinerario per ottenere i loro passaporti britannici falsi, faranno [esso] altri sensi.
“Un pezzo significativo del costo di un passaporto ora sta andando su queste interviste, che finora stanno risultando essere completamente inutili.„
Effetto Deterrent del `'
Ma Bernard Herdan, dell'identità e del servizio del passaporto (IPS), ad esempio che la mancanza di rifiuti non era un segno di guasto.
“Sono soddisfatto questo sono un programma molto riuscito,„ ha detto.
Il sig. Herdan è continuato: “Interviews and tough fraud prevention systems are designed to deter identity fraud and pick out fraudulent passport applications before interview. To claim interviews are not working misses the point.”
He said the fact of being asked to attend an interview deterred many potentially fraudulent applicants.
The IPS estimated there had been about 10,000 successful fraudulent passport applications last year and was “committed to reducing this number”, he added.
From 2010/11, citizens will be able to decide whether they want an identity card or a passport.
Both will contain fingerprint identification data.

The face to face interviews, introduced in June 2007 as a precursor to the interviews intended for all applicants for identity cards, cost £50m to set up with an annual budget of £30m. They add around £12.50 to the £72 price of a passport.
Bernard Herden, executive director of the Identity and Passport Service, said the interviews were part of its work to deter and detect fraud. “This in particular is a deterrent factor,” he told BBC1’s Breakfast programme on 21 April 2008.
“People will have faded away and not come to us, because we’ve asked them things that show that we are on to them,” he added. “By the time we come to the interview, we wouldn’t expect many cases to be fraudulent.”
He added that the interviews will be better assessed in 12 months’ time, when a statistical analysis of their abilities as a deterrent will be available, and that 350 cases had been referred to its fraud unit of which some are ongoing.
The Home Office said that no passport applications had been refused from the 87,765 interviews held up to the end of March.
Conservative shadow immigration minister Damian Green told the BBC: “A significant chunk of the cost of a passport is now going on these interviews, which so far are proving to be completely useless.”

ReplyWell we already know this isn’t going to help. All that will happen is we will be forced to pay more, have more hassle getting one and give out our biometrics to store on a government database. Once they are on that database there will be no way to get them off it. So sitting back and saying wait and see is too little too late. The damage will already be done.

ReplyThe part of the article that caught my attention was ” People will be offered the choice of whether they want a passport or an identity card ” . While i agree that safety may be an issue this smackes too me of one way of bringing in identity cards through the back door ! .

I think the conclusion is a little of both. The government has to appear to be doing something about the terrorist threat and I suppose these methods have to be tried before they will know if it works.
If these centers are still in operation in 5 years without results then our safety is clearly not the agenda.
