The 170-page report was released a full five years after the Senate committee began its investigation into prewar intelligence claims. 170 صفحة صدر تقرير كامل بعد خمس سنوات من لجنة مجلس الشيوخ وبدأ التحقيق في هذا تدعي المخابرات قبل الحرب. It seeks to draw a distinction between the prewar propaganda on WMD and the administration’s claims of intimate operational ties between Saddam Hussein and Al Qaeda and its chilling warnings that the Iraqi regime, if not overthrown, would hand over weapons of mass destruction, including nuclear bombs, to Al Qaeda or other terrorist groups to launch attacks on the American people. وهو يسعى الى التفرقه بين الدعايه قبل الحرب بشأن اسلحه الدمار الشامل ومطالبة الادارة التنفيذية للعلاقات الحميمه بين صدام حسين والقاعده والتحذيرات التي تقشعر لها الابدان النظام العراقي ، إن لم يكن الاطاحة به ، من شأنه ان تسليم اسلحه الدمار الشامل ، بما في القنابل النووية ، الى تنظيم القاعده أو غيرها من الجماعات الارهابيه لشن هجمات على الشعب الامريكي.
These included repeated assertions by Cheney that 9/11 hijacker Mohamed Atta had met with an Iraqi intelligence agent in Prague and Bush’s claim in a key speech, given in Cincinnati in October 2002, that Hussein “could provide one of his hidden weapons to terrorists, or help them develop their own.” Such claims, the report states, were “contradicted by available intelligence information.” وشملت هذه التأكيدات المتكررة من جانب تشيني ان 9 / 11 المختطف محمد عطا قد اجتمع مع وكيل المخابرات العراقية في براغ ومطالبة بوش فى خطاب رئيسى ، في سينسيناتي في تشرين الاول / اكتوبر 2002 ، ان حسين "يمكن ان توفر واحد من الاسلحة المخفيه الى الارهابيين ، او مساعدتها على تطوير قدراتها. In a statement issued in conjunction with the report, Democratic Senator John D. Rockefeller IV, the committee chairman, wrote: “The president and his advisers undertook a relentless public campaign in the aftermath of the attacks to use the war against Al Qaeda as a justification for overthrowing Saddam Hussein… وفي بيان صدر بالتزامن مع التقرير ، عضو مجلس الشيوخ الديمقراطى جون د. روكفلر الرابع ، رئيس اللجنة ، وكتبت : "ان الرئيس ومستشاريه وأجرت حملة لا هوادة فيها الجمهور في اعقاب الهجمات التي تعرضت لها لاستخدام الحرب ضد القاعده بوصفها مبرر لاسقاط صدام حسين…
“Representing to the American people that the two [Saddam Hussein and Al Qaeda] had an operational partnership and posed a single, indistinguishable threat was fundamentally misleading and led the nation to war on false premises.” "ليمثل الشعب الامريكى ان اثنين [صدام حسين والقاعده] وكان شراكة تنفيذية وتشكل واحدة ، لا تمييز الخطر هي في الاساس مضلله وقاد الامة الى الحرب على الاماكن كاذبة".
At a news conference, he added, “In making the case for war, the administration repeatedly presented intelligence as fact when it was unsubstantiated, contradicted or even nonexistent. فى مؤتمر صحفى ، واضاف : "صنع في الحال بالنسبة للحرب ، فان الادارة مرارا وتكرارا كما قدمت الاستخبارات الحقيقة عندما كان لا سند لها ، او حتى في تناقض يكاد يكون معدوما. On the issue of alleged Iraqi WMD, the report largely adheres to the line of an earlier report issued by the Senate Intelligence Committee in July of 2004, when the committee was under Republican control. بشأن مسألة اسلحه الدمار الشامل العراقية المزعومه ، فان التقرير يلتزم الى حد كبير الى خط تقرير سابق صادر عن لجنة الاستخبارات في مجلس الشيوخ في تموز / يوليو من عام 2004 ، عندما كان في اطار لجنة مراقبة الجمهوري. The Republicans were obliged to conduct an investigation into the prewar WMD claims when US troops and inspectors were unable to find a single piece of evidence of the existence of such weapons following the US invasion in March of 2003. واضطر الجمهوريون الى اجراء تحقيق في اسلحه الدمار الشامل قبل الحرب عندما مطالبات للقوات الامريكية والمفتشين لم يتمكنوا من العثور على قطعة واحدة من الادله على وجود مثل هذه الاسلحة فى أعقاب الغزو الأمريكى فى اذار / مارس من عام 2003.
The earlier report placed the entire onus for the false WMD claims on “faulty intelligence” provided by the CIA and other intelligence agencies. التقرير السابق وضعت كامل المسؤولية عن المطالبات كاذبة عن اسلحه الدمار الشامل "استخباريه خاطءه" التي تقدمها وكالة الاستخبارات المركزية وغيرها من وكالات الاستخبارات. It was a flagrant whitewash of the Bush administration, portraying Bush and his top aides as unwitting victims of a supposed intelligence failure for which they bore no responsibility. وكان صارخ لتبييض من ادارة بوش ، تصوير بوش وكبار مساعديه عن غير قصد كما ضحايا من المفترض ان الفشل المخابراتي الذي لا تتحمل المسؤولية.
The second phase of the committee investigation, to examine whether Bush and others distorted or misused intelligence reports to promote their war agenda, was blocked by the Republican majority for three years, and it took the Democrats on the committee eighteen months to produce the current report after the Democratic-led Congress took office in January of 2007. المرحلة الثانية من لجنة التحقيق ، لبحث ما اذا كان بوش وغيرهم من تشويه أو اساءة استخدام تقارير الاستخبارات الى العمل على جدول اعمال الحرب ، منع من قبل الغالبيه الجمهورية لمدة ثلاث سنوات ، واتخذت لجنة الديموقراطيين على ثمانيه عشر شهرا لانتاج التقرير الحالي وبعد المؤتمر الديموقراطي بقيادة تولى منصبه في كانون الثاني / يناير من عام 2007.
The claim in the new report that Bush administration assertions on Iraqi WMD were in keeping with the intelligence estimates at the time is entirely sophistic. المطالبة في تقرير جديد ان تأكيدات ادارة الرئيس جورج بوش على اسلحه الدمار الشامل العراقية كانت وفقا لتقديرات الاستخبارات في ذلك الوقت تماما سفسطائي. It ignores well-established facts that demonstrate the administration aggressively solicited and directly concocted phony reports on supposed weapons of mass destruction. ويتجاهل الحقائق الراسخه التي تبرهن على أن تبادر الادارة والتمست مباشرة concocted المزيف من المفترض ان التقارير عن اسلحه الدمار الشامل.

The Democrats decided to essentially give Bush a pass on the WMD issue, largely because they utilized the same canard for eight years under the Clinton administration to justify the brutal sanctions and repeated air attacks on Iraq carried out by Clinton. وقرر الديموقراطيون أساسا لاعطاء بوش تمريرة على مسألة اسلحه الدمار الشامل ، الى حد كبير لانها تستخدم نفس مصطنع لمدة ثماني سنوات في ظل ادارة كلينتون لتبرير العقوبات الوحشية والمتكررة من الهجمات الجوية على العراق التي تقوم بها كلينتون.
Five of the seven Republicans on the committee issued a dissenting report that labeled the majority’s findings a partisan attack and declared them to be “irrelevant.” (Republicans Olympia Snowe of Maine and Chuck Hagel of Nebraska joined the Democrats in endorsing the report). خمسة من سبعة جمهوريين على المعارضين واصدرت اللجنة في التقرير المكتوب ان النتائج التي توصل اليها اغلبيه حزبية الهجوم واعلن ان تكون "غير ذي صلة." (الجمهوري اوليمبيا سنو من مين ونبراسكا تشوك hagel انضم الى الديموقراطيين في يؤيد تقرير) . The Republican dissenters, led by Senator Christopher S. The minority report quotes statements by Clinton, Rockefeller and other leading Democrats echoing the lies of the Bush administration. ونقلت تقرير الاقليه البيانات التي ادلى بها كلينتون ، وروكفلر وغيرها مما يؤدي الديموقراطيين وردد اكاذيب من ادارة بوش. It cites an October 2002 speech by Rockefeller in the Senate in which he said he had arrived at the “inescapable conclusion that the threat posed to America by Saddam’s weapons of mass destruction is so serious that despite the risks… we must authorize the president to take the necessary steps to deal with the threat.” ويذكر انه في تشرين الاول / اكتوبر 2002 كلمة روكفلر في مجلس الشيوخ ، الذي قال انه قد وصلت الى "النتيجة الحتميه ان التهديد الذي تشكله على امريكا من جانب صدام اسلحه الدمار الشامل هو من الخطوره بحيث أنه على الرغم من المخاطر… ويجب علينا ان ياذن للرئيس الى اتخاذ الخطوات الضروريه للتعامل مع التهديد ".
A separate report issued by the committee on Wednesday describes early covert moves by the administration to prepare for war against Iran. تقرير منفصل صادر عن اللجنة فى وقت مبكر يوم الاربعاء الخفيه ويصف التحركات التي قام بها الادارة للاعداد لحرب ضد ايران. It cites secret meetings in Paris and Rome in 2001 and 2003 by Defense Department officials with Iranian dissidents seeking to overthrow the Islamic regime. يستشهد لقاءات سرية في باريس وروما في عامي 2001 و 2003 من قبل المسؤولين في وزارة الدفاع مع المنشقين الايرانيين يسعون الى اسقاط النظام الاسلامي. Administration participants included Wolfowitz and Stephen Hadley, the current national security adviser to Bush. الادارة وشارك فيها وولفويتز وستيفن هادلي ، مستشار الأمن القومي الحالي لبوش.
Their main interlocutor was Manucher Ghorbanifar, an Iranian exile the CIA had labeled as a fabricator based on his role in the 1980s Iran-Contra affair. وكان المتحدث الرئيسي manucher ghorbanifar ايراني المنفى وكالة المخابرات المركزية قد المكتوب بوصفه المفتري على اساس دورة في الثمانينات ايران - كونترا. The aspect of cover-up is underscored by the way the Intelligence Committee report has been downplayed by the press. جانب من التستر هو الطريقة التي اكدت عليها تقرير لجنة الاستخبارات قد قلل من قبل الصحافة. Of the major newspapers, only the New York Times gave it front-page coverage and published an editorial comment. من الصحف الكبرى ، إلا صحيفة نيويورك تايمز انه القى في الصفحات الاولى والتغطيه نشرت افتتاحية التعليق. The Times editorial follows the Senate report in combining damning acknowledgments with apologetics and failing to call for any action or draw any serious conclusions about the implications of the war conspiracy. العصر التحرير يلي تقرير لمجلس الشيوخ في الجمع بين الاعترافات الدامغه مع علوم الدفاع عن المسيحيه والدعوة الى عدم اتخاذ اي اجراء او استخلاص اي استنتاجات جدية ازاء الآثار المترتبة على الحرب والتآمر.
It begins by stating: “It took just a few months after the United States invasion of Iraq for the world to find out that Saddam Hussein had long abandoned his nuclear, biological and chemical weapons programs. وهي تبدأ بقوله : "استغرق بضعة اشهر فقط بعد الولايات المتحدة من غزو العراق للعالم لمعرفة ان صدام حسين منذ فترة طويلة التخلي عن بلده النووية والبيولوجية والكيمياءيه فى برامج الاسلحة. He was not training terrorists or colluding with Al Qaeda.” وقال انه ليس تدريب الارهابيين او التواطؤ مع القاعده ".
It later declares: “Over all, the report makes it clear that top officials, especially Mr. Bush, Mr. Cheney and Defense Secretary Donald Rumsfeld, knew they were not giving a full and honest account of their justifications for going to war.” انها تعلن في وقت لاحق : "على كل ، ويوضح التقرير ان كبار المسؤولين ، ولا سيما ان السيد بوش والسيد تشيني وزير الدفاع الاميركي دونالد رامسفيلد ، ويعرف أنها لم تكن تولي كاملا وامينا من مبررات الذهاب الى الحرب."

This double-talk from the most prominent organ of American liberalism comes as no surprise, given the critical role played by the Times in promoting Bush’s lies in the run-up to the war, with leading reporters such as Judith Miller serving as conduits for administration war propaganda and the newspaper’s foreign affairs columnist Thomas Friedman justifying the war as a crusade for democracy. هذا الكلام المزدوج من ابرز الجهاز الامريكية الليبراليه لا يثير دهشتنا ، ونظرا للدور الحاسم الذي تضطلع به في تعزيز مرات بوش يكمن في الفترة التي سبقت الحرب ، مع كبار الصحفيين مثل جوديث ميلر التي تخدم كقنوات لادارة الدعايه للحرب والشؤون الخارجية في صحيفة وكاتب توماس فريدمان لتبرير حربها ضد العراق بأنها حرب صليبيه من اجل الديمقراطيه.
