By بواسطة Alan Travis ألن ترافيس and و Patrick Wintour باتريك wintour | The government’s human rights watchdog last night served notice that it will immediately launch a legal challenge to the government’s plan to extend the pre-charge detention limit to 42 days if it reaches the statute book. | الحكومة في مجال حقوق الانسان كلب الحراسه الليلة الماضية انه خدم الأشعار على الفور اطلاق طعن قانوني في خطة الحكومة لتمديد الاحتجاز السابق للالمسؤول عن الحد الى 42 يوما اذا وصلت النظام الأساسي للكتاب. The Equality and Human Rights Commission, chaired by Trevor Phillips, backed its claim by publishing legal advice from Matrix Chambers that the extended limit would violate the European convention on human rights. المساواة بين حقوق الانسان واللجنة ، التي ترأسها تريفور فيليبس ، المدعومه من مطالبتها بنشر مصفوفه على مشوره قانونيه من الدوائر الموسعه التي تحد من شأنه ان ينتهك الاتفاقية الاوروبية لحقوق الانسان.
The advice from leading human rights lawyers Rabinder Singh QC and Professor Aileen McColgan says that the amendments tabled by the home secretary, Jacqui Smith, last week to win over potential Labour rebels still leave the measure breaching human rights law, as extended detention without charge is likely to involve inhuman or degrading treatment and discrimination against Muslim detainees. مشوره من كبار المحامين لحقوق الانسان ومراقبة الجوده rabinder سينغ استاذ ايلين mccolgan يقول ان التعديلات المقدمة من قبل وزير الداخلية ، jacqui سميث ، في الاسبوع الماضي للفوز على مدى امكانيه العمل لا يزال المتمردون ترك التدبير خرق قانون حقوق الانسان ، الذي مدد الاحتجاز دون تهمة هو من المحتمل ان تنطوي على المعامله القاسيه او اللاانسانيه او المهينه والتمييز ضد المسلمين المحتجزين.
Phillips said: “As the body charged with the promotion of human rights, we agree with ministers that the right to life is paramount, but that does not give us the liberty to take actions that unnecessarily violate other human rights … Should the proposed measures be carried, the commission will immediately move to test its legality by launching a judicial review.” وقال فيليبس : "بوصفه الهيءه المسءوله عن تعزيز حقوق الانسان ، ونحن نتفق مع وزراء على ان الحق فى الحياة اهمية قصوى ، ولكن هذا لا يعطينا الحرية لاتخاذ الاجراءات التي لا داعي له انتهاك حقوق الانسان الأخرى… وينبغي ان تكون التدابير المقترحة تقوم اللجنة ، وسوف تتحرك فورا لاختبار شرعيتها عن طريق اطلاق مراجعة قضائية. "
Government whips are not expecting the nine Democratic Unionist MPs to vote with the government on the measure, as the prime minister warned his backbenchers privately that he may be humiliated if he is defeated tomorrow. الحكومة لا تتوقع سياط التسعه الاتحادي الديمقراطي الى النواب للتصويت مع الحكومة بشأن هذا الاجراء ، كما حذر رئيس الوزراء من القطاع الخاص ان له اعضاء البرلمان ويمكن ان يكون اذا كان ذليله مهزومه غدا.
The prime minister’s spokesman insisted that the government would not be doing any side deals to win over the DUP, which is likely hold its position to the last minute in an attempt to win concessions. رئيس الوزراء وقال المتحدث باسم واصر على ان الحكومة لن تتمكن من القيام باي صفقات لكسب الجانب على مدى DUP ، والتي يرجح ان تعقد في موقفها لآخر لحظة في محاولة لكسب تنازلات.
In a further development ahead of the vote, the security services clarified their position, stressing that they were neutral about the proposed extension of pre-charge detention to 42 days. وفي تطور آخر ، قبل التصويت ، والاجهزه الامنية توضيح موقفها ، مشددة على انها كانت محايدة ازاء التمديد المقترح من قبل المسؤول عن الاحتجاز الى 42 يوما. In a statement they said they did not think it appropriate for them to take a view on a politically controversial issue. في بيان وقالت انها لا تعتقد انه من الملائم بالنسبة لها ان تعتمد رأيا بشان المسائل المثيرة للجدل سياسيا.
The prime minister’s spokesman insisted he was not bluffing when he said that the government saw the vote as “very, very tight”. رئيس الوزراء اصر المتحدث باسم وقال انه ليس التحايل عندما قال ان ورأت الحكومة للتصويت عليها "جدا ، وضيق جدا". He said Gordon Brown was personally telephoning wavering backbenchers and was even prepared to debate the matter personally with some of the serial rebels that make up Labour’s Campaign Group. وقال غوردون براون هو شخصيا واعضاء البرلمان تتأرجح المخابره حتى كان على استعداد لمناقشة هذه المساله شخصيا مع بعض المتمردين من المسلسل التي تشكل مجموعة حملة العمل.
Ministers were encouraged by the news that one regular rebel, Jon Trickett, the Labour MP for Hemsworth, had decided to back the government. وشجع الوزراء الانباء التي تفيد بان المتمردين عادية واحدة ، جون trickett ، عضو البرلمان عن العمل hemsworth ، قد قرر العودة الى الحكومة. Some leading Labour peers opposed to the measure now think the government will win in the Commons, leaving Labour peers at the forefront of a battle this summer. بعض الأقران العمل مما يؤدي الى تعارض هذا الاجراء ان الحكومة تعتقد ان يفوز في هذه المشاعات ، وترك العمل والاقران في طليعه معركة هذا الصيف.
The children’s secretary, Ed Balls, said there was no reason for the vote to be treated as a confidence measure for the prime minister. الاطفال الامين ، الطبعه الكرات ، وقال ليس هناك من سبب يدعو للتصويت على ان تعامل على انها مقياس لثقة رئيس الوزراء.
MPs will start voting on and debating the counter-terrorism bill today, when they consider some of its lesser measures. يبدأ النواب والتصويت على مناقشة قانون لمكافحة الارهاب اليوم ، عند النظر في بعض التدابير التي من اقل.
The Conservatives have shored up their own supporters, although at one point it looked as if four Tories would vote with the government. وقد ساند المحافظون حتى انصار الخاصة بها ، وان كان في وقت من الاوقات كانت تبدو كما لو كانت اربعة عة سيصوت مع الحكومة.
