Fourth Briton accuses MI5 of torture الرابعة بريطاني يتهم MI5 التعذيب
Ian Cobain ايان cobain - -- The Guardian الغارديان | Human rights groups and MPs are calling for an investigation into claims that MI5 officers colluded in the torture of British citizens detained in Pakistan during counter-terrorism operations, after the allegations were detailed by the Guardian yesterday. | جماعات حقوق الانسان ونواب يطالبون باجراء تحقيق في الادعاءات التي تواطات MI5 ضباط في تعذيب المواطنين البريطانيين الذي اعتقل في باكستان في اثناء عمليات مكافحة الارهاب ، بعد ان كانت الادعاءات مفصلة حسب الغارديان امس.
The demand came as a fourth Briton alleged that British officials “outsourced” his torture to Pakistan’s Inter-Services Intelligence agency in an attempt to extract information about a planned al-Qaida attack against the UK. الطلب جاء رابع بريطاني يدعي ان المسؤولين البريطانيين "الاستعانة بمصادر خارجية" للتعذيب له الى باكستان للخدمات المشتركة بين وكالة الاستخبارات في محاولة لانتزاع معلومات عن مخطط لتنظيم القاعده الهجوم على المملكه المتحدة.
Amnesty International said the British government needed to explain what steps are taken to ensure suspects are not tortured after they are detained in Pakistan at the request of British counter-terrorism officials. وقالت منظمة العفو الدولية الحكومة البريطانية في حاجة الى ما هي الخطوات التي اتخذت لضمان عدم تعذيب المشتبه فيهم بعد ان يتم احتجازهم فى باكستان بناء على طلب من البريطانيين بين المسؤولين عن مكافحة الارهاب. In a letter to the Guardian, Kate Allen, Amnesty’s UK director, added: “Complicity in torture is a crime and you don’t defeat terrorism by committing further crimes.” وفي رسالة موجهة الى ولي امرها ، كيت الين ، مديرة منظمة العفو 'sالمملكه المتحدة ، وأضاف :" التواطؤ في التعذيب جريمه وكنت لا دحر الارهاب عن طريق ارتكاب مزيد من الجرائم. "
Andrew Tyrie, Conservative MP for Chichester and chair of the all-party parliamentary group on extraordinary rendition, said he would be raising the matter in the Commons. اندرو tyrie ، النائب المحافظ لChichester ورئيسا للجميع - المجموعة البرلمانيه للحزب على اداء استثناءيه ، وقال انه سيكون من اثارة المساله في المشاعات. “Allegations of UK involvement in torture or extraordinary renditions are extremely serious,” he said. "الادعاءات من المملكه المتحدة في ضلوعهم في التعذيب او الترحيل غير العادي تكون خطيرة للغاية". “All such allegations must be properly investigated by the government. "كل هذه الإدعاءات يجب ان يتم التحقيق فيها من جانب الحكومة. The public must have confidence that British officials are not complicit in torture.” الجمهور يجب أن يكون الثقة بأن المسؤولين البريطانيين على عدم الاشتراك الجرمي في التعذيب ".
The fourth man to claim that he was tortured after being detained in Pakistan during a British-led counter-terrorism investigation is an alleged al-Qaida terrorist from the West Midlands. الرابعة لرجل يدعي انه تعرض للتعذيب بعد ان اعتقل في باكستان في اثناء البريطانية التى تقودها لمكافحة الارهاب التحقيق المزعوم لتنظيم القاعده الارهابي من غرب ميدلاندز. He says that for several months the ISI kept him in a pitch-black cell not much bigger than a coffin, and that he was brought out to be beaten, whipped and subjected to electric shocks. ويقول ان لعدة اشهر فان المعهد يحتفظ به في خلية اسود قاتم ليست اكبر بكثير من تابوت ، وانه تبين ان يتعرض للضرب ، جلد ، وعرض لصدمات كهرباءيه. On one occasion, he alleges, he was kept hooded and interrogated by people speaking English, with both British and American accents. وفي احدى المرات ، ويدعى ، وقال إنه يحتفظ مقنعين والإستجواب من قبل الشعب الناطقه بالانكليزية ، مع كل من بريطانيا والولايات المتحدة اللكنات.
The man, who is not being named for legal reasons, made the allegations to family members and to a lawyer in Islamabad who was eventually allowed to see him. الرجل ، هو من عدم ورود اسمائها لأسباب قانونيه ، وقدمت هذه الادعاءات لافراد الاسرة وعلى محام في اسلام اباد في نهاية المطاف من يسمح لرؤيته. The allegations cannot be corroborated, and Pakistani authorities claim the man’s whereabouts are unknown now that he is no longer in their custody. الادعاءات لا يمكن ان يكون من صحه ذلك ، ومطالبة السلطات الباكستانيه الرجل مكان غير معروف الآن أنه لم يعد في رعايتهم. However, his claims follow similar allegations made by three other British citizens of Pakistani origin. ومع ذلك ، لاثبات مزاعمه متابعة ادعاءات مماثلة ادلى بها ثلاثة اخرين من المواطنين البريطانيين من أصل باكستاني. These men all say they suffered severe torture at secret ISI interrogation centres shortly before receiving questioning by British counter-terrorism officials. جميع هؤلاء الرجال يقولون انهم يعانون التعذيب الشديد في مراكز الاستجواب السرية المعهد بفتره وجيزة قبل ان يحصل على الاستجواب الذي يقوم به البريطانية بين المسؤولين عن مكافحة الارهاب.
The latest man to allege British collusion in his torture had been living in Pakistan for almost four years when he was picked up by the ISI two years ago, during a British-led counter-terrorism operation. رجل اخر يدعى التواطؤ البريطاني في تقريره التعذيب كانوا يعيشون في باكستان لما يقرب من أربع سنوات عندما كان التقطت من قبل المخابرات الباكستانيه قبل عامين ، خلال بريطانيه بقيادة عملية مكافحة الارهاب. Shortly after his arrest the Agence France-Presse news agency quoted an unnamed Pakistani official as saying he had been “broken” during interrogation. بعد وقت قصير من القاء القبض عليه فان وكالة فرانس برس ونقلت وكالة الانباء الباكستانيه الرسمية لم تذكر اسماءهم قولهم انه "كسر" اثناء الاستجواب.
When he was eventually taken from the ISI interrogation centre to a prison, and saw a lawyer, he said he had been interrogated by westerners as well as Pakistanis, and alleged he had been mistreated. عندما كان في نهاية المطاف من المعهد مركز الاستجواب الى احد السجون ، وشهدت محام ، وقال انه تم استجوابهم من قبل الغربيين وكذلك الباكستانيون ، وادعى انه قد اسيئت معاملتهم. “He said he had been interrogated by westerners, but didn’t specify whether they were British or American,” said his lawyer. "وقال انه تم استجوابهم من قبل الغربيين ، ولكنها لم تحدد ما اذا كانت بريطانيه واميركية ،" وقال محاميه. “He was not well treated during interrogation.” "وقال انه لا معاملة جيدة اثناء الاستجواب."
The 27-year-old’s family say he gave a detailed account of mistreatment after being brought to court on a number of occasions. فإن من العمر 27 عاما اسرة يقول انه أعطى وصفا تفصيليا لسوء المعامله بعد ان تعرض على المحكمه على عدد من المناسبات. His brother said: “He described being dragged off a bus and having the living daylights beaten out of him. وقال شقيقه : "، واصفا ما يجري من ننجر وراء حافله وبعد ان ضرب الحيه يعمل في النهار من اصل له. At first he was held in what he called a ‘grave cell’. في البداية انه احتجز في ما اسماه 'الخطير خلية'. It was like a coffin: there was so little room that when he was lying down if he brought up his knees they touched the roof. كان مثل تابوت : كان هناك مجالا كبيرا حتى انه عندما كان في أسفل الكذب اذا كان طرح ركبتيه انها تطرقت الى السطح.
“He told me that one time, when he was being beaten, he could hear English and American accents in the room with him. "قال لي ان وقت واحد ، عندما كان يجري ضرب ، كان يسمع اللكنات الامريكية والانجليزيه في الغرفة معه. He had a hood over his head but he knows what an English accent sounds like.” وقال انه كان هود فوق رأسه ولكنه يعلم ما اللكنه الانكليزيه من اصوات شابه ذلك. "
A court in Pakistan eventually ruled that there was insufficient evidence to convict the man on terrorism charges. اصدرت محكمة في باكستان في نهاية المطاف حكمت انه لا توجد ادلة كافية لادانة الرجل بتهم تتعلق بالارهاب.
