L'UE indique les Etats-Unis : Ne créez pas nouveau Guantanamo

Les Etats-Unis ne doivent pas permettre son Bagram à la base militaire en Afghanistan de devenir un nouveau compartiment de Guantanamo s'ils veulent que l'aide européenne des syndicats ferme la prison des fonctionnaires sur Cuba, UE dits jeudi. ? Dans un de son premier agit dans le bureau, le Président Barack Obama a commandé la fermeture dans un délai d'un an de compartiment de Guantanamo, où environ 245 personnes sont encore détenues et qui a été largement regardé comme tache sur les États-Unis disque de droits de l'homme. ? Mais Obama a décider encore quoi faire au sujet de la prison chez Bagram, où plus de 600 prisonniers sont tenus, ou si continuer le travail sur un complexe de la prison $60 millions là. ? Washington veut que l'UE l'aide pour fermer Guantanamo en acceptant d'accepter les prisonniers déchargés qui ne peuvent pas être retournés à leurs propres pays pour la crainte de la torture. ? Mais un projet d'orientation confidentiel de l'UE, obtenu par Reuters, a indiqué qu'une telle aide dépendrait des politiques globales du l'anti-terrorisme de Washington, y compris des assurances que Bagram ou d'autres camps ne deviendrait pas nouveau Guantanamos. ? « Je le trouverais étonnant très, si la politique (États-Unis) demeurait la même tandis que Guantanamo était fermé, pour voir l'UE se mobiliser, » coordonnateur Gilles de Reuters dit Kerchove d'anti-terrorisme de l'UE. ? Le projet d'orientation de l'UE dit : « Il ne serait pas conforme aux politiques de droites de principe fondamental de l'UE pour transférer simplement Guantanamo ailleurs (c.-à-d. dans Bagram) sans résoudre la question fondamentale de la détention des suspects de terreur pendant le temps indéfini et sans épreuve. » ? LES États-Unis RESPONSABILITÉ ? Une délégation de l'UE voyagera à Washington en mi-mars pour discuter la question. L'UE est vive pour améliorer les cravates transatlantiques, endommagées par la guerre 2003 en Irak, mais les pays sont excédent divisé si rentrer des détenus de Guantanamo se sont dégagés pour le dégagement. ? Certains comme l'Espagne et le Portugal ont indiqué ils sont disposés à, alors que d'autres comme les Pays Bas ont indiqué qu'elles ne sont pas. ? Les ministres intérieurs du bloc ont convenu jeudi qu'il appartiendrait à chaque pays pour décider s'il acceptait d'anciens détenus mais qu'ils essayeraient de s'charger d'la certaine coordination - au moins partageant l'information sur ces individus, le ministre intérieur tchèque Ivan Langer disait une conférence de nouvelles. ? De Kerchove said it would be a long time before EU states got answers from Washington and took any decision. ? One condition would be for EU states to be supplied with full information — whether classified or not — on any detainee they considered taking in, Langer said. ? U.S. authorities have cleared several dozen prisoners for release, including 17 members of China’s Muslim Uighur minority. But they have remained at Guantanamo because U.S. officials fear they would be tortured if returned to China. ? Langer and the EU policy paper said the United States should also take in some of the cleared detainees. “The responsibility of closing Guantanamo is first and foremost that of the United States,” the document said.? “The former inmates that could be taken in the EU are those who face no judicial charges, can be freed, cannot go back to their country of origin and want to be transferred to Europe.” ?
