BY بواسطة PHILIP DORLING فيليب dorling | Australian defence support for United States military operations in the Middle East will be boosted by construction of a new top-secret US military communications base in Western Australia. | الدفاع الاستراليه لدعم العمليات العسكرية للولايات المتحدة فى الشرق الاوسط سوف تعزز البناء من جديد من أعلى الى سرية الاتصالات القاعده العسكرية الامريكية فى غربى استراليا. Defence Minister Joel Fitzgibbon revealed yesterday that work would begin in July or August this year on a satellite ground station for the United States Mobile Users Objective System, a new satellite communications system being deployed by the US Navy.The new US defence facility will be located with the existing Australian satellite signals intelligence facility at Geraldton, Western Australia. وزير الدفاع جويل fitzgibbon كشف اول من امس ان العمل سيبدأ في تموز او آب / اغسطس من هذا العام على المحطة الارضيه للسواتل لمستخدمي الهاتف الجوال في الولايات المتحدة هدف نظام جديد للاتصالات الساتليه في منظومة يجري نشرها من قبل الولايات المتحدة الامريكية الجديدة navy.the مرفق الدفاع وسيكون مقر القائمة مع الاشارات الساتليه الاستخبارات الاستراليه في مرفق Geraldton ، غربي استراليا. The base will be linked to a network of communications satellites that will provide front-line US military units with instant access to high-grade intelligence and tactical information. القاعده وسيتم ربط شبكة من سواتل الاتصالات التي توفر خط المواجهة مع وحدات عسكرية اميركية الوصول الفوري الى درجة عالية من المعلومات والاستخبارات والتكتيكيه.
Once operational, the new facility will automatically provide communications support for US military operations in Iraq and the Persian Gulf. مرة واحدة التنفيذية ، المرفق الجديد تلقائيا لتقديم الدعم في مجال الاتصالات العمليات العسكرية الامريكية في العراق والخليج الفارسي.
Indeed, it will also automatically provide communications support for US military operations in much of the Asia-Pacific region. وبالفعل ، كما انه تلقائيا لتقديم الدعم في مجال الاتصالات العمليات العسكرية الامريكية فى جزء كبير من منطقة آسيا والمحيط الهادئ.
The Defence Department announced late last year that it had finalised an agreement with the US Navy for the new satellite communications centre. اعلنت وزارة الدفاع في اواخر العام الماضي انه قد وضع اللمسات النهائية على الاتفاق مع الولايات المتحدة البحرية للاتصالات الساتليه الجديدة في المركز.
Mr Fitzgibbon’s confirmation that construction will proceed comes shortly after Prime Minister Kevin Rudd’s withdrawal of the bulk of Australian combat troops from Iraq. السيد fitzgibbon تأكيده ان المضي قدما في البناء وسوف يأتي بعد فترة وجيزة من رئيس الوزراء كيفن Rudd انسحاب من الجزء الاكبر من القوات القتاليه الاستراليه من العراق.
The new Geraldton facility will be the first major US defence base to be established in Australia since the construction in the 1960s of the Joint Defence Facility at Pine Gap in the Northern Territory and the now closed early-warning satellite ground station at Nurrungar in South Australia. Geraldton مرفق الجديدة ستكون اول قاعدة الدفاع الامريكية الكبرى المزمع انشاؤها في استراليا منذ البناء في الستينات من الدفاع المشترك في مرفق الصنوبر الفجوه في الاقليم الشمالي والآن مغلقة للانذار المبكر في المحطة الارضيه للسواتل nurrungar في جنوب استراليا .
In answering a question on notice by Labor backbencher Daryl Melham, Mr Fitzgibbon also revealed the US Navy had contracted Boeing Australia to provide construction services for the new Geraldton base. في الاجابه على سؤال حول أخطار العمل Daryl melham عضو البرلمان ، السيد fitzgibbon كما كشفت الولايات المتحدة الامريكية كانت قد تعاقدت البحرية من طراز بوينغ استراليا لتقديم خدمات البناء الجديدة لقاعدة Geraldton. Boeing Australia already provides operational support for the existing facility at Geraldton, another Australian signals intelligence facility at Shoal Bay near Darwin, the Australian Navy’s communication station at North West Cape near Exmouth, and the Defence Communications Network facility at Deakin, ACT. بوينغ استراليا تقدم بالفعل الدعم التشغيلي لمرفق القائمة في Geraldton ، اخر اشارات الاستخبارات الاستراليه في مرفق خليج السرب بالقرب من داروين ، استراليا محطة الاتصالات البحرية في شمال غرب الراس بالقرب من Exmouth ، والدفاع عن شبكة الاتصالات في مرفق deakin ، قانون.
About 70 Australian contractors are working on the design of the new Geraldton building and up to 20 United States staff and 100 Australian contractors will be involved in the construction phase. حوالى 70 المقاولين الاستراليه تعمل على تصميم المبنى الجديد Geraldton ويصل الى 20 في الولايات المتحدة و 100 من الموظفين المتعاقدين الاستراليه سوف يشارك فى طور البناء.
The ground station will comprise three buildings housing sophisticated electronic infrastructure, three 18m satellite dishes and two smaller antennas. المحطة الارضيه سيضم ثلاثة مباني السكنيه والبنى الاساسية الالكترونيه المتطوره ، 18m ثلاثة صحون لاقطه واثنين من هوائيات اصغر حجما.
Once complete, the base will be fully automated and will require only call-out maintenance support. مرة واحدة كاملة ، وسيكون الاساس والاليه سيتطلب فقط من اصل الكلمه - الدعم في مجال الصيانة. All costs will be carried by the US. وسيكون جميع التكاليف التي تتحملها الولايات المتحدة.
Informal discussions on the possible location of the facility in Australia began in 2003. المناقشات غير الرسمية بشأن امكانيه موقع للمرفق في استراليا بدأت فى عام 2003.
The Defence Department and the US Navy signed a classified memorandum of understanding setting out the governing arrangements for the station in November last year. وزارة الدفاع الامريكية والبحرية وقعت المصنفه مذكرة التفاهم التي تحدد الادارة الترتيبات اللازمة لهذه المحطة في تشرين الثاني / نوفمبر من العام الماضى.
The conclusion of a secret memorandum of understanding rather than a formal treaty means the agreement has not been reviewed by Federal Parliament’s Joint Standing Committee on Treaties. اختتام سرية مذكرة التفاهم بدلا من معاهدة رسمية يعني الاتفاق لم يتم استعراضها من قبل البرلمان الاتحادي المشترك التابع للجنة الداءمه على المعاهدات. Mr Fitzgibbon has said the ground station will be operational by 2011. وقد قال السيد fitzgibbon ارض الواقع وسيتم تشغيل المحطة بحلول عام 2011.
