US President George W. Bush plans to veto legislation passed by the Senate to bar the CIA from using harsh interrogation methods including waterboarding. الرئيس الامريكى جورج دبليو بوش خطط لاستخدام حق النقض التشريع الذي اقره مجلس الشيوخ الى بار وكالة المخابرات المركزية من استخدام اساليب استجواب قاسيه بما waterboarding.
“The President will veto that Bill,” White House spokeswoman Dana Perino said. "سيقوم الرئيس حق النقض ان مشروع القانون ،" المتحدثه باسم البيت الابيض دانا perino قال.
“The United States needs the ability to interrogate effectively, within the law, captured al-Qaeda terrorists.” "تحتاج الولايات المتحدة الى القدرة على استجواب بفعاليه ، في اطار القانون ، وأسروا ارهابيين من القاعده."

The Democratic-led Senate yesterday voted 51-45 in favor of a Bill calling for the Central Intelligence Agency to adopt the US Army Field Manual, which forbids waterboarding and other types of coercive interrogation methods. الديمقراطيه التي يقودها مجلس الشيوخ أمس 51-45 في صوتت لصالح مشروع قانون يدعو الى وكالة الاستخبارات المركزية الأميركية الى اعتماد الدليل الميداني لجيش الولايات المتحدة ، الذي يحظر waterboarding وانواع اخرى من اساليب الاستجواب القسريه.
However, the vote fell short of the two-thirds majority needed to overcome a presidential veto. ومع ذلك ، فان التصويت اقل من اغلبيه الثلثين المطلوبة للتغلب على الفيتو الرئاسي. “Across the board people will see, over time, that this was a president who put in place tools to protect the country against terrorists,” Ms Perino said. "عبر مجلس الشعب سوف انظر ، على مر الزمن ، ان هذا الرئيس الذي كان في وضع ادوات لحمايه البلاد ضد الارهابيين ،" قالت السيدة perino.
“The president does not favour torture. "الرئيس لا تحبذ التعذيب. The president favours making sure we do all these programs within the law,” she said, adding that “all the interrogations that have taken place in this country have been done in a legal way”. الرئيس يحبذ التأكد من اننا نفعل كل هذه البرامج في اطار القانون ، "قالت ، مضيفا ان" جميع الاستجوابات التي حدثت في هذا البلد وقد تم ذلك فى بطريقة قانونيه ".
Ms Perino said the United States does not currently use waterboarding, a simulated drowning technique denounced by rights groups as torture, even though the CIA has admitted using the technique in the past. ماجستير perino وقال ان الولايات المتحدة لا تستخدم حاليا waterboarding ، محاكاه الغرق تقنيه نددت بها جماعات حقوق التعذيب ، ورغم ان وكالة المخابرات المركزية ، وقد اعترف باستخدام هذا الأسلوب في الماضي.
She reiterated the administration’s assertion last week that it would not rule out the use of such techniques in the future. وكررت الادارة تأكيده الاسبوع الماضي انها لن تستبعد استخدام هذه التقنيات في المستقبل.
“Currently under the law it is not (allowed),” she said. "في الوقت الراهن في اطار القانون ومن لا (سمح) ،" قالت.
“As we said last week as well, we are not going to talk about what may or may not be lawful in the future.” "كما قلنا في الاسبوع الماضي كذلك ، ونحن لن نتحدث عن ما يمكن أو لا يمكن ان تكون مشروعة فى المستقبل."
Manual too weak دليل ضعيف جدا
The Senate Bill would limit the CIA and other intelligence agencies to the 19 interrogation techniques outlined in the military’s manual. مجلس الشيوخ مشروع قانون من شانه ان يحد من وكالة المخابرات المركزية وغيرها من وكالات الاستخبارات ال 19 لاساليب الاستجواب الواردة في دليل العسكرية. Waterboarding is not among them. Waterboarding ليس فيما بينها.
Ms Perino said the intelligence community’s view is that the Army Field Manual sets an inappropriate standard for seasoned CIA interrogators who are working to extract information from sophisticated militant operatives. وقالت السيدة perino مجتمع الاستخبارات ترى ان الدليل الميداني لجيش مجموعات غير مناسب من وكالة المخابرات المركزية الموحدة للمحنك المستجوبين الذين يعملون من اجل انتزاع معلومات من مقاتلة متطوره المتعامل معهم.
“Today with this Bill that they are sending to us they would basically repeal the terrorist interrogation program in favor of something that will definitely weaken our ability to protect the country,” Ms Perino said. "اليوم مع هذا القانون انها تبعث لنا انها ، اساسا ، الغاء الارهابيه في برنامج الاستجواب لمصلحة ما سيكون بالتأكيد الى اضعاف قدرتنا على حمايه البلد ،" قالت السيدة perino.
McCain votes against Bill ماكين صوتا ضد مشروع قانون
Rival Democratic White House hopefuls Senators Hillary Clinton and Barack Obama were on the road campaigning and did not take part in the vote Wednesday. المنافس الديمقراطى البيت الابيض المتفائلون في مجلس الشيوخ هيلاري كلينتون وباراك اوباما كانت على الطريق والحملات الانتخابية ، ولم يشارك فى التصويت الأربعاء.
The likely Republican nominee, Arizona Senator John McCain, voted against the Bill. المرشح الجمهوري المحتمل ، ولاية أريزونا السناتور جون ماكين ، صوتوا ضد مشروع القانون. The former prisoner of war however said that his vote was consistent with his anti-torture stance. السابق اسير حرب بيد ان صوته كان متفقا مع صاحب موقف مناهضه التعذيب.
“We always supported allowing the CIA to use extra measures,” he said. "نحن دائما تدعم وكالة الاستخبارات المركزية السماح لاستخدام تدابير اضافية ،" قال.
