Much as I like Mr Clegg, I do not think his parliamentary management skills are of greater significance to the real story of Wednesday night: the denial to the British public of a referendum that all three parties promised to them in the 2005 election. بمقدار ما احب السيد clegg ، لا اعتقد البرلمانيه عنه المهارات الاداريه هي ذات اهمية اكبر لقصة حقيقية من ليل الاربعاء : حرمان الجمهور البريطاني للاستفتاء ان جميع الاطراف الثلاثة وعدت بها في انتخابات 2005. We were told, first of all, that the Lisbon Treaty is not the same as the original EU Constitutional Treaty. وقيل لنا ، أولا وقبل كل شيء ، ان معاهدة لشبونة ليست هي ذاتها على النحو الاصلي المعاهدة الدستورية للاتحاد الاوروبي. Come on, guys: everybody knows that the two texts are so similar that any claim to the contrary is either sophistry or an outright lie. تعال ، يا شباب : يعلم الجميع ان النصين هي مماثلة بحيث ان اي ادعاء بخلاف ذلك هي اما سفسطه او اكذوبه.

It is true that some European leaders have joined in the sophistry to claim that the two documents are not the same. صحيح ان بعض الزعماء الاوروبيين انضموا في سفسطه الادعاء بأن هاتين الوثيقتين ليست واحدة. But the overwhelming majority concur with Valery Giscard d’Estaing’s declaration that “All the earlier proposals will be in the new text, but will be hidden and disguised in some way.” ولكن الاغلبيه الساحقه يتفقون مع فاليري giscard d' estaing's الاعلان ان "جميع المقترحات السابقة ستكون في النص الجديد ، ولكن ستكون خفية ومستتره في بعض الطريق."

Next, it was argued by the Government that the Lisbon Treaty is no longer “constitutional” and so does not require a referendum. المقبل ، وقيل من قبل الحكومة لشبونة ان المعاهدة لم تعد "الدستوري" وذلك لا يحتاج الى اجراء استفتاء. What has changed is that there is a new Prime Minister, who is not ready for a punch-up on Europe, and knows he would not win such a confrontation. ولكن ما تغير هو ان هناك رئيس وزراء جديد ، وهو ليس على استعداد لكمة - حتى على أوروبا ، ويعرف انه لن نكسب تلك المواجهة.

The breach of trust in shifting from one position to another is extraordinary. خرق الثقة في الانتقال من موقف الى آخر غير عادي. Three days before he entered Number 10, Mr Brown said that “The manifesto is what we put to the public. قبل ثلاثة أيام من دخوله عدد 10 ، وقال السيد براون ان "البيان هو ما وضعنا امام الجمهور. Best left to clever folk like you, eh, Ed? من الافضل ان تترك ذكي القوم مثلك ، آية ، اد؟ How fortunate we dunces are to have a ruling elite of brainy Fauntleroys to do our thinking for us. كيف البلداء نحن محظوظون ان يكون لهما أي النخب الحاكمة من brainy fauntleroys القيام تفكيرنا بالنسبة لنا.

Osmotically, this latest betrayal will compound the question that all voters now ask about all politicians: why can’t they keep a promise? The battle is not quite over. المعركه ليست واردة اكثر. This week’s Spectator urges the Lords to make imaginative use of the Salisbury Convention when the Bill goes to the Upper House. هذا الاسبوع مشاهد تحث اللوردات الى جعل الاستخدام المبتكر للساليسبري الاتفاقية عندما يذهب مشروع القانون الى مجلس الشيوخ. This tradition holds that the second chamber will not reject a manifesto bill at second reading. هذا التقليد يذهب الى ان الغرفة الثانية لن نرفض اي بيان في القراءة الثانية لمشروع القانون.
