Both the cabinet secretary, Sir Gus O’Donnell, and the Treasury permanent secretary, Nick Macpherson, separately told select committees earlier this week that the then chancellor would have been briefed on the impact of the abolition of the 10p rate. كل من امين مجلس الوزراء ، سيدي غوس اودونل ، والخزينه الامين الدائم ، ونيك macpherson ، بشكل منفصل قال جان اختيار وقت سابق من هذا الاسبوع ثم ان المستشار قد اطلع على اثر الغاء نسبة من 10p.
“The decision to reform the income tax system and reduce the basic rate to 20p, and abolish the 10p rate … reflected considerable analysis and was taken on that basis,” Macpherson told the public accounts committee. "ان قرار لاصلاح نظام الضريبه على الدخل وتخفيض المعدل الاساسى ل20p ، 10p ، وإلغاء نسبة كبيرة تنعكس… والتحليل واخذ على هذا الاساس ،" قال macpherson جنة الحسابات العامة.
The Conservatives yesterday put in a request to the Treasury for that analysis under the Freedom of Information Act, in the hope that they can then claim that Brown did not make a mistake, but was aware of the consequences of what he was doing. المحافظون امس وضعت في طلبها الى ان الخزانة العامة للتحليل في اطار قانون حرية المعلومات ، على أمل ان تستطيع بعد ذلك الادعاء بأن براون لم يجعل من الخطأ ، ولكنه كان يدرك النتائج المترتبة على ما كان يقوم به.
The former welfare minister Frank Field spent four months in 2007 trying to extract details of the impact of the 10p tax rate abolition in parliamentary written answers. السابق فرانك مجال رعايه وزير أمضى أربعة أشهر في عام 2007 محاولة لانتزاع تفاصيل عن تأثير 10p من نسبة الضريبه على الغاء البرلمانيه في الاجابات المكتوبة.
In his frankest admission of error, the prime minister yesterday said the government “didn’t cover as well as we should have” losses to low earners without children and pensioners aged 60 to 64. أكثر صراحة في تقريره قبول الخطأ ، ورئيس الوزراء امس ان الحكومة "لا تشمل كذلك ينبغي ان يكون لدينا" الخسائر الى انخفاض ايرادات دون والاطفال والمتقاعدين الذين تتراوح اعمارهم بين 60 و 64. He also said he was “listening” and “learning” as prime minister, adding that “hundreds of things pass your desk every week”. وقال ايضا انه "الاستماع" و "التعلم" كما قال رئيس الوزراء ، مضيفا ان "المئات من الاشياء تمر مكتبك كل اسبوع".
“We made two mistakes, I will be honest about it. "خطاين التي قطعناها على أنفسنا ، وسوف اكون صادقة حول هذا الموضوع. We didn’t cover as well as we should that group of low-paid workers who don’t get the working tax credits and we weren’t able to help the 60- to 64-year-olds who didn’t get the pensioner’s tax allowance.” ونحن لا تغطي وكذلك ينبغي لنا ان تلك المجموعة من ذوي الاجور المنخفضه من العمال لا يحصلون على عمل تخفيضات ضريبيه واننا لم نتمكن من مساعدة 60 -- 64 عاما من الاطفال الذين تتراوح اعمارهم لم احصل على المتقاعد 'بدل الضرائب."
He told the BBC’s Today programme that the government had tried to rectify these failings in the 2007 pre-budget report and in the 2008 budget. وقال لهيئة الاذاعة البريطانية اليوم للبرنامج ان الحكومة سعت لتصحيح هذه العيوب في 2007 قبل تقرير الميزانيه لعام 2008 والميزانيه.
At the time of the 2007 budget ministers insisted there would no losers, and the prime minister’s spokesman yesterday said it would have been very difficult to calculate how many people might be adversely affected by the complex changes made in the 2007 budget. في ذلك الوقت من ميزانيه عام 2007 أصر على ان هناك وزراء لا خاسرين ، وقال المتحدث باسم رئيس الوزراء امس وقال انه كان من الصعب جدا لحساب عدد الاشخاص الذين قد تؤثر سلبا المعقده التغييرات التي ادخلت في ميزانيه عام 2007.
In a separate development, Sunder Katwala, general secretary of the Fabian Society, the left-of-centre thinktank, accused the government of “neurotic under-confidence”. وفي تطور منفصل ، sunder katwala ، الامين العام للفابيان المجتمع ، من اليسار - مركز thinktank ، واتهم الحكومة ب "العصبيه وكيل الثقة".

“They have taken it on the chin, and by doing that have left people feeling that it is still worth voting Labour because we engage with them and are prepared to argue our case. "لقد اتخذت على الذقن ، واضاف : ان ترك الناس الشعور بان ثمة ما يبرر التصويت العمل لاننا نتشارك معها ، ونحن على استعداد للقول ان قضيتنا.
“It has been hard, and the headlines your piece will garner on the day they are going out to knock up thousands more will dishearten them and make it harder. "لقد كان من الصعب ، والعناوين الخاصة بك وسوف يحصل على قطعة في اليوم الذي يتم الخروج الى طرق اكثر وسوف تصل الالاف منهم واخذل من صعوبة. On the eve of polling in the local elections David Cameron told the Guardian that the race for the London mayor was not his only focus. ونحن على أبواب الاقتراع في الانتخابات المحلية ديفيد كاميرون قال ان ولي سباق لعمدة لندن لم يكن سوى التركيز.
The Conservative leader said: “The rest of the country is important, because it is how you rebuild your organisation. وقال زعيم المحافظين : "بقية البلاد امر هام ، لأنه هو كيفية اعادة بناء لكم منظمتكم. In the north-west we genuinely did make a breakthrough last year. في الشمال الغربي ونحن حقا لم تحقيق طفره في العام الماضي.
“We really did suddenly [go] from a situation where we had patchy representation to having more councils than Labour and taking outright control of some places. "هل نحن حقا فجاه [الذهاب] من الحاله التي يكون فيها التمثيل غير مكتمله ، وكنا على بعد اكثر من مجالس العمل واتخاذ الصريح السيطرة على بعض الأماكن. The organisation is bigger and better. المنظمه هي أكبر وأفضل. I put a lot of effort into the local elections, because it is actually about how you build the Conservative party across the country.” انني اضع الكثير من الجهد في الانتخابات المحلية ، لانها في الواقع عن كيف نبني حزب المحافظين في جميع انحاء البلاد. "

Yeah I am £2 a week down as a direct result of this 10p farce and another £18 a week down on rising Fuel bills(Petrol,gas and electic) and food price rises, all in all I’m down £20 a week… I got a casual second job to balance this out, only this time I’m cutting out the taxman on these earnings… If the Government insist on screwing me i will just screw them back, I’m being ripped off by them, I have no choice. نعم انا 2 جنيه استرليني في الاسبوع تراجع كنتيجه مباشرة لهذه المهزلة و10p آخر 18 جنيها استرلينيا في الاسبوع الى اسفل على ارتفاع فواتير الوقود (البنزين والغاز وانتقائي) والغذاءيه وارتفاع الاسعار ، في جميع جميع أنا اسفل 20 جنيها استرلينيا في الاسبوع … حصلت على وظيفة عارضة الثانية لهذا التوازن ، الا هذه المرة أنا قطع على taxman فإن هذه الارباح… واذا كانت الحكومة تصر على الشد لي سأكتفي المسمار يعيد اليهم ، وأنا ممزق من يجري بها ، وأنني وليس هناك من خيار.
