By بواسطة Phil Mattera فل mattera | The response to the politically opportunistic call by the Bush Administration and John McCain to expand offshore oil drilling is being framed primarily in environmental terms. | الرد على الانتهازيه السياسية للدعوة التي وجهتها ادارة الرئيس جورج بوش وجون ماكين في الخارج لتوسيع نطاق حفر آبار النفط في المقام الأول ويجري في اطار من الناحية البيءيه. The drilling, which would do الحفر ، التي من شأنها ان تفعل nothing in the short term ليس في المدى القصير to address soaring gasoline prices, would indeed create serious risks for the coastlines of Florida and California and would worsen global warming.Yet there is another compelling reason to oppose the plan: the federal system of offshore leasing has been characterized by gross mismanagement that has allowed big oil companies to avoid paying billions of dollars in royalties. للتصدي لمشاكل ارتفاع اسعار البنزين ، بل من شأنه ان تخلق مخاطر جسيمة لشواطئ ولاية فلوريدا وكاليفورنيا ويزيد من تفاقم العالمية warming.yet هناك سبب قوي آخر لمعارضة خطة : النظام الاتحادي في الخارج للتأجير وقد اتسم اجمالي سوء الادارة الذي سمح لل شركات النفط الكبرى الى التهرب من دفع المليارات من الدولارات في العوائد. There is no reason to doubt that an expansion of drilling leases would bring more of the same. لا يوجد اي سبب يدعو الى الشك في ان التوسع في الحفر الايجارات يحقق المزيد من نفس الشىء.
For those who missed this particular scandal, here is some background. لمن تلك تفوت هذه الفضيحه ، وهنا بعض المعلومات الاساسية. Commercial offshore oil drilling was حفر آبار النفط البحرية التجارية هو pioneered مبتكر in the late 1940s by Kerr-McGee Corp. While little thought was given to environmental issues at the time, there were disputes between the federal government and coastal states over which should control the leasing process. في اواخر الاربعينات من قبل شركة كير مكجي - في حين كان الفكر قليلا ونظرا الى القضايا البيءيه في ذلك الوقت ، كانت هناك نزاعات بين الحكومة الاتحادية والدول الساحليه التي يجب أن يسيطر على عملية التأجير. There wasn’t much controversy over offshore drilling until 1969, when an undersea well off the coast of Santa Barbara, California suffered a blowout and leaked 200,000 gallons of oil that contaminated 35 miles of coastline. لم يكن هناك الكثير من الجدل حول عمليات الحفر في اعماق البحر حتى عام 1969 ، عندما جيدا تحت سطح البحر قبالة ساحل سانتا باربرا ، كاليفورنيا تعرض لإنفجار وتسربت 200000 غالون من النفط الملوثه ان 35 ميلا من الساحل. Defeated in its effort to get access to more offshore areas, the industry sought to make its existing drilling more profitable by pressing for reductions in the royalties it had to pay the federal government through the Interior Department’s هزمت في جهودها الراميه الى الحصول على المزيد من المناطق الخارجية ، والصناعة تسعى الى جعل القائمة اكثر ربحيه من قبل حفر الملحه لاجراء تخفيضات في الرسوم انه كان عليها ان تدفع الحكومة الاتحادية عن طريق الادارة الداخلية Minerals Management Service داءره إدارة المعادن (MMS). In the mid-1990s, when energy prices were relatively low (oil was at about $16 a gallon), Congress gave in to industry pressure and passed في منتصف التسعينات ، عندما كانت اسعار الطاقة منخفضه نسبيا (النفط عند حوالى 16 الف دولار للغالون) ، اعطى الكونغرس في الضغط على الصناعة ومرت legislation التشريع in 1995 providing “royalty relief.” في عام 1995 الذي ينص على "اتاوه الاغاثه".

As oil prices rose in 2004 to the point at which royalty relief should have ended on those leases, the cost to the Treasury in lost revenue rose to billions of dollars. كما ارتفعت أسعار النفط في عام 2004 الى النقطه التي ينبغي ان الملوك الاغاثه قد انتهت على تلك الايجارات ، والتكاليف التي تتكبدها الخزينه في خسائر الايرادات ارتفع ليصل الى بلايين الدولارات. Once the situation became publicly known, thanks to مرة واحدة واصبحت الحاله معروفة علنا ، وذلك بفضل reporting تقديم التقارير by Edmund Andrews of the New York Times , some oil companies agreed to renegotiate the leases, while others such as Exxon Mobil and Chevron refused. من جانب ادموند اندروز من صحيفة نيويورك تايمز ان بعض شركات النفط وافقت على اعادة التفاوض على عقود الايجار ، والبعض الآخر مثل اكسون موبيل وشيفرون ورفض.
Complicating the situation, Kerr-McGee (now part of Anadarko Petroleum) later brought a تعقيد الحاله ، كير مكجي - (وهي الآن جزء من Anadarko النفط) في وقت لاحق من جلب legal challenge تحد قانوني against the safeguards, making the dubious argument that Congress never intended to give MMS the authority to impose them. ضد الضمانات ، مما يجعل من المشكوك فيه القول ان المؤتمر لم يقصد منه اعطاء ملتيميديا سلطة فرض عليها.
