MPs reject Brown call for 56-day detention النواب يرفضون براون الدعوة الى الاحتجاز 56 يوما

Legislation proposed by the Government to allow terrorist suspects to be held for up to 56 days without charge will be condemned today by a parliamentary committee. التشريعات التي اقترحتها الحكومة للسماح المشتبه في تورطهم في الارهاب الذي سيعقد لمدة تصل الى 56 يوما دون توجيه تهمة سيكون ادانت اليوم لجنة برلمانيه.

The Joint Committee on Human Rights says that ministers and police have failed to make the case for extending the detention period beyond the current 28-day limit. اللجنة المشتركة لحقوق الانسان تقول ان وزراء واخفقت الشرطة لرفع دعوى ضدهم لتمديد فترة الاحتجاز الحالية تتجاوز 28 يوما.

It says it has seen no evidence that 28 days has been inadequate in any investigations to date, including the complex inquiry into last year’s alleged airline bomb plot. فإنها تقول أنها شهدت أي دليل على أن 28 يوما لم تكن كافية في اي تحقيقات حتى الآن ، بما في المجمع التحقيق في العام الماضي شركة طيران القنبله المءامره المزعومه. “A power with such a significant impact on liberty … should in our view be justified by clear evidence that the need for such a power already exists - not by precautionary arguments that such a need may arise at some time in the future,” it concludes. The all-party committee pointed out that other countries facing a terrorist threat allowed their police much shorter detention periods than in Britain. لجنة جميع الاطراف وأشار الى ان البلدان الاخرى التي تواجه تهديد ارهابي سمحت الشرطة لديها الاحتجاز فترات اقصر بكثير مما كان عليه في بريطانيا.

Gordon Brown has said he wants a consensus on increasing the limit. غوردون براون قد قال انه يريد ان توافق على زيادة الحد الأقصى. He has ruled out a fresh attempt to bring in 90-day detention after Tony Blair was defeated on the issue, and hinted at a new maximum of 56 days. وقال انه قد استبعد من جديد في محاولة لاحلال الاحتجاز 90 يوما بعد تونى بلير قد هزم حول هذه المساله ، وألمح جديدة اقصاها 56 يوما.

The committee was also scathing about the “Kafka-esque” process for renewing control orders. واعربت اللجنة ايضا عن انتقاد بشدة "كافكا - esque" عملية لتجديد اوامر السيطرة. It said that the system, which involves secret hearings in the subject’s absence, was “very far from fair”. وقالت ان هذا النظام ، الذي يتضمن جلسات سرية في موضوع غياب ، وكان "بعيدة جدا عن عادلة".
