Former Defense Secretary Donald H. Rumsfeld cannot be tried on allegations of torture in overseas military prisons, a federal judge said Tuesday in a case he described as “lamentable.”前美国国防部长拉姆斯菲尔德不能试图对酷刑的指控在海外的军事监狱，一名联邦法官说，周二在一宗案件中，他形容为“可悲” 。

US District Judge Thomas F.
