An American police officer in San Antonio, Texas is arrested after a female teenager accused him of handcuffing and raping her during a traffic stop over the weekend.
The 40-year-old officer, Jackie Len Neal, pulled over the 19-year-old woman around 2 a.m. Friday on the South Side telling her that her car was reported stolen.
The officer handcuffs and then takes the woman into the back of his patrol car despite the fact that the teenager provides him with the sales slip of the vehicle, according to officer’s arrest warrant.
The alleged crime takes place as the video cameras of the patrol car were not functioning due to a lack of hard drive. This is while the car’s GPS tracking system shows it parked for nearly 20 minutes on Betty Street as the victims has claimed.
“I can’t express in words how disappointed and angry I am about this. I am at a loss for words,” said Police Chief William McManus at a news conference on Saturday.
“I am outraged. This is a punch in the eye to the Police Department.”
According to a Police Department spokesman Neal was arrested on a charge of felony sexual assault. He, however, was later released after posting a $20,000 bond.
The police department says Neal will be paid until he is formally indicted.
Police officials say another woman made a similar accusation against Neal a few years ago but the case was not pursued because she later refused to cooperate with police over the issue.
The officer was also suspended in September for three days over dating an 18-year-old girl who had joined a police program in preparation for a law enforcement career.
