US lawmakers are calling on the Department of Health and Human Services to end the ban on blood donations from homosexual men, a prohibition enacted thirty years ago during the height of the HIV\/AIDS scare in America.<\/p>\n

\n Senator Elizabeth Warren (Democrat-Massachusetts) and 86 other
\n Congressional representatives signed a letter to the Food and
\n Drug Administration calling for an end to the policy, which
\n forbids \u201cmen who have had sex with other men (MSM), at any
\n time since 1977<\/i>.\u201d \u00a0\n<\/p>\n

\n The reasoning for the ban, according to the FDA\u2019s website, is
\n based on the idea that men with a \u201chistory of male-to-male sex
\n is associated with an increased risk for exposure to and
\n transmission of certain infectious diseases, including the HIV
\n virus, that causes AIDS<\/i>.\u201d\u00a0\n<\/p>\n

\n Yet the American Medical Association, the largest group of
\n doctors in the US, has called for a reversal of the ban,
\n declaring the policy outdated.\u00a0\n<\/p>\n

\n \u201cThe lifetime ban on blood donation for men who have sex with
\n men is discriminatory and not based on sound science<\/i>,\u201d AMA
\n Board member said in June. \u201cThis new policy urges a federal
\n policy change to ensure blood donation bans or deferrals are
\n applied to donors according to their individual level of risk and
\n are not based on sexual orientation alone<\/i>.\u201d\u00a0\n<\/p>\n

\n Senator Warren\u2019s letter, signed by both Democrats and
\n Republicans, was inspired by a constituent who contacted her to
\n say he hoped to donate blood for the Boston Marathon bombing
\n victims but, as a gay man, was denied.\u00a0\n<\/p>\n

\n \u201cFor me, this has been a basic issue of fairness and of
\n science \u2014 blood donation policies should be ground in science,
\n not ugly and inaccurate stereotypes<\/i>,\u201d Warren wrote on her
\n website, adding that the man\u2019s letter inspired her to dig
\n \u201cdeeper into this discriminatory ban and I didn\u2019t like what I
\n found. Current policies are contrary to science<\/i>.\u201d\u00a0\n<\/p>\n

\n Critics of the ban say it is one of the lingering results of the
\n 1980s-era stereotype that AIDS was primarily a \u201cgay
\n disease<\/i>,\u201d an idea medical science has rendered irrelevant.\n<\/p>\n

\n Despite the growing animosity, the ban remains in place
\n throughout much of the world. Spain, Australia, Italy, Russia,
\n Uruguay, Mexico, and Poland are among the few nations without a
\n ban. Several others mandate a time restriction for men who have
\n had sex with men, often one year but in some cases they may not
\n donate for five years since their last sexual encounter.\u00a0\n<\/p>\n

\n Current medical regulations in the US require a 12-month waiting
\n period before blood donations are allowed from people who have
\n had sex with an HIV carrier or someone with viral hepatitis.
\n Screening tests for those diseases, though, are capable of
\n identifying HIV within nine days and hepatitis C in approximately
\n seven days, according to the Red Cross.\u00a0\n<\/p>\n

\n For years the FDA has preached patience, calling for time so that
\n tests \u201ccan assure that blood recipients are not placed at an
\n increased risk of HIV or other transfusion transmitted
\n diseases<\/i>.\u201d\u00a0\n<\/p>\n

\n That promise, for Warren, American Medical Association, and
\n others, has taken too long to come to fruition.\u00a0\n<\/p>\n

\n \u201cOur current policies turn away healthy, willing donors even
\n when we face serious blood shortages<\/i>,\u201d the letter went on.
\n \u201cFurther, the existing lifetime ban continues to perpetuate
\n inaccurate stereotypes about gay and bisexual men, and fosters an
\n atmosphere that promotes discrimination and discourages
\n individuals from seeking HIV testing and treatment services<\/i>.\u201d\n<\/p>\n
