{"id":48314,"date":"2013-07-06T17:45:21","date_gmt":"2013-07-06T16:45:21","guid":{"rendered":"http:\/\/rinf.com\/alt-news\/breaking-news\/this-is-what-border-enforcement-actually-looks-like\/48314\/"},"modified":"2013-07-06T17:45:21","modified_gmt":"2013-07-06T16:45:21","slug":"this-is-what-border-enforcement-actually-looks-like","status":"publish","type":"post","link":"https:\/\/rinf.com\/alt-news\/breaking-news\/this-is-what-border-enforcement-actually-looks-like\/","title":{"rendered":"This Is What Border Enforcement Actually Looks Like"},"content":{"rendered":"<p><span class=\"wf_caption\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/truth-out.org\/images\/2013_June_Images\/2013_0706-1.jpg\" alt=\"Border Patrol.\" width=\"306\" height=\"340\" \/><span>(Photo: <a target=\"_blank\" href=\"http:\/\/www.flickr.com\/photos\/54593278@N03\/8491551847\/in\/photolist-dWnqwk-dUfTy8-dUmuSL-dUmuUL-dUmv1u-dUmuXW-dUmuWL-eamgQA-eafBjM-eafB8H-eamgFS-eafBsV-5vXJDE-9sAWFL-dDeBKJ-8rQ16Z-dFLJbP-c3Fib5-eamgns-bNMMVZ-eafBHM-5rg7dZ-9u2zp4-bbiVo8-axpuWR-btP3iL-eamgAb-eafBBr-eafATZ-eamgsW-74tudz-8rPWwt-8rPD5p-4qJNJ9-7YEKtG-8rPLYD-4qJNJu-74xABu-74xpSd-74xs5o-74xwAC-74tyr2-78Y3Kx-792Xuy-78Y4SB-74xCD3-792TJA-78Y7XZ-74xxAU-74tDQR-78YcB8\">CBP Photography \/ Flickr<\/a>)<\/span><\/span>Right-wing media have repeatedly distorted the Obama administration&#8217;s record on border enforcement to claim that the border\u00a0<a target=\"_blank\" href=\"http:\/\/www.mediamatters.org\/blog\/2013\/06\/13\/the-drudge-reports-misleading-take-on-immigrati\/194459\">is not secure<\/a>\u00a0and that, in fact, the government has failed &#8220;to secure the states against invasion,&#8221; as Fox News contributor Michelle Malkin has put it.<\/p>\n<p>On Fox News&#8217;\u00a0<em>Hannity<\/em>, Malkin claimed that &#8220;this\u00a0current\u00a0administration has done everything in its power to sabotage immigration law,&#8221; and asked: &#8220;Why would you trust them one iota with the job that they will not do &#8211; that they refuse to do?&#8221;\u00a0Host\u00a0Sean Hannity added: &#8220;I want that border secure and I think we&#8217;ve got to get it done for our national security.&#8221;<\/p>\n<p>As the House prepares to debate the issue following the Senate passage of a bipartisan immigration reform bill that includes enhanced border measures, conservative media\u00a0<a target=\"_blank\" href=\"http:\/\/foxnewsinsider.com\/2013\/06\/25\/rand-paul-tells-fox-news-he-doesnt-trust-any-president-decide-border-security\">figures<\/a>\u00a0have\u00a0<a target=\"_blank\" href=\"http:\/\/video.foxnews.com\/v\/2513171122001\/how-would-sheriff-joe-arpaio-secure-the-border\/\">used<\/a>\u00a0border security as a\u00a0<a target=\"_blank\" href=\"http:\/\/www.mediamatters.org\/research\/2013\/06\/10\/right-wing-media-plead-with-rubio-to-walk-away\/194408\">sticking point<\/a>\u00a0against which to\u00a0<a target=\"_blank\" href=\"http:\/\/www.mediamatters.org\/blog\/2013\/04\/02\/fox-news-helps-townhalls-katie-pavlich-push-dub\/193432\">derail<\/a>\u00a0reform.<\/p>\n<p>But here are the facts on border enforcement.<\/p>\n<p><strong>Deportations Are At Historic Highs<\/strong><\/p>\n<p>The Obama administration has\u00a0<a target=\"_blank\" href=\"http:\/\/www.dhs.gov\/yearbook-immigration-statistics-2011-3\">deported<\/a>\u00a0a record number of undocumented immigrants, which has angered immigrants rights&#8217; activists who argue that the rise in deportations has <a target=\"_blank\" href=\"http:\/\/www.immigrationpolicy.org\/just-facts\/ones-they-leave-behind-deportation-lawful-permanent-residents-harm-us-citizen-children\">impacted<\/a> families of those deported.<\/p>\n<p>In FY 2012, deportations\u00a0<a target=\"_blank\" href=\"http:\/\/www.ice.gov\/removal-statistics\/\">totaled<\/a>\u00a0409,849 &#8211; the highest they&#8217;ve ever been.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/truth-out.org\/images\/2013_June_Images\/2013_0706-1a.jpg\" alt=\"2013 0706-1a\" width=\"637\" height=\"501\" \/><\/p>\n<p>In the past four years, U.S. Immigration and Customs Enforcement\u00a0has\u00a0<a target=\"_blank\" href=\"http:\/\/www.ice.gov\/removal-statistics\/\">deported<\/a>\u00a0a record number of immigrants the government classifies as &#8220;priority removals,&#8221; which includes those who have been convicted of crimes or are a threat to public safety.<\/p>\n<p>In fact, 55 percent of those deported were classified as &#8220;convicted criminals,&#8221; an increase of nearly 20 percent from 2009.<\/p>\n<p><strong>Apprehensions Are At An All-Time Low<\/strong><\/p>\n<p>At its peak, U.S. Border Patrol data\u00a0<a target=\"_blank\" href=\"http:\/\/www.cbp.gov\/linkhandler\/cgov\/border_security\/border_patrol\/usbp_statistics\/usbp_fy12_stats\/appr_stats_1925_2012.ctt\/appr_stats_1925_2012.pdf\">show<\/a>\u00a0that apprehensions of undocumented immigrants\u00a0nationwide and along the Southwest border routinely topped 1 million. For example, in FY 2004, the Border Patrol counted nearly 1.2 million <a target=\"_blank\" href=\"http:\/\/www.cbp.gov\/linkhandler\/cgov\/border_security\/border_patrol\/usbp_statistics\/usbp_fy12_stats\/appr_swb.ctt\/appr_swb.pdf\">apprehensions<\/a> along the Southwestern border. By FY 2009, that number had declined to\u00a0540,865.<\/p>\n<p>In FY 2012, the Border Patrol\u00a0<a target=\"_blank\" href=\"http:\/\/www.cbp.gov\/linkhandler\/cgov\/border_security\/border_patrol\/usbp_statistics\/usbp_fy12_stats\/appr_stats_1925_2012.ctt\/appr_stats_1925_2012.pdf\">apprehended<\/a>\u00a0364,768 individuals nationwide, 98 percent of whom were <a target=\"_blank\" href=\"http:\/\/www.cbp.gov\/linkhandler\/cgov\/border_security\/border_patrol\/usbp_statistics\/usbp_fy12_stats\/appr_swb.ctt\/appr_swb.pdf\">caught<\/a> on the Southwestern border.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/truth-out.org\/images\/2013_June_Images\/2013_0706-1b.jpg\" alt=\"2013 0706-1b\" width=\"637\" height=\"557\" \/><\/p>\n<p>According to the\u00a0<em><a target=\"_blank\" href=\"http:\/\/azstarnet.com\/news\/local\/border\/after-years-of-decline-apprehensions-of-people-crossing-the-border\/article_09af789d-e254-5dcb-80b8-c9493cc58069.html\">Arizona Daily Star<\/a><\/em>, as of\u00a0April 2, &#8220;192,298 people have been detained this fiscal year, compared with 170,223 during the same period last year, unofficial data shows.&#8221; The\u00a0<em>Star <\/em>added: &#8220;Apprehensions in the Tucson Sector &#8211; the busiest section of the border &#8212; are down 1 percent so far this year to 64,514. But the Rio Grande Valley in Texas, arrests are up 53 percent to 59,147.&#8221; The\u00a0<em>Star<\/em>\u00a0went on to report that &#8220;the recent growth in apprehensions is due to more Central Americans attempting to cross.&#8221;<\/p>\n<p><strong>There Are Record Numbers of U.S. Border Patrol Agents<\/strong><\/p>\n<p>Since FY 2001, the U.S. Border Patrol has steadily\u00a0<a target=\"_blank\" href=\"http:\/\/www.cbp.gov\/linkhandler\/cgov\/border_security\/border_patrol\/usbp_statistics\/usbp_fy12_stats\/staffing_1993_2012.ctt\/staffing_1993_2012.pdf\">increased<\/a>\u00a0its number of agents\u00a0from\u00a09,821 agents nationwide &#8212;\u00a0the bulk of whom (93 percent) were stationed on the Southwestern border &#8212;\u00a0to more than double today at 21,395 agents. Eighty-six percent of\u00a0those\u00a0agents today are located on the Southwestern border.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/truth-out.org\/images\/2013_June_Images\/2013_0706-1c.jpg\" alt=\"2013 0706-1c\" width=\"637\" height=\"546\" \/><\/p>\n<p>The Border Patrol\u00a0<a target=\"_blank\" href=\"http:\/\/www.cbp.gov\/linkhandler\/cgov\/careers\/customs_careers\/border_careers\/bp_agent\/sectors_map.ctt\/Sectors_Map.pdf\">Tuscon sector<\/a>\u00a0in Arizona\u00a0<a target=\"_blank\" href=\"http:\/\/www.cbp.gov\/linkhandler\/cgov\/border_security\/border_patrol\/usbp_statistics\/usbp_fy12_stats\/sector_staffing_1993_2012.ctt\/sector_staffing_1993_2012.pdf\">boasts<\/a>\u00a0the most agents at 4,176, which is\u00a0more than\u00a0double the number\u00a0of agents\u00a0in 2003. More than half of the agents on the Southwestern border are located in the following\u00a0<a target=\"_blank\" href=\"http:\/\/www.cbp.gov\/linkhandler\/cgov\/border_security\/border_patrol\/usbp_statistics\/usbp_fy12_stats\/sector_staffing_1993_2012.ctt\/sector_staffing_1993_2012.pdf\">sectors<\/a>:<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Tuscon: 4,176 agents<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0El Paso: 2,718 agents<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0San Diego: 2,623 agents<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Rio Grande Valley: 2,546 agents.<\/p>\n<p>The Rio Grande Valley has added more Border Patrol agents in the last fiscal year than any other sector nationwide.<\/p>\n<p><strong>There Are Record Numbers of ICE Agents<\/strong><\/p>\n<p>According to U.S. Immigration and Customs Enforcement data provided to the Immigration Policy Center*, there is a record number of ICE agents in the field tasked with enforcement and removal operations.<\/p>\n<p>As of FY 2012, there are about 6,338 agents in the\u00a0Enforcement and Removal Operations (ERO)\u00a0division, which is double the number the program had in 2003 at 2,710, according to the organization&#8217;s estimates.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/truth-out.org\/images\/2013_June_Images\/2013_0706-1d.jpg\" alt=\"2013 0706-1d\" width=\"590\" height=\"503\" \/><\/p>\n<p><strong>Spending On Border Enforcement Has Doubled<\/strong><\/p>\n<p>The total budgets for CBP and ICE have doubled in the decade since the inception of the Homeland Security Department\u00a0in 2002, with CBP&#8217;s budget\u00a0<a target=\"_blank\" href=\"http:\/\/www.dhs.gov\/xlibrary\/assets\/mgmt\/dhs-budget-in-brief-fy2013.pdf#page=34\">totaling<\/a>\u00a0about $11.7 million in FY 2012.<\/p>\n<p>In FY 2012, ICE&#8217;s budget stood at about $5.9 million.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/truth-out.org\/images\/2013_June_Images\/2013_0706-1e.jpg\" alt=\"2013 0706-1e\" width=\"637\" height=\"542\" \/><\/p>\n<p>The budgets for CBP and ICE have increased to such a degree that they now comprise\u00a0<a target=\"_blank\" href=\"http:\/\/www.dhs.gov\/xlibrary\/assets\/mgmt\/dhs-budget-in-brief-fy2013.pdf\">31 percent<\/a>\u00a0of DHS&#8217; total spending in FY 2013. CBP&#8217;s budget alone has risen from\u00a0<a target=\"_blank\" href=\"http:\/\/www.dhs.gov\/xlibrary\/assets\/FY_2005_BIB_4.pdf#page=16\">15 percent<\/a>\u00a0of Homeland Security&#8217;s total spending in FY 2005 to 21 percent today &#8211; the most for any agency under DHS&#8217; purview.<\/p>\n<p>CBP&#8217;s budget eclipses that of the U.S. Coast Guard and the Transportation Security Administration, which comprise 17 percent and 13 percent of DHS&#8217; total spending respectively. By contrast, the U.S. Secret Service, the agency tasked with protecting the president and vice president, is a mere 3 percent.\u00a0<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/truth-out.org\/images\/2013_June_Images\/2013_0706-1f.jpg\" alt=\"2013 0706-1f\" width=\"637\" height=\"466\" \/><\/p>\n<p><strong>Fence On U.S.-Mexico Border Stretches 650 Miles<\/strong><\/p>\n<p>The U.S. border with Mexico\u00a0<a target=\"_blank\" href=\"http:\/\/oversight.house.gov\/wp-content\/uploads\/2013\/06\/Gambler-GAO-Testimony-6-27-Border-Security-COMPLETE.pdf\">stretches<\/a>\u00a01,954 miles from California to Texas, according to the U.S. International Boundary and Water Commission. As the U.S. Government Accountability Office has\u00a0<a target=\"_blank\" href=\"http:\/\/oversight.house.gov\/wp-content\/uploads\/2013\/06\/Gambler-GAO-Testimony-6-27-Border-Security-COMPLETE.pdf\">noted<\/a>, however, the &#8220;length of the land border is 675 miles, while the length of the border along the Colorado River and Rio Grande is 1,279 miles.&#8221;<\/p>\n<p>On October 26, 2006, President George W. Bush\u00a0<a target=\"_blank\" href=\"http:\/\/georgewbush-whitehouse.archives.gov\/news\/releases\/2006\/10\/20061026-1.html\">signed<\/a>\u00a0into law the Secure Fence Act, which\u00a0authorized\u00a0<a target=\"_blank\" href=\"http:\/\/www.cfr.org\/mexico\/secure-fence-act-2006-hr-6061\/p11816\">$1.2 billion<\/a>\u00a0for the building of 700 miles of fencing along the Southwestern border. Before 2006,\u00a0<a target=\"_blank\" href=\"http:\/\/oversight.house.gov\/wp-content\/uploads\/2013\/06\/Gambler-GAO-Testimony-6-27-Border-Security-COMPLETE.pdf\">according to GAO<\/a>, there were about 120 miles of fencing on the U.S.-Mexico border.<\/p>\n<p>That number has\u00a0<a target=\"_blank\" href=\"http:\/\/www.cbp.gov\/xp\/cgov\/border_security\/ti\/ti_news\/sbi_fence\/\">grown<\/a>\u00a0to 651 miles\u00a0of fencing, according to U.S. Customs and Border Protection:<\/p>\n<blockquote>\n<p>As of February 10, 2012, CBP has completed 651 miles of pedestrian and vehicle fencing along the Southwest Border. CBP has constructed a total of 352 miles of primary pedestrian fence and 299 miles of vehicle fence. CBP has approximately one mile left to be completed for the Pedestrian Fence (PF225) project. This will bring the total to 652 miles of fence along the Southwest Border.<\/p>\n<\/blockquote>\n<p>As this\u00a0<em>Washington Post<\/em>\u00a0graphic makes clear, the bulk of the fencing on the U.S.-Mexico border is situated on land, with California, Arizona, and New Mexico almost completely fenced off. As the\u00a0<em>Post<\/em>\u00a0further notes, the &#8220;Rio Grande creates a natural partition&#8221; along the remaining border miles in Texas:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/truth-out.org\/images\/2013_June_Images\/2013_0706-1g.jpg\" alt=\"2013 0706-1g\" width=\"590\" height=\"276\" \/><\/p>\n<p><strong>Senate Immigration Reform Bill Militarizes Border In Afghanistan-Style Surge<\/strong><\/p>\n<p>The comprehensive immigration reform bill that\u00a0<a target=\"_blank\" href=\"http:\/\/www.huffingtonpost.com\/2013\/06\/27\/senate-immigration-reform-bill_n_3511664.html\">passed<\/a>\u00a0the Senate on June 27 includes a drastic increase in border enforcement measures, which has led even conservative think tank the Competitive Enterprise Institute to claim it ushers in &#8220;military-style mobilization&#8221;\u00a0on the U.S.-Mexico border.\u00a0CEI\u00a0<a target=\"_blank\" href=\"http:\/\/www.openmarket.org\/2013\/06\/26\/border-security-doesnt-require-invading-the-border\/\">wrote<\/a>\u00a0on June 26 that the bill&#8217;s border provision &#8220;is not simple &#8216;border security&#8217; &#8212; personnel-wise, it&#8217;s a mobilization proportional to the one in Afghanistan.&#8221;<\/p>\n<p>Discussing the border provisions &#8212; which were\u00a0added in an amendment authored by Sens. Bob Corker (R-TN) and John Hoeven (R-ND) &#8212;\u00a0on CNN on June 25, Sen. John McCain\u00a0(R-AZ)\u00a0<a target=\"_blank\" href=\"http:\/\/livewire.talkingpointsmemo.com\/entry\/mccain-us-will-have-most-militarized-border-since\">said<\/a>\u00a0the bill would turn the Southwestern border into the &#8220;the most militarized border since the fall of the Berlin Wall&#8221;:<\/p>\n<blockquote>\n<p>McCAIN: I think that, first of all, the legislation concerning beefed up border security removes any validity to the argument that border security is not sufficient. I mean, this is not only sufficient, it is well over sufficient. We&#8217;ll be the most militarized border since the fall of the Berlin Wall so that&#8217;s why I think this amendment was very important.<\/p>\n<\/blockquote>\n<p>In addition to fortifying the border in each sector between ports of entry, the amendment provides for the following:<\/p>\n<p><strong>1)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Adds Another 17,000 Border Patrol Agents<\/strong><\/p>\n<p>The bill\u00a0<a target=\"_blank\" href=\"http:\/\/www.corker.senate.gov\/public\/_cache\/files\/82791a4a-4793-4513-b14c-4039d8cef578\/Immigration_Bill_with_Hoeven-Corker_Amendment_Incorporated.pdf\">allocates<\/a>\u00a0$30 billion in additional funding for &#8220;no fewer than 38,405 trained full-time active duty U.S. Border Patrol agents&#8221; to be &#8220;deployed, stationed, and maintained along the Southern Border&#8221; over the next decade.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/truth-out.org\/images\/2013_June_Images\/2013_0706-1h.jpg\" alt=\"2013 0706-1h\" width=\"590\" height=\"339\" \/><\/p>\n<p>As Bill Maher <a target=\"_blank\" href=\"http:\/\/www.politifact.com\/truth-o-meter\/statements\/2013\/jul\/01\/bill-maher\/bill-maher-said-immigration-bill-will-make-border-\/\">noted<\/a>, the addition of that many agents &#8220;is going to make the Border Patrol bigger than the FBI &#8212; Filemon Vela, a Democrat who represents the southernmost tip of Texas, quit the Congressional Hispanic Caucus in protest over the border provisions in the Senate bill. According to the article, Vela stated in a speech on the House floor:<\/p>\n<blockquote>\n<p>&#8220;Erecting more border fence would chill the robust economic relationship that our country and our states enjoy with that country. &#8230; Rather than constructing new hurdles to trade with Mexico, we should be tearing down trade barriers in order to promote and strengthen our relationship with our neighbor country.&#8221;<\/p>\n<\/blockquote>\n<p>Indeed, what is often lost in the debate over border enforcement is the fact that Mexico is the United States&#8217;\u00a0<a target=\"_blank\" href=\"http:\/\/www.census.gov\/foreign-trade\/statistics\/highlights\/top\/top1212yr.html\">third-largest trading partner<\/a>\u00a0behind Canada and China. Mexico accounted for about 13 percent of total U.S. trade in 2012, <a target=\"_blank\" href=\"http:\/\/www.census.gov\/foreign-trade\/balance\/c2010.html\">totaling<\/a>\u00a0about $494 billion.
