The former Liberal justice minister added, \u201cthis is the arch-typical example of why a reference is needed, as to why the ICC was created.\u201d<\/p>\n<p>Cotler was one of three \u201cinternational experts\u201d responsible for a 400-page <a href=\"https:\/\/www.canada.ca\/en\/global-affairs\/news\/2017\/09\/canada_welcomes_paneltoinvestigatepossiblecrimesagainsthumanityi.html\">Canadian-backed<\/a> Organization of American States (OAS) <a href=\"http:\/\/www.oas.org\/documents\/spa\/press\/Informe-Panel-Independiente-Venezuela-ES.pdf\">report<\/a> on rights violations in Venezuela. The panel recommended OAS secretary general Luis Almagro submit the report to the Office of the Prosecutor of the ICC and that other states refer Venezuela to the ICC. In a <em>Real News Network<\/em> interview Max Blumenthal described \u201c<a href=\"https:\/\/therealnews.com\/stories\/exposing-the-oas-anti-venezuela-pro-us-bias-and-right-wing-hypocrisy\">the hyperbolic<\/a> \u00a0and propagandistic nature\u201d of the press conference where the report was released at the OAS in Washington.
