Dana Rohrabacher, a Republican from Costa Mesa, threatened to leave the debate because his opponent brought notes with him.<\/p>\n<p>Rouda can be heard telling Inside OC host Rick Reiff that <em>\u201cwe\u2019re going to have to reschedule,\u201d\u00a0<\/em>before the debate, recorded on Monday night. The entire exchange was captured on camera and posted on YouTube.<\/p>\n<p><iframe loading=\"lazy\" class=\"media__youtube-frame\" width=\"100%\" height=\"300px\" src=\"http:\/\/www.youtube.com\/embed\/IwKn9B-sn6M\" frameborder=\"0\" allowfullscreen=\"\"><\/iframe><\/p>\n<p><em>\u201cYeah, this is unfair. So you got him with all of his notes and preparation,\u201d<\/em> a perturbed Rouda told Reiff, with the exchange getting picked up by open microphones and rolling cameras.<\/p>\n<p>Rouda\u2019s aide approached the desk to tell Reiff that the show had agreed to a debate without notes \u2013 which Reiff said had never been the case. Rohrabacher said he needed the notes because of his long record in Congress.<\/p>\n<p>The tightly contested seat in California&#8217;s 48th Congressional District is one of at least 23 the Democrats are hoping to flip nationally in order to win control of the US House of Representatives in the November 6 mid-term elections.<\/p>\n<p>When the incumbent\u2019s own aide approached to intervene, the Democrat\u2019s aide said <em>\u201cDon\u2019t touch me!\u201d<\/em> before pointing at Reiff and saying: <em>\u201cHe said specifically no notes.\u201d<\/em><\/p>\n<p><em>\u201cI\u2019ve never told a guest they can\u2019t bring notes if they want to have notes on this set, Harley\u2026 and I don\u2019t recall that discussion,\u201d<\/em> Reiff explained. <em>\u201cThat wasn\u2019t one of the ground rules that were laid out.\u201d<\/em><\/p>\n<p>Rouda threatened to leave but Reiff appeared unperturbed, saying he would carry on and have a show with just Rohrabacher then. While the Democrat eventually agreed to take part in the debate, his aide, still angry, approached Reiff and whispered, <em>\u201cYou\u2019re a hack.\u201d<\/em><\/p>\n<p>It is unclear if the participants knew the entire exchange was being recorded, and acted accordingly. The debate will air locally on Sunday.<\/p>\n<p><strong><em>Like this story?
