The link tax does however\u00a0allow\u00a0member states to create limitations and exceptions in order to protect online speech.<\/p>\n<p><strong>What comes next?<\/strong><\/p>\n<p>Now that the directive has passed through Parliament, the next step, according to the\u00a0<em>Electronic Frontier Foundation<\/em>, is the \u201ctrilogues,\u201d which are closed-door meetings between European government officials, the European commission and the European Parliament \u2013 which will be the last time that the Directive\u2019s language can be substantially changed without a second debate in Parliament.<\/p>\n<p>That said, one woman is committed to shining light on the secret discussions:<\/p>\n<blockquote>\n<p>Normally the trilogues are completely opaque.
