{"id":98234,"date":"2013-12-12T00:12:04","date_gmt":"2013-12-12T00:12:04","guid":{"rendered":"http:\/\/www.corbettreport.com\/?p=8399"},"modified":"2013-12-12T06:20:48","modified_gmt":"2013-12-12T06:20:48","slug":"lies-damned-lies-and-government-statistics","status":"publish","type":"post","link":"http:\/\/rinf.com\/alt-news\/editorials\/lies-damned-lies-and-government-statistics\/","title":{"rendered":"Lies, Damned Lies, and Government Statistics"},"content":{"rendered":"<p>Late last month former Bank of Canada governor and recently-appointed Bank of England governor Mark Carney surprised many by criticizing the quality of the economic data being provided by the UK\u2019s Office for National Statistics.<\/p>\n<p>Measurement of investment in Britain was one source of discomfort for the former Goldman Sachs insider, who <a href=\"http:\/\/www.telegraph.co.uk\/finance\/bank-of-england\/10476050\/Mark-Carney-criticises-quality-of-ONS-data.html\">said<\/a> that \u201cWe\u2019re not putting full weight on that data and it has to be said that it doesn\u2019t entirely feel right that investment is, as measured, falling at a time when we see continued strengthening investment intention.\u201d He added that \u201ca lot of work\u201d would have to be done to bring Britain\u2019s flow of funds data up to international standards.<\/p>\n<p>To be clear, what was surprising was not that the ONS data is incomplete and misleading; everyone with an ounce of economic understanding already knew this. What is surprising is that a high-ranking bank official was admitting that the data they and the market in general is relying on is so unreliable.<\/p>\n<p>But perhaps this shouldn\u2019t be surprising. Back in 2007, Li Keqiang <a href=\"http:\/\/www.reuters.com\/article\/2010\/12\/06\/us-china-economy-wikileaks-idUSTRE6B527D20101206\">admitted<\/a> that China\u2019s GDP data is \u201cmanmade\u201d and \u201cunreliable.\u201d Then head of the Communist Party in Liaoning province, Keqiang reportedly told U.S. Ambassador Clark Randt that China\u2019s GDP numbers were for \u201creference only.\u201d Keqiang is now the Premier of China, but oddly has clammed up about the country\u2019s fudged statistics since taking the office.<\/p>\n<p>Podcast:\u00a0<a title=\"Play in new window\" href=\"http:\/\/www.corbettreport.com\/mp4\/if20131211.mp4\" target=\"_blank\" rel=\"nofollow\">Play in new window<\/a>\u00a0|\u00a0<a title=\"Download\" href=\"http:\/\/www.corbettreport.com\/mp4\/if20131211.mp4\" rel=\"nofollow\">Download<\/a><\/p>\n<p>More common than blatant admissions that the data is made up are \u201crevisions\u201d to the data that take place weeks or even months after their original release. That happened earlier this week when the Japanese government <a href=\"http:\/\/news.xinhuanet.com\/english\/business\/2013-12\/09\/c_132951916.htm\">quietly revised<\/a> their 3rd quarter GDP growth figure to 1.1%. Last month, they touted a 1.9% growth rate, widely reported at the time as a respectable figure for the perpetually moribund Japanese economy. In the end, most people only ever see politicians gloating over the latest, greatest stats as they are released. Few if any notice the revised figure weeks later when it is buried in the back of the newspaper.<\/p>\n<p>Perhaps the most obvious example of this phenomenon in the American context is in the unemployment figures. By manipulating the criteria for being considered \u201cunemployed,\u201d the Bureau of Labor Statistics is able to keep the numbers artificially low. <a href=\"http:\/\/www.shadowstats.com\/\">ShadowStats.com<\/a> analyst John Williams calculates that if the government was still using the same standards it was using in 1994 to come up with their employment numbers, the current unemployment rate would be <a href=\"http:\/\/www.shadowstats.com\/alternate_data\/unemployment-charts\">over 23%<\/a>.
