With new powers to classify nearly anything as a state secret and harsh punishments for leakers that can easily be used to intimidate whistleblowers and stifle press freedom, many in Japan worry that the if the bill becomes law it will be only the first step towards even more severe erosions of freedom in the country.<\/p>\n<p>***<\/p>\n<p>Even politicians inside the ruling bloc are saying, \u201cIt can\u2019t be denied that another purpose is to muzzle the press, shut up whistleblowers, and <strong>ensure that the nuclear disaster at Fukushima ceases to be an embarrassment before the Olympics<\/strong>.\u201d<\/p>\n<p>***<\/p>\n<p>The new law would enact harsher punishment to leakers and ominously would allow journalists who obtained information by \u201cinappropriate means\u201d and whistleblowers to be jailed for up to ten years. The law would also allow the police to raid the offices of media organizations and seize evidence at their discretion.<\/p>\n<p>***<\/p>\n<p>The bill has\u00a0<strong>even grants <span style=\"text-decoration: underline;\">no<\/span> <span style=\"text-decoration: underline;\">longer<\/span> <span style=\"text-decoration: underline;\">existent<\/span> <span style=\"text-decoration: underline;\">agencies<\/span> the power to classify secrets<\/strong>.<\/p>\n<p>***<\/p>\n<p>Despite the bill\u2019s enlargement of the state\u2019s power over information, it contains <strong>no oversight<\/strong> process to act as a check on ministries and government agencies designating large amounts of information as \u2018secret\u2019 for capricious or self-interested reasons.<\/p>\n<p>***<\/p>\n<p>Masako Mori, the Minister of Justice, has declared that <strong>nuclear related information will most likely be a designated secret<\/strong>. For the Abe administration this would be fantastic way to deal with the issue of tons of radiated water leaking from the Fukushima Daichi Nuclear Power Plant since the triple meltdown in March of 2011. <strong>There seems to be no end to stopping the toxic waste leaks there but the new legislation would allow the administration to plug the <span style=\"text-decoration: underline;\">information<\/span> leaks<\/strong> permanently.<\/p>\n<p>***<\/p>\n<p>Mizuho Fukushima, <strong>former leader of the Social Democratic Party<\/strong>, compared the bill to the pre-World War II Peace Maintenance Preservation Laws and other Secrecy laws at the time, remarking that there was a time in police-state Japan when the weather reports could be considered \u201csecret.\u201d<\/p>\n<p>\u201c\u201cOnce you open the door to such kind of laws, the government will have the right to designate anything as a state secret and by speaking about it or mentioning it, you can be arrested and prosecuted.\u201d Ms. Fukushima explained, \u201cEspecially during war time, it was very difficult for defendants and lawyers to fight their court cases, because they were not told what exactly what was the state secret that they had been accused of having revealed.\u201d<\/p>\n<p>Outspoken Upper House Councilor Taro Yamamoto, who is known to be a strong supporter of investigative journalism, minces no words: \u201c<strong>The path that Japan is taking is the recreation of a fascist state<\/strong>. I strongly believe that this secrecy bill represents a planned <strong>coup d\u2019\u00c3\u00a9tat by a group of politicians and bureaucrats<\/strong>,\u201d he warned.<\/p>\n<p>While his statement may seem alarmist, even <strong>a senior official of the National Police Agency agrees. \u201cI would say this is Abe\u2019s attempt to make sure that his own shady issues aren\u2019t brought to light, and a misuse of legislative power<\/strong>.<\/p>\n<p>***<\/p>\n<p>The Japan Newspaper Publishers &amp; Editors Association, the Civil Broadcasters Federation, and most major news organizations in Japan\u2019s have expressed staunch opposition to the bill.<\/p>\n<p>***<\/p>\n<p><strong>Japan is about to take a giant step back into its oppressive past<\/strong>. The <a title=\"American\" href=\"http:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=1&amp;ved=0CCAQFjAA&amp;url=http%3A%2F%2Fwww.washingtonsblog.com%2F2011%2F05%2Fepa-stops-daily-monitoring-of-radioactivity-when-we-need-it-more-than-ever.html&amp;ei=ZXf1TrXTD6qhiALn26m3Dg&amp;usg=AFQjCNGUubcsHFvp8vavK4Y7BIc6lt0KGg&amp;sig2=sCaYZHnSHlzNmPmVv9G_dw\" >American<\/a> (and <a title=\"Canadian\" href=\"http:\/\/www.cbc.ca\/news\/canada\/british-columbia\/story\/2011\/05\/09\/bc-radiation-monitoring.html\" >Canadian<\/a>) authorities virtually stopped monitoring airborn radiation, and are <a title=\"not testing fish\" href=\"http:\/\/www.washingtonsblog.com\/2011\/04\/fda-refuses-to-test-fish-for-radioactivity-government-pretends-radioactive-fish-is-safe.html\">not testing fish<\/a> for radiation.<\/p>\n<p>The U.S. government <a title=\"increased allowable radiation levels so that we could be exposed to radiation\" href=\"http:\/\/www.washingtonsblog.com\/2013\/04\/government-reacts-to-fukushima-radiation-crisis-by-raising-acceptable-radiation-standards-instead-of-fixing-anything.html\"><em>increased<\/em> allowable radiation levels so that we could be exposed to radiation<\/a>. Nuclear expert Arnie Gundersen <a title=\"says\" href=\"http:\/\/solarimg.org\/?p=1722\" >says<\/a> that high-level friends in the State Department told him that Hillary Clinton signed a pact with her counterpart in Japan agreeing that the U.S. will continue buying seafood from Japan, despite that food not being tested for radioactive materials.<\/p>\n<p>The American government <a href=\"http:\/\/www.washingtonsblog.com\/2013\/07\/u-s-forcing-japan-to-burn-plutonium-in-nuclear-reactors.html\"><em>controls<\/em> Japanese nuclear policy<\/a>. And the Japanese would never have proposed such a draconian bill without U.S. backing. Indeed, the U.S. Charge d\u2019Affairs Kurt Tong <a href=\"http:\/\/enenews.com\/secrecy-law-approved-by-japan-lawmakers-ap-prison-for-inappropriate-reporting-official-were-on-path-to-be-fascist-state-fear-of-more-fukushima-cover-ups\">said<\/a> of the Japanese bill:<\/p>\n<blockquote>\n<p>It\u2019s a positive step that would make Japan a \u201cmore effective alliance partner.\u201d<\/p>\n<\/blockquote>\n<p>Earlier this year, the acting EPA director <a title=\"signed\" href=\"http:\/\/www.forbes.com\/sites\/jeffmcmahon\/2013\/04\/10\/epa-draft-stirs-fears-of-radically-relaxed-radiation-guidelines\/\" >signed<\/a> a revised version of the EPA\u2019s Protective Action Guide for radiological incidents, which <em>radically relaxed the safety guidelines agencies follow in the wake of a nuclear-reactor meltdown or other unexpected release of radiation<\/em>. EPA whistleblowers <a title=\"called it\" href=\"http:\/\/www.globalresearch.ca\/obama-approves-raising-permissible-levels-of-nuclear-radiation-in-drinking-water-civilian-cancer-deaths-expected-to-skyrocket\/5331224\" >called it<\/a> \u201ca public health policy only Dr. Strangelove could embrace.\u201d<\/p>\n<p>Whistleblowers at American nuclear facilities (like <a href=\"http:\/\/www.washingtonsblog.com\/2013\/02\/government-protects-criminals-by-prosecuting-whistleblower-who-expose-wrongdoing.html\">all other types<\/a> of whistleblowers) have also been <a href=\"http:\/\/enenews.com\/shocking-treatment-of-us-nuclear-whisteblowers-sent-to-office-in-basement-with-rat-poison-after-warning-of-fukushima-like-explosion-another-given-office-in-storage-room-with-drums-of-radioactive-w\">mercilessly harassed.<\/a><\/p>\n<p>It&#8217;s not just nuclear accidents &#8230; it&#8217;s <em>everything<\/em>.<\/p>\n<p>The American government repeatedly covers up how bad things are, uses claims of national security to keep everything in the dark, and changes basic rules and definitions to allow the game to continue. href=\"http:\/\/www.washingtonsblog.com\/2010\/06\/fire-bp-remove-them-from-the-crime-scene-and-let-a-team-of-experts-fix-this-mess-on-bps-dime.html\">negligence<\/a> \u2014 blew out the Deepwater Horizon oil well, the government <a title=\"helped cover it up\" the massive use of a <a title=\"highly-toxic dispersant to temporarily hide the oil\" href=\"http:\/\/www.washingtonsblog.com\/2012\/12\/dispersants-make-oil-52-times-more-toxic-than-oil-and-delay-cleanup-of-oil-spills-by-many-years.html\">highly-toxic dispersant to <em>temporarily<\/em> hide the oil<\/a>.<\/p>\n<p>The government also <a title=\"changed the testing standards for seafood\" href=\"http:\/\/blog.al.com\/live\/2010\/09\/fdas_standards_for_gulf_seafoo.html\" >changed the testing standards for seafood<\/a> to pretend that higher levels of <a title=\"toxic PAHs\" href=\"http:\/\/www.washingtonsblog.com\/2010\/10\/scientists-40-times-more-cancer-causing-toxics-in-gulf-than-before-spill-dispersants-to-blame.html\">toxic PAHs<\/a> in our food was business-as-usual.<\/p>\n<p>The government covers up the <a href=\"http:\/\/www.washingtonsblog.com\/2013\/02\/giant-food-corporations-work-hand-in-glove-with-corrupt-government-agencies-to-dish-up-cheap-unhealthy-food.html\">disgusting and unhealthy nature<\/a>of much industrially-produced food.<\/p>\n<p>The government\u2019s response to the outbreak of mad cow disease was simple: it <a title=\"stopped testing for mad cow\" href=\"http:\/\/100years.upi.com\/sta_2004-01-15.html\" >stopped testing for mad cow<\/a>, and <a title=\"prevented cattle ranchers and meat processors from voluntarily testing\" href=\"http:\/\/web.archive.org\/web\/20040617141433\/http:\/\/www.abcnews.go.com\/sections\/WNT\/Business\/mad_cow_040502-1.html?CMP=OTC-RSSFeeds0312\" >prevented cattle ranchers and meat processors href=\"http:\/\/www.washingtonsblog.com\/2012\/04\/mad-cow-found-in-california-because-cows-are-being-fed-blood-animal-parts-and-feces.html\">this<\/a>)<\/p>\n<p>The EPA just raised the allowable amount of a <a title=\"dangerous pesticide\" href=\"http:\/\/rt.com\/usa\/monsanto-glyphosate-roundup-epa-483\/\" >dangerous pesticide<\/a> by <a title=\"3,000%\" href=\"http:\/\/www.youtube.com\/watch?feature=player_embedded&amp;v=MbZNdOEn6nE\" >3,000%<\/a> \u2026 pretending that it won\u2019t have adverse health effects.<\/p>\n<p>In response to new studies showing the substantial dangers of genetically modified foods, the government passed legislation more or less <a title=\"ignoring substantial questions about the safety of genetically modified foods\" href=\"http:\/\/www.washingtonsblog.com\/2013\/03\/congress-passes-monsanto-rider-pushing-genetically-modified-foods-onto-our-plates.html\">pushing it onto our plates<\/a>.<\/p>\n<p>The Centers for Disease Control \u2014 the lead agency tasked with addressing disease in America \u2014 <a title=\"covered up\" href=\"http:\/\/www.salon.com\/news\/environment\/feature\/2009\/04\/10\/cdc_lead_report\/?source=newsletter\" >covered up<\/a> lead poisoning in children in the Washington, D.C. area.<\/p>\n<p>The former head of the National Mine Health and Safety Academy <a title=\"says \" href=\"http:\/\/www.cbsnews.com\/stories\/2004\/04\/01\/60minutes\/main609889.shtml\" >says <\/a>that the government whitewashed the severity of the Tennessee coal ash accident.<\/p>\n<p>And after drug companies were busted for using fraudulent data for drug approval, the FDA <a title=\"allowed the potentially dangerous drugs to stay on the market\" href=\"http:\/\/www.propublica.org\/article\/fda-let-drugs-approved-on-fraudulent-research-stay-on-the-market\" >allowed the potentially dangerous drugs to stay on the market<\/a>.<\/p>\n<p>Indeed, the cynical might say that the main function of government these days is to throw money at giant corporations and to <a href=\"http:\/\/www.washingtonsblog.com\/2013\/07\/when-bad-government-policy-leads-to-bad-results-the-government-manipulates-the-data-instead-of-correcting-the-policy.html\">cover up for them when their misdeeds are revealed<\/a>.<\/p>\n<p>And the American government is censoring reporters <a
