A Freedom of Information Act request has confirmed the NSA contracted a French company that makes its money by hacking into computers.<\/p>\n<p>\n  It&#8217;s no secret that the United States government relies on an<br \/>\n  arsenal of tactics to gather intelligence and wage operations<br \/>\n  against its adversaries, but a FOIA request filed by Muckrock&#8217;s<br \/>\n  Heather Akers-Healy has confirmed that the list of Uncle Sam&#8217;s<br \/>\n  business partners include Vupen, a French-based security company<br \/>\n  that specializes in selling secret codes used to crack into<br \/>\n  computers.<br \/>\n  <\/p>\n<p>\n  Muckrock published on Monday a copy of a contract between the NSA<br \/>\n  and Vupen in which the US government is shown to have ordered a<br \/>\n  one-year subscription to the firm&#8217;s &ldquo;binary analysis and exploits<br \/>\n  service&rdquo; last September.\n<\/p>\n<p>\n  That service, according to the Vupen website, is sold only to<br \/>\n  government entities, law enforcement agencies and computer<br \/>\n  response teams in select countries, and provides clients with<br \/>\n  access to so-called zero-day exploits: newly-discovered security<br \/>\n  vulnerabilities that the products&#8217; manufacturers have yet to<br \/>\n  discover and, therefore, have had zero days to patch-up.\n<\/p>\n<p>\n  &ldquo;<i>Major software vendors such as Microsoft and Adobe usually<br \/>\n  take 6 to 9 months to release a security patch for a critical<br \/>\n  vulnerability affecting their products, and this long delay<br \/>\n  between the discovery of a vulnerability and the release of a<br \/>\n  patch creates a window of exposure during which criminals<br \/>\n  can rediscover a previously reported but unpatched vulnerability,<br \/>\n  and target any organization running the vulnerable software<\/i>,&rdquo;<br \/>\n  Vupen says elsewhere on their website.\n<\/p>\n<p>\n  Last year, Vupen researchers successfully cracked Google&#8217;s Chrome<br \/>\n  browser, but declined to show developers how they did so &mdash; even<br \/>\n  for an impressive cash bounty.\n<\/p>\n<p>\n  <i>&ldquo;We<\/i> <i>wouldn&#8217;t share this with Google for even $1<br \/>\n  million<\/i>,&rdquo; Vupen CEO Chaouki Bekrar told Forbes&#8217; Andy<br \/>\n  Greenberg of the Chrome hack in 2012. &ldquo;<i>We don&#8217;t want to give<br \/>\n  them any knowledge that can help them in fixing this exploit or<br \/>\n  other similar exploits. We want to keep this for our<br \/>\n  customers<\/i>.&rdquo;\n<\/p>\n<p>\n  And why the NSA and other clients may benefit from being privy to<br \/>\n  these vulnerabilities, knowing how to exploit security holes in<br \/>\n  adversarial systems is a crucial component to any government&#8217;s<br \/>\n  offensive cyber-operations.\n<\/p>\n<p>\n  Last month, the Washington Post published excerpts from the<br \/>\n  previously secretive &ldquo;<a target=\"_blank\" href=\"http:\/\/rt.com\/usa\/snowden-leak-black-budget-176\/\">black budget<\/a>,&rdquo; a closely guarded ledger listing the<br \/>\n  funding requests made by America&#8217;s intelligence community<br \/>\n  provided by NSA leaker Edward Snowden. According to that<br \/>\n  document, a substantial goal of the US in fiscal year 2013 was to<br \/>\n  use a portion of $52.6 billion in secretive funding towards<br \/>\n  improving offensive cyber-operations.\n<\/p>\n<p>\n  The portion of the contract obtained by Muckrock where the cost<br \/>\n  of the subscription is listed has been redacted, but a Vupen<br \/>\n  hacker who spoke to Greenberg last year said deals in the<br \/>\n  five-figures wasn&#8217;t uncommon.\n<\/p>\n<p>\n  &#8220;<i>People seem surprised to discover that major government<br \/>\n  agencies are acquiring Vupen&#8217;s vulnerability intelligence<\/i>,&#8221;<br \/>\n  Bekrar wrote in an email to Information Week&#8217;s Matthew Schwartz<br \/>\n  after the NSA contract with his signature was published.<br \/>\n  &#8220;<i>There is no news here, governments need to leverage the most<br \/>\n  detailed and advanced vulnerability research to protect their<br \/>\n  infrastructures and citizens against adversaries<\/i>.&#8221;\n<\/p>\n<p>\n  Critics of Vupen and its competitors see government-waged<br \/>\n  cyber-operations in a different light, however. Christopher<br \/>\n  Soghoian of the American Civil Liberties Union&#8217;s Speech, Privacy<br \/>\n  and Technology Project has spoken outright against companies that<br \/>\n  sell exploits and have equated the computer codes being sold for<br \/>\n  big money as a new sort of underground arms trade fueling an<br \/>\n  international, online battle.
