Korea, as well as nuclear proliferation, a classified report obtained by The Washington Post says.<\/p>\n<p>\n  The <i>\u201cmost challenging targets\u201d<\/i> also include suspected<br \/>\n  terrorists <i>\u201cin Afghanistan, Pakistan, Yemen, Iraq, Somalia,<br \/>\n  and other extremist safe havens,\u201d<\/i> according to one list of<br \/>\n  priorities. US budget documents describe the attacks as<br \/>\n  <i>\u201cactive defense.\u201d<\/i>\n  <\/p>\n<p>Some cyber-operations reportedly feature what one budget document<br \/>\n  calls \u201cfield operations\u201d organized \u201cto physically place hardware<br \/>\n  implants or software modifications\u201d with the help of CIA<br \/>\n  operatives or clandestine military forces.\n  <\/p>\n<p>An implant is often coded in software by an NSA group called<br \/>\n  Tailored Access Operations, which builds attack tools that are<br \/>\n  custom-fitted to their targets, The Washington Post reports,<br \/>\n  adding that this year TAO is working on implants that <i>\u201ccan<br \/>\n  identify select voice conversations of interest within a target<br \/>\n  network and exfiltrate select cuts,\u201d<\/i> one budget document<br \/>\n  says.\n  <\/p>\n<p>The reported US intelligence cyber-missions include the defense<br \/>\n  of military and other classified computer networks against<br \/>\n  foreign attack. These missions account for one-third of the total<br \/>\n  cyber-operations budget of $1.02 billion or 2013, according to<br \/>\n  the Cryptologic Program budget.\n  <\/p>\n<p>President Barack Obama&#8217;s directive on cyber-operations, issued in<br \/>\n  October 2012 and leaked in June 2013 by Snowden, stated that<br \/>\n  military cyber-operations resulting in the disruption,<br \/>\n  destruction or manipulation of computers must be approved by the<br \/>\n  president himself. The document largely does not apply to US<br \/>\n  intelligence agencies, however.\n  <\/p>\n<p>According to the US intelligence budget, by the end of this year<br \/>\n  a $652 million program named GENIE, which reportedly helps the US<br \/>\n  break into foreign networks to plant sophisticated malware in<br \/>\n  computers, routers and firewalls in tens of thousands of machines<br \/>\n  every year, will control at least 85,000 implants in<br \/>\n  strategically chosen computers around the world &#8211; four times the<br \/>\n  number available in 2008.\n  <\/p>\n<p>The NSA appears to be planning a rapid expansion of those<br \/>\n  numbers, which were limited until recently by the need for human<br \/>\n  operators to take remote control of compromised computers.<br \/>\n  Affected by disclosures of the classified data by Snowden, the<br \/>\n  NSA announced earlier this month it would cut up to 90 percent of<br \/>\n  its system administrators to reduce the number of people with<br \/>\n  access to secret information. Snowden leaked documents to the<br \/>\n  Guardian and the Washington Post, revealing previously secret<br \/>\n  telephone and internet surveillance programs run by the US<br \/>\n  government.\n  <\/p>\n<p>According to an authoritative reference document, for GENIE\u2019s<br \/>\n  next phase the NSA has brought online an automated system,<br \/>\n  code-named TURBINE, capable of managing <i>\u201cpotentially millions<br \/>\n  of implants\u201d<\/i> for intelligence gathering <i>\u201cand active<br \/>\n  attack,\u201d<\/i> The Washington Post reported.\n  <\/p>\n<p>Given the \u201c<i>vast volumes of data\u201d<\/i> pulled in by the NSA,<br \/>\n  storage could be a problem.
