A three-judge panel in the western state of<br \/>\n  Jalisco overturned Quintero\u2019s sentence on the basis that he<br \/>\n  should have initially been tried in a state, not federal<br \/>\n  court.\u00a0\n<\/p>\n<p>\n  He was last seen early Friday morning leaving the prison on the<br \/>\n  outskirts of Guadalajara.\n<\/p>\n<p>\n  Quintero was one of the leaders of the powerful Guadalajara<br \/>\n  cartel, an early incarnation of the Sinaloa cartel now under the<br \/>\n  control of Joaquin \u201cShorty\u201d Guzman, perhaps the most feared drug<br \/>\n  lord in Mexico. Quintero ordered Camarena\u2019s torture and murder in<br \/>\n  retaliation for a series of successful drug busts. The narcotics<br \/>\n  agent was found alongside his Mexican driver in a shallow grave a<br \/>\n  month after he disappeared.\u00a0\n<\/p>\n<p>\n  Mexican police failed to arrest Quintero before he escaped to<br \/>\n  Costa Rica, though, where he owned several luxurious real estate<br \/>\n  properties. He was apprehended in April 1985 while in possession<br \/>\n  of a diamond-encrusted firearm, two sports cars, and 300,000<br \/>\n  dollars in cash.\u00a0\n<\/p>\n<p>\n  The murder and ensuing search for Quintero is today seen as one<br \/>\n  of the lowest points in US\/Mexican law enforcement<br \/>\n  cooperation.\u00a0\n<\/p>\n<p>\n  Quintero remained one of the DEA\u2019s most-wanted fugitives during<br \/>\n  his imprisonment and currently ranks within the agency\u2019s top<br \/>\n  five. Authorities were adamant that Quintero was still involved<br \/>\n  with the cartel during his time behind bars.\n<\/p>\n<p>\n  \u201c<i>Caro Quintero has used a network of family members and front<br \/>\n  persons to invest his fortune into ostensibly legitimate<br \/>\n  companies and real estate projects in the city of<br \/>\n  Guadalajara<\/i>,\u201d Adam Szubin, the Director of the Treasury\u2019s<br \/>\n  Office of Foreign Assets Control, previously stated.\u00a0\n<\/p>\n<p>\n  Mexican Foreign Minister Jose Antonio Meade expressed outrage at<br \/>\n  the court\u2019s sudden decision but, because the Mexican judicial<br \/>\n  branch is separate from the executive, it is unclear whether top<br \/>\n  leadership has the power to reverse the decision.\u00a0\n<\/p>\n<p>\n  The Association of Former Federal Narcotics Agents in the US<br \/>\n  called the decision an \u201c<i>outrage<\/i>\u201d and implied corruption is<br \/>\n  responsible for Quintero\u2019s new found freedom. \u00a0\n<\/p>\n<p>\n  \u201c<i>The release of this violent butcher is but another example of<br \/>\n  how good faith efforts by the US to work with the Mexican<br \/>\n  government can be frustrated by those powerful dark forces that<br \/>\n  work in the shadows of the Mexican \u2018justice\u2019 system<\/i>,\u201d it<br \/>\n  said.\u00a0\n<\/p>\n<p>\n  While it is far from clear how police will re-arrest a known drug<br \/>\n  trafficker equipped with a network of underground loyalists, the<br \/>\n  extradition process offers little to consolation. Mexican<br \/>\n  authorities have said they were unaware of any US extradition<br \/>\n  request pending when Quintero was released.\u00a0\n<\/p>\n<p>\n  \u201c<i>Once the detention order against Rafael Caro Quintero is<br \/>\n  effected, the United States government will have 60 days to<br \/>\n  present its formal extradition request<\/i>,\u201d an official from the<br \/>\n  Mexican Attorney General\u2019s office said.\n<\/p>\n<p>\n  A source from the Mexican Attorney General\u2019s office told Reuters<br \/>\n  that Quintero would not be extradited to the United States<br \/>\n  because of a decision from the Mexican Supreme Court forbidding<br \/>\n  the extradition of Mexicans to countries that allow the death<br \/>\n  penalty or life imprisonment, two punishments forbidden under<br \/>\n  Mexican law.\n<\/p>\n<p>\n  US officials, however, have complained that they were offered no<br \/>\n  prior notice of Quintero\u2019s release, with the Justice Department<br \/>\n  asserting that it \u201c<i>has continued to make clear to Mexican<br \/>\n  authorities the continued interest of the United States in<br \/>\n  securing Caro Quintero\u2019s extradition so that he might face<br \/>\n  justice in the United States<\/i>.\u201d\u00a0\n<\/p>\n<p>\n  Further, Quintero\u2019s lawyer said he is now pursuing the release of<br \/>\n  Ernesto Fonseca Carrillo and Miguel Angel Felix, both of whom<br \/>\n  were convicted and jailed for helping plan Caramena\u2019s kidnapping<br \/>\n  and murder.\n<\/p>\n<p>Republished from: <a href=\"http:\/\/rt.com\/usa\/us-request-quintero-arrest-505\/\" target=\"_blank\" title=\"US presses Mexico to arrest, extradite drug lord freed by &#039;powerful dark forces&#039;\">RT<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>US law enforcement officials have officially asked the Mexican government to re-arrest a notorious drug lord who is wanted in the US for killing a federal officer, yet was released from a Mexican prison last week on a technicality.
