Last year the Environmental Protection Agency proposed regulating greenhouse-gas emissions from new power plants, but it has delayed finalizing that rule.<\/p>\n<p>According to individuals familiar with the White House plan, who asked not to be identified since the president has yet to deliver his speech, Obama will couch the effort not only in terms of the nation\u2019s domestic priorities, but as a way to meet the administration\u2019s international pledge to reduce the country\u2019s greenhouse-gas emissions 17 percent below 2005 levels.
