However, they insist that the mass<br \/>\n  surveillance only targeted \u201cnon-US persons\u201d who are outside the<br \/>\n  country.\n<\/p>\n<p>\n  Dr. Kampmark told RT that he believes this explanation is<br \/>\n  \u201cnonsense.\u201d\n<\/p>\n<p>\n  <b>RT:<\/b> <i>The American intelligence chief claims the data<br \/>\n  collections are targeting only \u201cnon-US persons\u201d outside the US.<br \/>\n  Do you buy into that explanation, that millions of Americans were<br \/>\n  not affected?<\/i>\n<\/p>\n<p>\n  <b>BK:<\/b> No, I don\u2019t. I actually think that the point about it<br \/>\n  is mass surveillance, the point about it is that the tapping into<br \/>\n  \u2014 for example through the order as was mentioned in the broadcast<br \/>\n  from the foreign intelligence surveillance court \u2014<span> is<br \/>\n  that Verizon, for example, full access has been given to<br \/>\n  virtually all the messages that are sent.<\/span>\n<\/p>\n<p>\n  The idea that there are American citizens or non-citizens being<br \/>\n  involved in this is total nonsense. The fact is that all people<br \/>\n  are involved. Precisely because a lot of communications involves<br \/>\n  American service, they might be taking place in another country.<br \/>\n  But that\u2019s irrelevant. The fact and the matter is that the<br \/>\n  surveillance establishment that has been created is monitoring<br \/>\n  these communications as well.\n<\/p>\n<p>\n  <b>RT:<\/b> <i>The spy chief also said that the disclosure of a<br \/>\n  secret court document on phone record collection threatened<br \/>\n  \u201cirreversible harm.\u201d Do you believe citizens must know of such<br \/>\n  sweeping surveillance?<\/i>\n<\/p>\n<p>\n  <b>BK:<\/b> Yes, I certainly do think it\u2019s very important that<br \/>\n  citizens do understand where they are when it comes to the<br \/>\n  government they have in the country they are in, because, quite<br \/>\n  frankly, such particular measures that have been taken are<br \/>\n  extraordinary and quite vast.<span> What is very<br \/>\n  interesting about the Obama administration is that they, the<br \/>\n  officials of the Administration, claim they are quite different<br \/>\n  from the Bush administration.<\/span>\n<\/p>\n<p>\n  What George Bush Jr. did was essentially a case of warrantless<br \/>\n  surveillance: So that was no warrant, it was surveillance taken<br \/>\n  en mass. And then, what the Obama administration has done is<br \/>\n  taken it effectively to another level, for example, using such<br \/>\n  acts as the Protect America Act of 2007 and the FISA [Foreign<br \/>\n  Intelligence Surveillance] Amendment Act of 2008. We are talking<br \/>\n  about extensive surveillance. And I think citizens should know<br \/>\n  exactly what is happening when it comes to these sorts of<br \/>\n  things.<span>\u00a0<\/span>\n<\/p>\n<p>\n  <b>RT:<\/b><span> <i>Such tactics are allegedly used to<br \/>\n  combat terrorism. If it was indeed helping to prevent attacks,<br \/>\n  does the end justify the means here?<\/i><\/span>\n<\/p>\n<p>\n  <b>BK:<\/b> I don\u2019t really think so. [One of the senators]<br \/>\n  connected with the intelligence committee, Dianne Feinstein makes<br \/>\n  the point that this is all part of the business, \u201cwe need to know<br \/>\n  what\u2019s going on there.\u201d Which is fine; that\u2019s not in itself an<br \/>\n  objection. But I think it\u2019s fundamental that people do know that<br \/>\n  this is what is being done. The very curious remarks that have<br \/>\n  been made some of the senators \u2014 one of them is Senator [Saxby]<br \/>\n  Chambliss \u2014 is that no one has made a complaint about what is<br \/>\n  being done.
