Washington in particular has<br \/>\n  repeatedly accused Beijing of perpetrating cyber-warfare, while<br \/>\n  China has continuously denied the accusations.\n  <\/p>\n<p>The latest round in this blame game saw the US Defense Science<br \/>\n  Board publish a <a target=\"_blank\" href=\"http:\/\/rt.com\/usa\/us-chinese-report-defense-888\/\">report<\/a> saying that nearly 40 Pentagon weapons<br \/>\n  programs and almost 30 other defense technologies were<br \/>\n  compromised by Chinese hackers, some allegedly tied to the<br \/>\n  military or government.\n  <\/p>\n<p>Secretary of Defense Chuck Hagel issued a stern warning to China<br \/>\n  for its alleged cyber-attacks against the US: \u201c<i>We are also<br \/>\n  clear-eyed about the challenges in cyber. The United States has<br \/>\n  expressed our concerns about the growing threat of cyber<br \/>\n  intrusions, some of which appear to be tied to the Chinese<br \/>\n  government and military<\/i>.\u201d\n  <\/p>\n<p>Beijing responded earlier this week, when China\u2019s top Internet<br \/>\n  security office claimed it amassed huge amounts of data on<br \/>\n  hacking attacks against the country perpetrated by the United<br \/>\n  States.\n  <\/p>\n<p>&#8220;<i>We have <a target=\"_blank\" href=\"http:\/\/rt.com\/news\/china-usa-hacking-data-260\/\">mountains of data<\/a>, if we wanted to accuse the US,<br \/>\n  but it&#8217;s not helpful in solving the problem<\/i>,&#8221; said Huang<br \/>\n  Chengqing, director of CNCERT, China\u2019s cyber-security body.\n  <\/p>\n<p>The simmering US-China cyber-war became particularly acute in<br \/>\n  early February, when US data company Mandiant <a target=\"_blank\" href=\"http:\/\/rt.com\/usa\/us-china-cyber-war-378\/\"><\/a>reported it tracked 141 <a target=\"_blank\" href=\"http:\/\/rt.com\/usa\/us-china-cyber-war-378\/\">cyber-attacks<\/a> conducted by a single Chinese hacker<br \/>\n  group since 2006, 115 of which targeted US corporations. US House<br \/>\n  Intelligence Committee chair Mike Rogers claimed the attacks were<br \/>\n  sponsored by the Chinese government, and warned that the US was<br \/>\n  losing its cyber-war with China.\n  <\/p>\n<p>Mandiant also claimed that China carried out <a target=\"_blank\" href=\"http:\/\/rt.com\/usa\/china-american-hackers-new-530\/\">a spate of cyber-attacks<\/a> against the US in May. The<br \/>\n  security firm said the attacks had subsided for three months<br \/>\n  following the February accusations.\n  <\/p>\n<p>Some in the US are calling for a clear outlining of the rules for<br \/>\n  civilized engagement between nations on the Web: \u201c<i>Think of it<br \/>\n  like the chemical and biological chemicals conventions. Everyone<br \/>\n  can make those sorts of weapons, but most countries agree not to<br \/>\n  do so or to use them in conflict. The same is true of cyber,<br \/>\n  everyone\u2019s got advanced information technology, but we can agree,<br \/>\n  perhaps, not to attack each other\u2019s infrastructure, or at least<br \/>\n  not to start doing it<\/i>,\u201d professor John Arquilla of the US<br \/>\n  Navy\u2019s postgraduate school said.\n  <\/p>\n<p>This belief is shared by a task force sponsored by Council on<br \/>\n  Foreign Relations (CFR), an independent US think tank. The task<br \/>\n  force is chaired by John Negroponte, a former deputy secretary of<br \/>\n  state and director of national intelligence, who has decried the<br \/>\n  mutual accusations of cyber-warfare.<br \/>\n  <br \/>\u00a0<br \/>\n  <br \/>\u201c<i>I think I\u2019d open the conversation, rather than boom, we know<br \/>\n  what you\u2019ve been doing and knock it off and if you don\u2019t, here<br \/>\n  are the things we\u2019re going to do. You can have that conversation<br \/>\n  if you want to, but I think you\u2019ve got to think through about<br \/>\n  whether that is really the best way you\u2019re going to achieve what<br \/>\n  it is we want to accomplish which is a global, resilient, open<br \/>\n  and secure Internet<\/i>,\u201d Negroponte said.\n  <\/p>\n<p>Beijing has vowed to conduct unprecedented military drills,<br \/>\n  including actions by special IT-focused unit, later this<br \/>\n  month. At the same time, NATO specialists have drafted<br \/>\n  preliminary <a target=\"_blank\" href=\"http:\/\/rt.com\/usa\/nato-publishes-cyberwar-guidelines-502\/\">guidelines for cyber-warfare<\/a>, first published<br \/>\n  in March \u2014 the Tallinn Manual on International Law Applicable to<br \/>\n  Cyber Warfare.\n  <\/p>\n<p>As Washington accuses China of aggressive behavior in cyberspace,<br \/>\n  it is simultaneously stepping up its cyber-warfare capabilities.<br \/>\n  By 2015, the US will have <a target=\"_blank\" href=\"http:\/\/rt.com\/usa\/alexander-cyber-command-offensive-209\/\">40 new teams<\/a> of cyber-agents to protect<br \/>\n  critical infrastructure from hackers and launch attacks against<br \/>\n  the country\u2019s adversaries, according to Gen. Keith Alexander, the<br \/>\n  head of the US Cyber Command.\n  <\/p>\n<p>Washington is also allegedly investing tens of millions of<br \/>\n  dollars yearly into <a target=\"_blank\" href=\"http:\/\/rt.com\/usa\/us-hacking-exploits-millions-104\/\">offensive hacking operations<\/a> in order to exploit<br \/>\n  vulnerabilities in the computers of its adversaries, according to<br \/>\n  a Reuters report published in early May.\n  <\/p>\n<p>\u201c<i>Even as the US government confronts rival powers over<br \/>\n  widespread Internet espionage, it has become the biggest buyer in<br \/>\n  a burgeoning gray market where hackers and security firms sell<br \/>\n  tools for breaking into computers<\/i>,\u201d the report said.\n  <\/p>\n<p>But despite the huge amounts of money it is spending on<br \/>\n  cyber-warfare, Washington may be losing its formerly dominant<br \/>\n  edge in this field.\n  <\/p>\n<p>\u201c<i>You have a government with many security holes in it. You<br \/>\n  have a corporate sector that can\u2019t keep its information secure.<br \/>\n  You have defense contractors taking contracts from the federal<br \/>\n  government to provide cyber security and they can\u2019t even provide<br \/>\n  cyber security for themselves. I\u2019m seeing this as a war in which<br \/>\n  the United States is not winning no matter the amount of<br \/>\n  resources it\u2019s putting in or the tough talk.
