According to surveys which tend to pre-empt the overall<br \/>\n  state of the economy, China is now in a manufacturing recession.<br \/>\n  What\u2019s worse, Europe\u2019s uber-dynamo powerhouse Teutonic industrial<br \/>\n  heartland, Germany, has been looking sickly too&#8230; True, the<br \/>\n  latest data suggests a pick-up in the Eurozone. The Mediterranean<br \/>\n  patient looks to have awoken from their coma. However intensive<br \/>\n  economic palliative care will still be required before a return<br \/>\n  to growth. Germany too has just had its best manufacturing<br \/>\n  numbers for months but the statistics still presage contraction<br \/>\n  as opposed to growth&#8230;\n  <\/p>\n<p>Meanwhile, Mrs Merkel\u2019s government has been making noises behind<br \/>\n  the scenes: perhaps it might be time for a little economic<br \/>\n  stimulus? In other words, austerity is the rule for the dissolute<br \/>\n  south with stimulus for the thrifty Teutonic north. Doubtless it<br \/>\n  will be dressed up as EU solidarity to conceal a subsidised<br \/>\n  electoral campaign export drive for German industry.<br \/>\n  <\/p>\n<p>\n  Of course we have been here before. During the last decade<br \/>\n  Germany flagrantly ignored Eurozone budget deficit rules when it<br \/>\n  suited Berlin. Subsequently Germany has been shocked when other<br \/>\n  nations such as Greece did the same thing, ultimately plunging<br \/>\n  the entire Eurozone into crisis.<br \/>\n  <\/p>\n<p>\n  However, a spirit of hypocrisy has never obstructed the political<br \/>\n  classes from self-perpetuation in most parts, and Germany is not<br \/>\n  immune in this regard. Having insisted that the Mediterranean has<br \/>\n  its feet held to the fire, Germany now appears to be relenting in<br \/>\n  a move fuelled by pure undiluted self-interest. While Finance<br \/>\n  Minister Schauble may be decrying tabloid tales of largesse, it<br \/>\n  is feasible that a nervous Mrs Merkel will launch economic<br \/>\n  stimulus ahead of the hustings as she doubles down to stay in<br \/>\n  office.<br \/>\n  <\/p>\n<p>\n  Eurozone unemployment now totals a staggering 19.2 million<br \/>\n  citizens (equivalent to the combined population of Austria and<br \/>\n  Belgium). Meanwhile in Frankfurt, anti-capitalists have been<br \/>\n  protesting outside the ECB. Given how West Germany fared compared<br \/>\n  with East Germany during the period 1945-1989, this rather<br \/>\n  beggars belief.\n  <\/p>\n<p>Nevertheless, the prospect of recession in Germany is acute:<br \/>\n  growth has been anaemic for some time. However, with unemployment<br \/>\n  unchanged for more than half a year at 6.9%, things still look<br \/>\n  rosy compared to the catastrophic 12.2% Eurozone average.<br \/>\n  Therefore Mrs Merkel may well rush to demonstrate her credentials<br \/>\n  as a provider of Euro-solidarity while appearing keen to avoid<br \/>\n  domestic recession when securing re-election is her core focus.\n  <\/p>\n<p>Of all the issues facing the EU right now, the abysmally designed<br \/>\n  Euro remains pivotal to the bloc\u2019s economic woes. Vast exporter<br \/>\n  Germany is in a pact whereby it gets a currency held artificially<br \/>\n  lower than the Mark would have been, thanks to the fiscal<br \/>\n  inconsistencies of the Mediterranean. Meanwhile, Mrs Merkel has<br \/>\n  been politicking with France proposing a new post of President of<br \/>\n  the Euro Currency Group. Clearly what an ongoing currency \/ debt<br \/>\n  \/ unemployment crisis really needs is another tax-free salaried<br \/>\n  bureaucrat &#8211; particularly another President to add to the already<br \/>\n  burgeoning ranks of Presidents within the EU.\n  <\/p>\n<p>Germany remains under pressure to provide bounteous transfer<br \/>\n  payments to its poorer EU neighbours. However, the nation has<br \/>\n  been there once before in recent times and that raised the<br \/>\n  hackles of many voters even when the transfers were to fellow<br \/>\n  members of the Volk.\n  <\/p>\n<p>Despite all the massive transfer payments that subsidized the<br \/>\n  <i>\u201cOssis\u201d<\/i> after the fall of the Berlin Wall, the eastern<br \/>\n  Land has remained stubbornly less productive. Post reunification,<br \/>\n  the adoption of parity between the Deutsch- and Ost-Mark ensured<br \/>\n  Eastern savings retained value albeit at the dreadful cost of<br \/>\n  making Eastern German industry wretchedly uncompetitive.<br \/>\n  Ironically, billions of Marks\/Euros later and the border lands of<br \/>\n  Germany now find themselves enjoying an influx of investment&#8230;<br \/>\n  from Polish families. Polish thrift and tenacious entrepreneurial<br \/>\n  spirit has driven their property prices above those of German<br \/>\n  houses just west of the Oder. Poles have been working tenaciously<br \/>\n  towards prosperity helped only by relative paucity of transfer<br \/>\n  payments from the EU, compared to vast German Federal largesse to<br \/>\n  its east.\n  <\/p>\n<p>When German citizens baulk at providing another generation of<br \/>\n  subsidies to the Mediterranean Eurozone, it is easy to understand<br \/>\n  why. Transfer payments didn\u2019t work within a unified Deutschland,<br \/>\n  why will it work across borders?
