A huge\u00a0battle is brewing<\/a>\u00a0between the state of California and the rest of America over who gets to decree national fuel economy standards. (Which have morphed into something other than\u00a0just\u00a0fuel economy standards.)<\/p>\n

It\u2019d be nice if car buyers got to decide, via their purchasing decisions \u2013 but that\u2019s off the table.<\/p>\n

On the upside, President Trump walked back the had-been-pending federal\u00a0fatwa<\/em>\u00a0that would have required all new cars to average 50-plus MPG by 2025 \u2013 citing compliance costs and even (heresy!) questioning whether the government has any business\u00a0fatwa\u2019ing<\/em>\u00a0fuel efficiency requirements in the first place.<\/p>\n

California responded with foot-stomping threats to issue its own counter-fatwa<\/em>, which would impose the 50-plus MPG mandatory minimum on all new cars sold within its boundaries.<\/p>\n

\n<\/span>If it does so, it would have the effect of making California the boss of the rest of us \u2013 because the car industry can no longer afford to build one set of cars for California and another for the rest of the country.<\/p>\n

Thus, what a handful of bureaucrats in the CA\u00a0apparat\u00a0decree threatens to become binding on the whole country.<\/p>\n

California has had its own \u2013 much stricter \u2013\u00a0emissions\u00a0<\/em>standards since the \u201970s, when a bureaucracy called the California Air Resources Board (CARB) came into being.<\/p>\n

Initially, the car industry responded to this by building \u201cCalifornia\u201d and \u201c49 state\u201d cars. The \u201cCalifornia cars\u201d were built for California specifically and had even\u00a0more<\/em>\u00a0emissions control rigmarole than \u201c49 state\u201d cars \u2013 and sometimes, less performance \u2013 or less of other things.<\/p>\n
