That compared to just 13 percent in places where the benefit system was yet to be rolled out.<\/p>\n<p>Labour MP David Lammy hit out at the government\u2019s<em> \u201cshambolic\u201d<\/em> UC as he tweeted:<\/p>\n<div class=\"rtcode\">\n<blockquote class=\"twitter-tweet\" data-cards=\"hidden\" data-lang=\"en\">\n<p lang=\"en\" dir=\"ltr\">The Government\u2019s shambolic universal credit has destroyed lives.
