{"id":363890,"date":"2018-06-03T10:31:28","date_gmt":"2018-06-03T09:31:28","guid":{"rendered":"http:\/\/rinf.com\/alt-news\/newswire\/reckless-prime-ministers-should-be-stopped-from-going-to-war-by-cabinet-secretary-report-rt-uk-news\/"},"modified":"2018-06-03T10:31:28","modified_gmt":"2018-06-03T09:31:28","slug":"reckless-prime-ministers-should-be-stopped-from-going-to-war-by-cabinet-secretary-report-rt-uk-news","status":"publish","type":"post","link":"http:\/\/rinf.com\/alt-news\/newswire\/reckless-prime-ministers-should-be-stopped-from-going-to-war-by-cabinet-secretary-report-rt-uk-news\/","title":{"rendered":"\u2018Reckless\u2019 Prime Ministers should be stopped from going to war by Cabinet Secretary \u2014 report \u2014 RT UK News"},"content":{"rendered":"\n<p>        MPs have recommend new checks that would see the Cabinet Secretary alert Parliament in order to prevent a prime minister &#8220;recklessly&#8221; taking the country to war, a new report reveals.<\/p>\n<div>\n<p>Carried out by the Public Administration and Constitutional Affairs Select Committee (PACAC), the investigation took place in response to a key finding of the Iraq Inquiry &#8211; also known as the Chilcot Report &#8211; which found there was a distinct lack of Cabinet discussion in the run-up to the Iraq War.<\/p>\n<div class=\"arcticle__read-more read-more\">\n<p>Read more<\/p>\n<p>    <a class=\"read-more__link\" href=\"http:\/\/www.rt.com\/uk\/424372-parliament-war-power-debate\/\" target=\"_blank\"><br \/>\n                    <img decoding=\"async\" class=\"read-more__cover\" src=\"https:\/\/cdni.rt.com\/files\/2018.04\/thumbnail\/5ad5e333fc7e933e3d8b461e.jpg\" alt=\"\u00a9\u00a0Reuters TV\"\/><br \/>\n    <\/a>\n<\/div>\n<p>The new report recommends that the Cabinet Secretary, the UK\u2019s most senior civil servant, must be given more power to act if a prime minister decides to take action without properly consulting the cabinet.<\/p>\n<p>At present, the only option available to the Cabinet Secretary, in a situation where a prime minister ignores their advice, is to resign.<\/p>\n<p>The suggested measures would allow for the Cabinet Secretary to ask the PM for a written ministerial direction to ignore the normal decision-making process, the Secretary would then be able to decide whether to make the situation known to Parliament or not.<\/p>\n<p>According to the report: <em>\u201cSuch a mechanism would dispel any doubt about the cabinet secretary\u2019s duty to ensure proper decision-making.\u201d<\/em><\/p>\n<p>Bernard Jenkin, the Conservative MP who chairs the cross-party PACAC said: <em>\u201cIn 2002, Tony Blair promised George Bush that \u2018I will be with you, whatever\u2019, committing the UK to war in Iraq without consulting the foreign and defence secretaries, let alone the rest of the Cabinet. Fifteen years later, there are still no safeguards in place within the government to prevent a prime minister acting so recklessly again.\u201d<\/em><\/p>\n<p>Jenkin said Prime Minister Theresa May had<em> \u201cassiduously used cabinet and its committees,\u201d<\/em> adding that he had<em> \u201cgreat confidence in the current Cabinet Secretary and his commitment to effective decision-making,\u201d he warned of \u201cno guarantee for the future.\u201d<\/em><\/p>\n<p><strong><a href=\"https:\/\/www.rt.com\/uk\/420870-democracy-blair-tony-award\/\">READ MORE: Tony Blair lauded for outstanding contribution to democracy (yes, really)<\/a><\/strong><\/p>\n<p>Adding: <em>\u201cIt\u2019s therefore a perfect time to introduce such a safeguard, when the system is working well, not to wait for another catastrophic failure.<\/em><\/p>\n<p><em>&#8220;Our proposal is modest, and has the support of many former senior civil servants. We expect the government to consider it seriously.\u201d<\/em><\/p>\n<p>Other measures recommended include updating the ministerial code to set out a list of matters that would normally be subject to collective agreement. Blurring these lines would risk undermining existing lines of accountability.\u201d<\/em><\/p>\n<p><em>\u201cThe Cabinet Secretary supports the Prime Minister and the Cabinet, helping to ensure there is robust system so the most important decisions are taken on a collective basis, ensuring that key interests across government are taken into account.\u201d<\/em><\/p>\n<p>The report\u2019s recommendations fall short of calls by Labour Party leader Jeremy Corbyn for the introduction of a war powers act which would limit the PM\u2019s ability to launch air strikes without first consulting parliament.<\/p>\n<p>Corbyn\u2019s calls came in April when May\u2019s government joined US and France in bombing Syrian government facilities, after they accused the Assad government of conducting a chemical weapons attack.<\/p>\n<p>The Labour leader, who opposed the attack on Syria, had previously called for similar powers in 2016 saying: <em>&#8220;I think what we need in this country is something more robust like a war powers act so governments do get held to account by parliament for what they do in our name.\u201d<\/em><\/p>\n<p><strong><em>Think your friends would be interested?
