Devin Nunes (R-California) said at the hearing on Thursday, even as US and Chinese diplomats began a second round of negotiations to stave off a trade war.<\/p>\n<p>Ranking member Rep. Adam Schiff (D-California) agreed, saying he hoped there would be more public hearings about China.<\/p>\n<p><em>\u201cWe need to consider that the military challenge is part of a larger national strategy by China to project its power and to secure its national interests by whatever means necessary,\u201d<\/em> Schiff said, adding that this included sales of <em>\u201cpotentially compromising\u201d<\/em> telecommunications equipment by companies like ZTE and Huawei.<\/p>\n<div class=\"arcticle__read-more read-more\">\n<p>Read more<\/p>\n<p>    <a class=\"read-more__link\" href=\"http:\/\/www.rt.com\/op-ed\/426890-trump-china-trade-war\/\" target=\"_blank\"><br \/>\n                    <img decoding=\"async\" class=\"read-more__cover\" src=\"https:\/\/cdni.rt.com\/files\/2018.05\/thumbnail\/5afaf2cadda4c858618b4586.jpg\" alt=\"US President Donald Trump and China's President Xi Jinping arrive at a state dinner at the Great Hall of the People in Beijing, China, November 9, 2017 \u00a9 Thomas Peter\"\/><br \/>\n    <\/a>\n<\/div>\n<p>Nunes is planning a series of hearings on China in the coming weeks, focusing on a variety of threats to the US, such as <em>\u201caggressive territorial claims, unfair trade policies, espionage and cyber-attacks,\u201d<\/em> he told the\u00a0<a href=\"http:\/\/freebeacon.com\/national-security\/house-probe-china-threat\/\" target=\"_blank\" rel=\"noopener noreferrer\">Washington Free Beacon<\/a>\u00a0on Wednesday.<\/p>\n<p>Former intelligence director of the US Pacific Fleet, retired US Navy Captain Jim Fanell, was one of the witnesses at\u00a0<a href=\"https:\/\/intelligence.house.gov\/news\/documentsingle.aspx?DocumentID=887\" target=\"_blank\" rel=\"noopener noreferrer\">Thursday\u2019s hearing<\/a>, along with China experts from the Council on Foreign Relations, American Enterprise Institute and the International Assessment and Strategy Center.<\/p>\n<p>US intelligence agencies <em>\u201chad blinders on\u201d<\/em> for the longest time when it came to China, and misjudged Beijing\u2019s activities, an unnamed committee aide told the Beacon. As an example, the aide cited China\u2019s expansion of naval capabilities, which the US thought would be limited to regional conflicts but are increasingly looking global in scope.<\/p>\n<p><em>\u201cOur focus in the first hearing is to look at the military advances, quantitative and qualitative, and how it connects to China&#8217;s broader strategy for force projection and influence,\u201d<\/em> he added.<\/p>\n<p>Nunes has been focused particularly on the Chinese military base in Djibouti, recently built next to the major US base in the east African country. He argued that China is looking to invest in ports and infrastructure around the world, not just for military purposes, but as a mechanism of exerting influence and control over host governments.<\/p>\n<p>This assessment was seconded by the Free Beacon Editor Bill Gertz, who wrote a book titled \u2018The China Threat\u2019 in 2000. <em>\u201cThe Chinese goal is to challenge the United States and coerce regional states into adopting China&#8217;s vision for a new global order under an authoritarian, anti-democratic power,\u201d<\/em> Gertz wrote.<\/p>\n<p>It is unclear, however, how much of this accurately reflects China\u2019s military and economic expansion, and how much is the analysts\u2019 projection of US behaviors and motivations on Beijing.<\/p>\n<p><strong><a href=\"https:\/\/www.rt.com\/news\/427014-russian-hypersonic-missile-intel\/\" target=\"_blank\" rel=\"noopener noreferrer\">READ MORE: US intelligence in panic mode over Russia getting invincible weapon \u2018by 2020\u2019<\/a><\/strong><\/p>\n<p>US President Donald Trump has campaigned on stopping \u201cterrible\u201d trade deals with China, accusing Beijing of disproportionally benefiting from globalization and free-trade arrangements. For many years, the US has been buying manufactured goods from China, while selling mostly financial instruments and agricultural products, making for a trade imbalance reaching over $350 billion in 2017. Trump has imposed tariffs on <a href=\"https:\/\/www.rt.com\/business\/422063-trump-tariff-china-impose\/\">$60 billion worth<\/a> of Chinese imports, while Beijing has <a href=\"https:\/\/www.rt.com\/news\/422915-china-us-import-tariffs-response\/\">pledged to retaliate<\/a> against US soybeans and other exports.
