But what<a href=\"http:\/\/sbgi.net\/\"> <b>Sinclair Broadcast Group<\/b><\/a>, the parent company that forced the broadcasters to parrot the words, is doing, and wants to do, is no laughing matter. <b>Sinclair<\/b>&#8216;s been largely under the radar til now, though known to some as the owner that forced its stations to run a<a href=\"https:\/\/www.youtube.com\/watch?v=MUBg0Ehf0-s\"> pseudo-documentary hit piece<\/a> on John Kerry days before the 2004 election. The chain&#8217;s Washington bureau chief resisted,<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A43681-2004Oct18.html\"> told<\/a> the <b>Baltimore Sun<\/b>, &#8220;I couldn&#8217;t be part of this special and call it news, when what it is is political propaganda,\u201d and was promptly<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A43681-2004Oct18.html\"> fired<\/a>.<\/p>\n<p>So what does it mean that <b>Sinclair<\/b> may acquire a station in your town next? Our next guest has been immersed in things <b>Sinclair<\/b>. Pam Vogel is a research fellow at<a href=\"https:\/\/www.mediamatters.org\/authors\/pam-vogel\/288\"> <b>Media Matters<\/b><\/a>. She joins us by phone from Washington, DC. Welcome to <b>CounterSpin<\/b>, Pam Vogel.<\/p>\n<p><b>Pam Vogel:<\/b> Thanks for having me on.<\/p>\n<p><b>JJ:<\/b> Let\u2019s start with that<a href=\"https:\/\/www.youtube.com\/watch?v=_fHfgU8oMSo&amp;feature=youtu.be\"> video<\/a> that<a href=\"https:\/\/deadspin.com\/\"> <b>Deadspin<\/b><\/a> cut together. It\u2019s chilling in its content. People who obviously don\u2019t have any control over what they\u2019re saying, talking about \u201cfree speech\u201d and \u201cmind control,\u201d you know? Someone said that it looks like &#8220;hostage video,&#8221; and in a way, it almost is. People need their jobs, after all. The &#8220;must-run&#8221; is a significant part of the <b>Sinclair<\/b> way, isn\u2019t it?<\/p>\n<p><b>PV:<\/b> Yes, and this sort of scripted segment that\u2019s read by local anchors isn\u2019t necessarily typical for <b>Sinclair<\/b>. It\u2019s a little bit of an escalation, which I think is maybe why some folks are so riled up when they see this video. It does feel very eerie and disingenuous. But in addition to a sort of scripted segment like the one in that video, <b>Sinclair<\/b> regularly mandates that all of its local TV news stations run certain types of segments that they produce nationally at their headquarters near us here in DC.<\/p>\n<div id=\"attachment_8925930\" style=\"width: 361px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-8925930\" src=\"https:\/\/fair.org\/wp-content\/uploads\/2018\/04\/Sinclair-Net-Neutrality.png\" alt=\"Bottom Line With Boris on Net Neutrality\" width=\"351\" height=\"188\" \/><\/p>\n<p class=\"wp-caption-text\"><em>Spoiler alert: He&#8217;s against it (<strong>Bottom Line With Boris<\/strong>, <a href=\"https:\/\/youtu.be\/aCrOtCMx2oU\">7\/17\/17<\/a>).<\/em><\/p>\n<\/div>\n<p>So those types of must-run segments are more regularly produced. There\u2019s one called <a href=\"https:\/\/www.mediamatters.org\/blog\/2017\/11\/08\/sinclair-stations-boris-epshteyn-covered-gop-losses-regurgitating-trump-tweets\/218482\"><b>Bottom Line with Boris<\/b><\/a>, and that is featuring a man named <a href=\"https:\/\/www.mediamatters.org\/blog\/2018\/03\/05\/there-no-audience-boris-epshteyns-pro-trump-propaganda-so-sinclair-forces-it-people\/219554\">Boris Epshteyn<\/a>, who used to be a Trump aide. He was hired by <b>Sinclair<\/b> a little bit after he left the White House, and his commentary segments are produced, pretty much every weekday there\u2019s a new one. They\u2019re pretty short, about 90 seconds, two minutes. And it\u2019s pretty predictable. So I watch all of them as they come out, and I already know what\u2019s going to be in them, for the most part. It\u2019s always either in agreement with President Trump, or a defense of something that Trump has done, or in a few cases\u2014including yesterday\u2014a defense of <b>Sinclair<\/b> itself, or a defense of Epshteyn\u2019s commentary segment.<\/p>\n<p>And the second must-run that they typically are mandating that their stations air is called <a href=\"https:\/\/www.mediamatters.org\/research\/2018\/03\/01\/sinclair-s-terrorism-alert-desk-segments-are-designed-gin-xenophobia-local-news\/219517\"><b>Terrorism Alert Desk<\/b><\/a>. Those also are relatively short segments. They\u2019re produced about every other day, there\u2019s a new one, and those are sort of quick-hit, vague headline-reading of stories that they have determined are about terrorism. And I watched a year of those segments. And some of the things that we sort of pulled away in analysis of those segments were that they weren\u2019t very informative for viewers, but the repetition aspect of reading vague headlines about things like terror-related arrests, where we never get any follow-up information, a focus overall on terror associated with Islam\u2014taken all together like that, it really just serves to gin up xenophobia in local news audiences.<\/p>\n<p>So I think when we talk about that context, and some of the other must-run segments <b>Sinclair<\/b>\u2019s doing, the idea of having local anchors decry &#8220;one-sided and biased news&#8221; feels even more ironic.<\/p>\n<p><b>JJ:<\/b> Really, it takes it over the top. And it\u2019s two things, because it\u2019s the content, and then it\u2019s the nature of it being must-run. There was a guy who worked briefly at a <b>Sinclair<\/b> station named Aaron Weiss, who wrote a<a href=\"https:\/\/www.huffingtonpost.com\/entry\/opinion-weiss-sinclair-television-propaganda_us_5ac2c6d4e4b09712fec38b95\"> piece<\/a> for <b>Huffington Post, <\/b>and he recounted a conference call of news directors. When someone asked if they could ever run local commentary during newscasts, the answer was a firm \u201cno.\u201d So the threat of <b>Sinclair<\/b>, the concern, is not just that it\u2019s right-wing, it\u2019s what they mean for the localism of local news, as well, isn\u2019t it?<\/p>\n<p><b>PV:<\/b> Yes. There\u2019s a<a href=\"http:\/\/polisci.emory.edu\/faculty\/gjmart2\/papers\/localnews.pdf\"> recent study<\/a> out of Emory University, where the authors found that a small group of stations last year was acquired by <b>Sinclair<\/b>, and when those stations saw the transfer in ownership, that was pretty much immediately accompanied by a change in the types of news that those stations covered. So they began to cover more national stories at the expense of local stories.<\/p>\n<p><b>JJ:<\/b> Yeah, I saw that Emory research, and I thought it was interesting that they found more national politics, as opposed to local, and a slant to the right, and then they note that the results suggest a substantial &#8220;supply-side&#8221; role in these trends toward nationalization and polarization of politics news. In other words, the changes weren\u2019t responsive to viewers\u2019 tastes changing. They really just came from the ownership changing.<\/p>\n<p><b>PV:<\/b> And this is something to keep in mind when we\u2019re talking about <b>Sinclair<\/b>, too, because they\u2019re in the middle of trying to<a href=\"http:\/\/www.baltimoresun.com\/business\/bs-bz-sinclair-earnings-20180228-story.html\"> finalize<\/a> an acquisition of more media stations across the country: 42 more local TV stations, some in the largest media markets\u2014New York, Chicago, LA\u2014where they don\u2019t really currently have any stations that they control, whether it\u2019s through ownership or through operating them solely, which is part of <b>Sinclair<\/b>\u2019s MO. But this speaks to their efforts to consolidate, and they view it as a win for innovation.<\/p>\n<p>But what really happens is that they\u2019re free to minimize the resources that stations need, which, again, takes away from the localism. And it can be also kind of creepy, in a way that\u2019s a little bit similar to the way that these local anchors were mandated to read those scripts. We\u2019re seeing other instances already with <b>Sinclair<\/b> stations where they\u2019re using the same local anchors broadcasting from one station in one state, and they\u2019re actually narrating nightly news segments in other states.<\/p>\n<p><b>JJ:<\/b> So it\u2019s not even really local at all at this point, and this is in a time in which local news resources are already shrinking, or already have been dwindling.<\/p>\n<p><b>PV:<\/b> Exactly. So to be clear, in that sort of arrangement they still have some local reporters that are in the community. But the anchors at the desk are in a completely different state. So they\u2019re basically making the argument\u2014through the way that they\u2019re allocating those resources\u2014that the anchors don\u2019t matter. It just seems like overall a kind of lack of respect for journalistic integrity, for their employees.<\/p>\n<p><b>JJ:<\/b> Absolutely. Well, I did read that David Smith, the chairman of <b>Sinclair<\/b>, has<a href=\"http:\/\/articles.baltimoresun.com\/1995-11-26\/business\/1995330004_1_buyback-smith-family-sinclair-broadcasting\"> quipped<\/a> that <b>Sinclair<\/b> is &#8220;forever expanding, like the universe.&#8221; That doesn\u2019t sound good. You just hinted toward it: They are trying now to have a huge acquisition, or an acquisition that would get them into the three biggest markets in the country. So what\u2019s in between them and that right now?<\/p>\n<div id=\"attachment_8925928\" style=\"width: 360px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-8925928\" src=\"https:\/\/fair.org\/wp-content\/uploads\/2018\/04\/Pam-Vogel.jpg\" alt=\"Pam Vogel\" width=\"350\" height=\"350\" \/><\/p>\n<p class=\"wp-caption-text\"><em>Pam Vogel: &#8220;The FCC is actually under an internal investigation right now, because they\u2019ve made so many moves, regulatory and deregulatory&#8230;to make things easier for Sinclair.&#8221;<\/em><\/p>\n<\/div>\n<p><b>PV:<\/b> Yeah. The acquisition is<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-02-28\/sinclair-says-it-s-getting-close-to-winning-approval-for-tribune\"> waiting<\/a> final approval from the FCC and from the Department of Justice, on antitrust grounds, and it\u2019s pretty much expected that both of those entities will approve the deal. They\u2019re obviously pretty aligned with the Trump administration, and President Trump has<a href=\"https:\/\/www.cnbc.com\/video\/2018\/04\/02\/trump-defends-sinclair-broadcast-group-after-fake-news-speeches-by-local-anchors.html\"> vocalized<\/a> his<a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/981117684489379840\"> support<\/a> for <b>Sinclair<\/b> in two<a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/980799183425802240\"> tweets<\/a> in the last couple of days. So I don\u2019t think we\u2019re going to see any pushback there.<\/p>\n<p>But one thing that is interesting is that the FCC is actually<a href=\"https:\/\/www.nytimes.com\/2018\/02\/15\/technology\/fcc-sinclair-ajit-pai.html\"> under<\/a> an internal investigation right now, because they\u2019ve made <a href=\"https:\/\/fair.org\/home\/trump-uses-power-of-fcc-to-pay-back-friends-at-sinclair-broadcasting\/\">so many moves, regulatory and deregulatory<\/a>, in the last year since they acquired a Republican majority on that commission, because of the Trump administration, to make things easier for <b>Sinclair<\/b> to see that deal through. They reinstated some outdated, wonky math for calculating ownership caps, that basically is allowing <b>Sinclair<\/b> to own an unprecedented number of stations, and reach up to 72 percent of US television households, which is completely unheard of, and wouldn\u2019t have been possible before the FCC was under Republican control.<\/p>\n<p><b>JJ:<\/b> I want to be clear: It\u2019s not like there\u2019s a <b>Sinclair<\/b> network, and that if you don\u2019t want it, you can avoid it, you know? That\u2019s part of the problem, is that there\u2019s kind of a labeling issue, as well, isn\u2019t there?<\/p>\n<p><b>PV:<\/b> Yes, absolutely. If you\u2019re tuning in to cable news\u2014<b>Fox<\/b>, <b>MSNBC<\/b>, <b>CNN<\/b>\u2014you sort of know what you\u2019re tuning in to. You\u2019re signing up for something specific, whether it\u2019s news delivered with a particular perspective, whether it\u2019s commentators that have a national profile, and so you might know already what their background is and their approach. But with <b>Sinclair<\/b>, you don\u2019t have that same expectation. So if you\u2019re turning to your local nightly news, you might see that it\u2019s called <b>ABC 6<\/b> or <b>CBS 12<\/b>, but you don\u2019t see a <b>Sinclair<\/b> logo anywhere on your screen.<\/p>\n<p>The good news is, it\u2019s relatively easy to find out <a href=\"https:\/\/en.wikipedia.org\/wiki\/Owned-and-operated_television_stations_in_the_United_States\">who owns your station<\/a>. And that\u2019s exactly what <b>Sinclair<\/b> doesn\u2019t want folks to do. They have thrived for so long under the radar. So I think now that people are becoming aware of what they\u2019ve been up to, it\u2019s important to keep that drumbeat going, and to take a little bit of time to just know who owns your station, because they\u2019re not making it very clear.<\/p>\n<p><b>JJ:<\/b> We\u2019ve been speaking with Pam Vogel.
