With Holder\u2019s latest admission,<br \/>\nhowever, a fourth American \u2013 Jude Kenan Mohammed \u2013 has also been<br \/>\nofficially named as another casualty in America\u2019s continuing drone<br \/>\nwar.<\/p>\n<p>\u201c<i>Since 2009, the United States, in the conduct of US<br \/>\ncounterterrorism operations against al-Qaeda and its associated<br \/>\nforces outside of areas of active hostilities, has specifically<br \/>\ntargeted and killed one US citizen, Anwar al-Awlaki<\/i>,\u201d the<br \/>\n<a target=\"_blank\" href=\"http:\/\/s3.documentcloud.org\/documents\/703181\/ag-letter-5-22-13.pdf\">letter<\/a> reads in part. \u201c<i>The United States is<br \/>\nfurther aware of three other US citizens who have been killed in<br \/>\nsuch US counterterrorism operations over that same time<br \/>\nperiod<\/i>,\u201d Holder said before naming the other victims.<\/p>\n<p>\u201c<i>These individuals were not specifically targeted by the<br \/>\nUnited States<\/i>,\u201d the attorney general wrote.<\/p>\n<p>The news of the admission broke Wednesday afternoon when New<br \/>\nYork Times reporter Charlie Savage published the letter sent from<br \/>\nHolder to congressional leaders in a clear attempt to counter<br \/>\ncritics who have challenged the White House for falling short of US<br \/>\nPresident Barack Obama\u2019s campaign plans of utmost transparency.<br \/>\nUpon a growing number of executive branch scandals worsened by the<br \/>\nDepartment of Justice\u2019s recently disclosed investigation of<br \/>\nAssociated Press journalists, Holder wrote that coming clean is an<br \/>\neffort to include the American public in a discussion all too often<br \/>\nconducted in the shadows cast by the US intelligence community.<\/p>\n<p><img decoding=\"async\" alt=\"MQ-1 Predator unmanned aircraft (Reuters \/ Lt Col Leslie Pratt)\" src=\"http:\/\/admin.rt.com\/files\/news\/1f\/2a\/c0\/00\/011.jpg\" \/><\/p>\n<p>\u201c<i>The administration is determined to continue these extensive<br \/>\noutreach efforts to communicate with the American people<\/i>,\u201d<br \/>\ncontinued Holder. \u201c<i>To this end, the president has directed me to<br \/>\ndisclose certain information that until now has been properly<br \/>\nclassified. You and other members of your committee have on<br \/>\nnumerous occasions expressed a particular interest in the<br \/>\nadministration\u2019s use of lethal force against US citizens. In light<br \/>\nof this face, I am writing to disclose to you certain information<br \/>\nabout the number of US citizens who have been killed by US<br \/>\ncounterterrorism operations outside of areas of active<br \/>\nhostilities<\/i>.\u201d<\/p>\n<p>The letter, dated Wednesday, May 22, was addressed to Sen.<br \/>\nPatrick Leahy (D-Vermont) and the Senate Judiciary Committee.<\/p>\n<p>Drone strikes have become a signature counterterrorism tool used<br \/>\nby the Obama administration and his predecessor, President George<br \/>\nW. Bush, and have been attributed with <a target=\"_blank\" href=\"http:\/\/rt.com\/usa\/sen-lindsey-graham-says-us-drones-have-killed-nearly-5000-people-185\/\">killing roughly 5,000 persons<\/a> abroad, according<br \/>\nto Sen. Lindsey Graham (R-South Carolina). But under the covert and<br \/>\nprotective umbrella of the Central Intelligence Agency, little has<br \/>\nbeen formally acknowledged from Washington as to the details of<br \/>\nthese strikes.<\/p>\n<p>As part of the vaguely defined \u2018War on Terror,\u2019 the US has<br \/>\nreportedly waged drone strikes outside of Afghanistan where the<br \/>\nTaliban once harbored al-Qaeda. In recent years, those strikes have<br \/>\ntargeted towns in neighboring Pakistan, as well as Yemen, Somalia<br \/>\nand perhaps elsewhere.<\/p>\n<p>But despite growing criticism over escalating use of drones, the<br \/>\npresident and his office has remained adamant about defending the<br \/>\noperations.<\/p>\n<p>\u201c<i>It\u2019s important for everybody to understand that this thing<br \/>\nis kept on a very tight leash<\/i>,\u201d Obama said last January, adding<br \/>\nthat his administration does not conduct &#8220;<i>a whole bunch of<br \/>\nstrikes willy-nilly<\/i>.\u201d<\/p>\n<p>Others have argued quite the opposite, though, and have opposed<br \/>\nthese drone strikes over the lack of due process involved and the<br \/>\nhabit of accidently executing civilians in the strikes. When<br \/>\nresearchers at Stanford University and New York University<br \/>\npublished their \u2018Living Under Drones\u2019 report last September, they<br \/>\nfound that roughly 2 percent of drone casualties are of top<br \/>\nmilitant leaders. The Pakistani Interior Minister has said that<br \/>\naround 80 percent of drone deaths in his country were suffered by<br \/>\ncivilians.<\/p>\n<p>Earlier this year, Sen. Rand Paul (R-Kentucky) led a marathon<br \/>\n<a target=\"_blank\" href=\"http:\/\/rt.com\/usa\/rand-paul-filibuster-brennan-916\/\">filibuster<\/a> on the floor of Congress to oppose<br \/>\nthe CIA\u2019s drone program and demand the administration explain to<br \/>\nelected lawmakers why the use of unmanned aerial vehicles is<br \/>\nwarranted in executing suspects, often killing innocent civilians<br \/>\nas a result.<\/p>\n<p><img decoding=\"async\" alt=\"U.S. Senator Rand Paul (Reuters \/ Jason Reed)\" src=\"http:\/\/rss.rt.com\/files\/news\/1f\/2a\/c0\/00\/02.jpg\" \/><\/p>\n<p>Of particular concern, Paul said, was whether or not the Obama<br \/>\nadministration would use the 2011 Yemen strike as justification to<br \/>\nkill American citizens within the US. For 13 hours, he demanded the<br \/>\nWhite House respond.<\/p>\n<p>\u201c<i>I rise today to begin to filibuster John Brennan\u2019s<br \/>\nnomination for the CIA<\/i>,\u201d Sen. Paul said. \u201c<i>I will speak until<br \/>\nI can no longer speak. I will speak as long as it takes, until the<br \/>\nalarm is sounded from coast to coast that our Constitution is<br \/>\nimportant, that your rights to trial by jury are precious, that no<br \/>\nAmerican should be killed by a drone on American soil without first<br \/>\nbeing charged with a crime, without first being found to be guilty<br \/>\nby a court<\/i>.\u201d\u009d<\/p>\n<p>One day after the filibuster, both Attorney General Holder and<br \/>\nWhite House Press Secretary Jay Carney reached out to Sen. Paul to<br \/>\nsay the president lacks the authority to issue such a strike within<br \/>\nthe US. With this week\u2019s letter, however, Holder admits that at<br \/>\nleast four Americans have met their demise due to US drones. He<br \/>\nalso explains why the administration felt justified in using UAVs<br \/>\nto execute its own people.<\/p>\n<p>\u201c<i>Al-Awlaki repeatedly made clear his intent to attack US<br \/>\npersons and his hope that these attacks would take American<br \/>\nlives<\/i>,\u201d wrote Holder. \u201c<i>Based on this information, high-level<br \/>\nUS government officials appropriately concluded that al-Awlaki<br \/>\nposed a continuing and imminent threat of violent attack against<br \/>\nthe United States<\/i>.\u201d<\/p>\n<p>Later, Holder says the decision to strike al-Awlaki was \u201c<i>not<br \/>\ntaken lightly<\/i>\u201d and was first put into plan in early 2010.<br \/>\nAdditionally, Holder said the plan was \u201c<i>subjected to<br \/>\nexceptionally rigorous interagency legal review<\/i>\u201d and that<br \/>\nJustice Department lawyers and attorneys for other agencies agreed<br \/>\nthat it was the appropriate action to take.<\/p>\n<p>According to Holder, the senior al-Awlaki and Mr. Khan were<br \/>\nkilled in the same September 2011 drone strike in Yemen. The<br \/>\nfollowing month, 16-year-old Abdulrahman Anwar Al-Awlaki was killed<br \/>\nin a strike in the same country. Mohammed, a North Carolina<br \/>\nresident born in 1988, was killed by a drone likely in November<br \/>\n2011 within a tribal area of Pakistan. Mohammed was indicted by a<br \/>\nfederal grand jury in 2009 for conspiracy to provide material<br \/>\nsupport to terrorists and conspiracy to murder, kidnap, maim and<br \/>\ninjure persons in a foreign country, and was considered armed and<br \/>\ndangerous by the Federal Bureau of Investigation. Both Khan and the<br \/>\nolder al-Awlaki were suspected members of al-Qaeda and were<br \/>\naffiliated with the group\u2019s magazine, Inspire.<\/p>\n<p>Last February, friends of Mohammad told a North Carolina<br \/>\nnewspaper that they believed he was dead.<\/p>\n<p>\u201c<i>Farhan Mohammed says he heard in November that his friend<br \/>\nwas killed in a drone strike<\/i>,\u201d Raleigh\u2019s WRAL News reported in<br \/>\n2012. \u201c<i>Jude Mohammad\u2019s pregnant wife was hysterical about her<br \/>\nhusband&#8217;s death and called her mother-in-law in the Triangle to<br \/>\nbreak the news, according to Sabra. The US government hasn&#8217;t<br \/>\nconfirmed Mohammad\u2019s death, but the people who knew him in North<br \/>\nCarolina say it&#8217;s probably true<\/i>.\u201d<\/p>\n<p>Holder declined to explain why either Mohammad or the teenage<br \/>\nal-Awlaki were killed.
