{"id":35412,"date":"2013-05-23T05:43:04","date_gmt":"2013-05-23T04:43:04","guid":{"rendered":"http:\/\/rinf.com\/alt-news\/breaking-news\/obama-mulls-resuming-guantanamo-prison-transfers-reports-2\/35412\/"},"modified":"2013-05-23T05:43:04","modified_gmt":"2013-05-23T04:43:04","slug":"obama-mulls-resuming-guantanamo-prison-transfers-reports-2","status":"publish","type":"post","link":"http:\/\/rinf.com\/alt-news\/breaking-news\/obama-mulls-resuming-guantanamo-prison-transfers-reports-2\/","title":{"rendered":"Obama mulls resuming Guantanamo prison transfers &#8211; reports"},"content":{"rendered":"<p>Ahead of a major speech by President Obama involving US counterterrorism operations, the White House has indicated that it will include a plan to renew prisoner transfers out of Guantanamo Bay, with the ultimate goal of shuttering the prison.<\/p>\n<p>Just as the Pentagon is requesting an additional $450 million in<br \/>\nfunding to keep the detention center running, the administration<br \/>\nseems ready to push for the transfer of prisoners to their home<br \/>\ncountry.<\/p>\n<p><span>\u201cThe president is considering<br \/>\na range of options for ways that we can reduce the population there<br \/>\nand move towards ultimate closure &#8211; some of which we can take on<br \/>\nour own, but some of which will require working with the<br \/>\nCongress,&#8221;<\/span> White House Press Secretary Jay Carney said<br \/>\nWednesday.<\/p>\n<p>Obama, who has long placed blame on Congress for the continued<br \/>\npresence of detainees at Guantanamo, made the closure of the<br \/>\nmilitary facility a campaign pledge during his 2008 run.<\/p>\n<p><span>&#8220;That&#8217;s an excuse,&#8221;<\/span><br \/>\nsaid Andrea Prasow, senior counterterrorism counsel at Human Rights<br \/>\nWatch.<\/p>\n<p><span>&#8220;We&#8217;re at the point now where<br \/>\nI think the president realizes he has to take what action he can<br \/>\nbefore he works with Congress. They&#8217;ll be more amenable once<br \/>\nthey&#8217;ve seen he&#8217;s actually done something,&#8221;<\/span> added<br \/>\nPrasow.<\/p>\n<h2>Lifting the ban on Gitmo-Yemen transfers?<br \/><\/h2>\n<p>Currently, of the 166 detainees still held at Guantanamo 86 have<br \/>\nalready been cleared for transfer, including 56 Yemenis, who<br \/>\nconstitute the largest single group. The Pentagon has thus far<br \/>\ntransferred only a handful of detainees whose release has been<br \/>\nordered by courts.<\/p>\n<p>The administration had specifically halted transfers to Yemen<br \/>\nfollowing the attempted bombing of a Detroit-bound airliner by<br \/>\nmembers of a Yemen branch of Al-Qaeda in December 2009.<\/p>\n<p>In a letter addressed to national security adviser Tom Donilon<br \/>\nin late April Senator Feinstein had requested resumption of<br \/>\ntransfers of detainees to Yemen, citing continued support by that<br \/>\ncountry\u2019s president, Abdu Rabbu Mansour Hadi, in continued<br \/>\noperations against Al-Qaeda. In the last few years, Yemen has<br \/>\nbecome a primary theater of operations by the US in drone strikes<br \/>\nagainst terrorist targets.<\/p>\n<p>Although Al Qaeda <span>\u201cstill has a<br \/>\nstrong presence in Yemen, I believe it would be prudent to revisit<br \/>\nthe decision to halt transfers to Yemen and assess whether<br \/>\nPresident Hadi\u2019s government, with appropriate assistance, would be<br \/>\nable to securely hold detainees in Sana,\u201d<\/span> wrote<br \/>\nFeinstein.<\/p>\n<p>According to the Wall Street Journal, resumption of transfers<br \/>\nout of Guantanamo is likely to begin with non-Yemeni detainees,<br \/>\nciting current and former officials. That would give Yemen\u2019s<br \/>\ngovernment time to build up a rehabilitation and oversight<br \/>\nprogram.<\/p>\n<h2>Widespread hunger strike adds urgency<\/h2>\n<p>Perhaps placing an even greater impetus on new policy for<br \/>\nGuantanamo Bay is the ongoing hunger strike by 103 detainees, of<br \/>\nwhich 31 are being forcibly fed through tubes.<\/p>\n<p>The hunger strike has resulted in a number of detainees being<br \/>\nhospitalized within the base, and human rights groups have been<br \/>\nincreasingly vocal regarding the force feeding practice, which<br \/>\nincludes painful nasal tube inserts and restraints.<\/p>\n<p><a target=\"_blank\" href=\"http:\/\/rt.com\/news\/guantanamo-bay-hunger-strike-399\/\">Follow RT\u2019s<br \/>\nday-by-day timeline of the Gitmo hunger strike.<\/a><\/p>\n<p><img decoding=\"async\" alt=\"A view of a common area at the medium security prison inside Camp IV at the detention facility in Guantanamo Bay U.S. Naval Base (Reuters)\" src=\"http:\/\/rss.rt.com\/files\/news\/1f\/2b\/00\/00\/1.jpg\" \/><\/p>\n<p>Human rights advocates believe that detainees from Afghanistan<br \/>\ncould be among the first transferred out of Guantanamo. The WSJ<br \/>\nreported that the US government has already been in talks with that<br \/>\ncountry\u2019s government regarding prisoner transfers.<\/p>\n<p>Supporters for the closure of the detention facility seem thus<br \/>\nfar cautious ahead of Obama\u2019s Thursday speech.<\/p>\n<p><span>&#8220;He needs to make it clear he<br \/>\nis serious this time. He promised the same thing four years ago.<br \/>\nWhat makes this different? The transfers are what make this<br \/>\ndifferent,&#8221;<\/span> said Prasow.<\/p>\n<p>Moreover, the announcement for a renewed push to wind down the<br \/>\nprison is not likely to be received well by some lawmakers, such as<br \/>\nRepublican Senator Kelly Ayotte, who has spearheaded efforts to<br \/>\nblock transfers out of Guantanamo Bay.<\/p>\n<p><span>&#8220;We know there is significant<br \/>\nAl-Qaeda activity in Yemen,&#8221;<\/span> she said. <span>&#8220;I obviously have some serious questions<br \/>\nabout Yemen.&#8221;<\/span><\/p>\n<p>Transfers out of Guantanamo slowed considerably in 2011 after<br \/>\nCongress imposed tough requirements.
