The move is an attempt to curb the apparent popularity of saggy pants across the state.<\/p>\n<div>\n<p>South Carolina House Bill <a href=\"http:\/\/www.scstatehouse.gov\/query.php?search=DOC&amp;searchtext=sagging&amp;category=LEGISLATION&amp;session=122&amp;conid=9104736&amp;result_pos=0&amp;keyval=1224957&amp;numrows=10#OCC1\">4957 <\/a>would make it illegal for a person to appear in public wearing trousers which are &#8220;three inches below the crest of his ileum exposing his skin or undergarments&#8221;. It is presumed the lawmakers meant the \u2018ilium\u2019, (the hip bone) rather than the \u2018ileum\u2019 which is part of the small intestine.<\/p>\n<div class=\"arcticle__read-more read-more\">\n<p>Read more<\/p>\n<p>    <a class=\"read-more__link\" href=\"http:\/\/www.rt.com\/usa\/sagging-pants-trend-new-969\/\" target=\"_blank\"><br \/>\n                    <img decoding=\"async\" class=\"read-more__cover\" src=\"https:\/\/cdni.rt.com\/files\/oldfiles\/usa\/sagging-pants-trend-new-969\/pants-still-saggy-trend.n.jpg\" alt=\"Saggy pants are still a trend.\"\/><br \/>\n    <\/a>\n<\/div>\n<p>&#8220;<em>It&#8217;s unbecoming, it&#8217;s unprofessional<\/em>&#8220;, Democrat Representative Joe Jefferson from Berkeley County, one of the bill&#8217;s sponsors, told WLTX.<\/p>\n<p>Violations would not lead to a criminal record however, he assured his audience.<\/p>\n<p>&#8220;<em>I understand that some people are assuming that if one is caught, then they won&#8217;t be allowed to go to college, grants, loans, all these other opportunities will be taken away. That&#8217;s not the case at all. This is just to prevent these fellas and giving them at least an obligation to realize that they&#8217;re walking around and they&#8217;re convincing others to follow them.<\/em>\u201d Jefferson said.<\/p>\n<p>Saggy pants could lead to offenders getting caught short in more ways than one. A first-time violation would incur a fine of $25. Thereafter, it would be $50 or three hours of community service for a second offense, and $75 or six hours of community service for a third offense or more.<\/p>\n<p>Civil rights groups fear that the bill unfairly targets ethnic minorities, and African-American men in particular.<\/p>\n<p>\u201c<em>Introducing a bill to criminalize sagging pants will disproportionately affect minorities in communities and schools, is a waste of taxpayers\u2019 money, and an attempt to sustain debtor\u2019s prisons in South Carolina,<\/em>\u201d the American Civil Liberties Union (ACLU) posted on Twitter on Thursday.<\/p>\n<div class=\"arcticle__read-more read-more\">\n<p>Read more<\/p>\n<p>    <a class=\"read-more__link\" href=\"http:\/\/www.rt.com\/viral\/350179-saggy-pants-ban-sc\/\" target=\"_blank\"><br \/>\n                    <img decoding=\"async\" class=\"read-more__cover\" src=\"https:\/\/cdni.rt.com\/files\/2016.07\/thumbnail\/577ea8cbc461882b2a8b4573.jpg\" alt=\"The ban aims to 'maintain decorum' on the streets. \u00a9 Amanda Elizabeth\"\/><br \/>\n    <\/a>\n<\/div>\n<p>In 2015, a 38-year-old African American man, Ervin Leon Edwards, was <a href=\"https:\/\/www.youtube.com\/watch?v=Gg2HnN8e5NM\" target=\"_blank\" rel=\"noopener noreferrer\">tasered <\/a>to death by police in Louisiana police after being arrested for wearing \u2018sagging pants.\u2019<\/p>\n<p>Jefferson denied that the bill will unfairly target minorities.<\/p>\n<p>&#8220;<em>It&#8217;s no more than a warning to allow these fellas to be more responsible. It is not just targeting African-American men. I see men of all races walking around with this same problem. It is just disingenuous, we should not have this. There ought to be a better way,<\/em>&#8221; he said.<\/p>\n<p>Another Democrat, Rep. Wendell Gilliard of Charleston, agreed that something needs to be done about pants now being worn below the knees.<\/p>\n<p>\u201c<em>If a female was to go around in the same fashion, pants down by their ankles or below the waist, we would see that as indecent exposure,<\/em>\u201d he told WCIV.<\/p>\n<p>The bill has been referred to the state\u2019s Judiciary Committee.<\/p>\n<p><strong><em>Think your friends would be interested?
