{"id":348507,"date":"2018-02-16T10:39:40","date_gmt":"2018-02-16T09:39:40","guid":{"rendered":"http:\/\/rinf.com\/alt-news\/newswire\/un-report-details-shocking-civilian-death-toll-in-afghanistan-rt-us-news\/"},"modified":"2018-02-16T10:39:40","modified_gmt":"2018-02-16T09:39:40","slug":"un-report-details-shocking-civilian-death-toll-in-afghanistan-rt-us-news","status":"publish","type":"post","link":"http:\/\/rinf.com\/alt-news\/newswire\/un-report-details-shocking-civilian-death-toll-in-afghanistan-rt-us-news\/","title":{"rendered":"UN report details shocking civilian death toll in Afghanistan \u2014 RT US News"},"content":{"rendered":"<p>        The United Nations Assistance Mission in Afghanistan (UNAMA) has released a damning report on civilian casualties in the ongoing war, pointing to air strikes and improvised explosives as the cause of most deaths and injuries.<\/p>\n<div>\n<p>The 2017 <a href=\"https:\/\/unama.unmissions.org\/sites\/default\/files\/afghanistan_protection_of_civilians_annual_report_2017_final_150218.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">annual report<\/a>, titled <em>\u201cProtection of Civilians in Armed Conflict,\u201d<\/em> gives a chilling assessment on the number of civilians killed by the ongoing conflict between the NATO-backed Afghan security forces and anti-government factions, such as Islamic State (IS, formerly ISIS\/ISIL) and the Taliban, emphasizing they were the primary causes of non-combatant deaths.<\/p>\n<p><em>\u201cCivilian casualties caused during ground engagements against Anti-Government Elements accounted for the majority \u2013 53 per cent \u2013 of all civilian casualties attributed to Pro-Government Forces,\u201d<\/em> the report states. \u00a0<\/p>\n<p>More civilians were killed or injured by air strikes than in 2016, the UN report said. UNAMA <em>\u201cdocumented 631 civilian casualties (295 deaths and 336 injured) from aerial operations, a seven per cent increase compared to 2016, including an 18 per cent increase in deaths.\u201d<\/em><\/p>\n<p>Despite the findings, the report says that pro-government forces caused 2,108 casualties last year, significantly down from 2,731 in 2016. Conversely, anti-government forces caused 6,768 casualties in 2017, a slight decrease from 7,003 in 2016.<\/p>\n<p><em>\u201cBetween 1 January and 31 December, UNAMA documented 10,453 civilian casualties (3,438 deaths and 7,015 injured), an overall decrease of nine per cent compared to 2016 and the first year-on-year decrease recorded by UNAMA since 2012,\u201d<\/em> the report states. <em>\u201cWhile the number of civilian deaths reduced by two per cent from 2016 and the number of civilians injured decreased by 11 per cent, the overall continuation of high numbers of civilian casualties underscores the enormous human cost of the ongoing armed conflict.\u201d<\/em><\/p>\n<p>Casualties caused by anti-government forces accounted for <em>\u201c65 percent of [total] civilian casualties, with combined IED tactics, mainly suicide and complex attacks, being the leading cause.\u201d<\/em><\/p>\n<p>While the Taliban continue to seize more territory from the government, civilian deaths can also be attributed to poorly trained military staff and rampant corruption.<\/p>\n<div class=\"arcticle__read-more read-more\">\n<p>Read more<\/p>\n<p>    <a class=\"read-more__link\" href=\"http:\/\/www.rt.com\/usa\/418860-taliban-us-afghanistan-peace-talks\/\" target=\"_blank\"><br \/>\n                    <img decoding=\"async\" class=\"read-more__cover\" src=\"https:\/\/cdni.rt.com\/files\/2018.02\/thumbnail\/5a854373fc7e934c128b458a.jpg\" alt=\"FILE PHOTO: Afghan security forces take position during a gun battle between Taliban and Afghan security forces in Laghman province, Afghanistan March 1, 2017.\"\/><br \/>\n    <\/a>\n<\/div>\n<p>Afghan security forces have been unable to cope with the rise in anti-government forces, such as the Taliban, and they are \u201ctroubled by poor leadership, high rates of attrition, and so-called ghost soldiers, who exist on paper only to collect pay for corrupt officers,\u201d according to <a href=\"https:\/\/www.nytimes.com\/2017\/08\/21\/world\/asia\/trump-afghanistan-war-taliban.html\" target=\"_blank\" rel=\"noopener noreferrer\">The New York Times<\/a>.<\/p>\n<p>In August 2017, US president Donald Trump <a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/remarks-president-trump-strategy-afghanistan-south-asia\/\" target=\"_blank\" rel=\"noopener noreferrer\">laid out <\/a>a new military strategy for Afghanistan, advocating \u201cstrategically applied force\u201d to \u201ccreate the conditions for a political process to achieve a lasting peace.\u201d He also criticized Afghanistan and Pakistan as \u201csafe havens\u201d for terrorism and called for the 4,000 additional US troops to be deployed in the theatre.<\/p>\n<p>A 2017 <a href=\"https:\/\/www.brookings.edu\/research\/president-trumps-afghanistan-policy-hopes-and-pitfalls\/\" target=\"_blank\" rel=\"noopener noreferrer\">report<\/a> was critical of the strategy, noting that problems were occurring among both Afghan security forces and the Taliban.<\/p>\n<p><em>\u201cAmid persistent problems within the Afghan security forces, momentum has been on the Taliban\u2019s side. The Haqqani network, Islamic State, and other actors have contributed to the deterioration in security,\u201d<\/em> the Brookings Institution stated.<\/p>\n<p>Nasir Khan Janjua, the national security advisor to Pakistani prime minister Shahid Khaqan Abbasi, <a href=\"http:\/\/www.telegraph.co.uk\/news\/2018\/02\/11\/donald-trumps-afghanistan-strategy-will-lead-perpetual-war-pakistani\/\" target=\"_blank\" rel=\"noopener noreferrer\">stated<\/a> that using a military approach to fight the Taliban would only lead to <em>\u201cprolonged agony\u201d<\/em> and would compound the suffering of Afghan citizens.<\/p>\n<p>The war in Afghanistan, now called Operation Resolute Support, has been ongoing since October 7, 2001.
