And that money, despite some flimsy legal barriers, comes with strings attached.<\/p>\n<p>One coal baron&#8217;s efforts to set an entire administration&#8217;s energy agenda are the perfect case study.<\/p>\n<p>His name is Robert Murray, and he heads Murray Energy, one of the largest coal mining companies in the United States. Murray\u00a0<a href=\"https:\/\/nyti.ms\/2ErSbf0\">contributed<\/a> $300,000 to President Trump\u2019s inauguration \u2014 and clearly wants a return on his investment.<\/p>\n<p>The details are laid out in some memos Murray wrote to Vice President Mike Pence and Energy Secretary Rick Perry, which were reported on by <em><a href=\"https:\/\/nyti.ms\/2ErSbf0\">The New York Times<\/a><\/em> and <em><a href=\"http:\/\/inthesetimes.com\/features\/murray_energy_trump_doe_coal_industry_grid_plan.html\">In These Times<\/a><\/em> magazine.<\/p>\n<p>The memos recommend a detailed (and horrifying) energy agenda. And the administration is following it almost to a T.<\/p>\n<p>Murray recommended that the administration get rid of greenhouse gas regulation. Status? <a href=\"https:\/\/insideclimatenews.org\/news\/18122017\/clean-power-plan-trump-epa-repeal-replace-obama-climate-change-power-plant-emissions\">Check<\/a>. The White House is trying to get rid of the Clean Power Plan, the prior administration\u2019s most significant effort to regulate greenhouse gases.<\/p>\n<p>Murray recommended that ozone regulation be gutted. While the administration hasn\u2019t succeeded in doing that yet, it\u2019s not for lack of\u00a0<a href=\"https:\/\/www.utilitydive.com\/news\/epa-withdraws-delay-of-ozone-standards-after-states-sue\/448542\/\">trying<\/a>. The Trump EPA tried to delay the rule by a year, and it took the threat of a lawsuit by 15 states to compel the administration to reverse its decision.<\/p>\n<div id=\"attachment_30301\" style=\"width: 598px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-30301\" src=\"http:\/\/otherwords.org\/wp-content\/uploads\/2016\/01\/2315431744_d696efbc58_o-600x450.jpg\" alt=\"steam-engine-coal-industry-dirty-energy-mine\" width=\"588\" height=\"441\" \/><\/p>\n<p class=\"wp-caption-text\">Ingy The Wingy \/ Flickr<\/p>\n<\/div>\n<p>Murray recommended that the EPA\u2019s staff be cut by more than half. They&#8217;re well on their way, thanks to a combination of <a href=\"https:\/\/www.reuters.com\/article\/us-usa-epa\/epa-workforce-shrinking-to-reagan-era-levels-agency-official-idUSKCN1BH1LY\">buyouts<\/a>, retirements, and resignations that have brought the agency\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-01-11\/shrinking-epa-workforce-has-already-reached-reagan-era-levels\">down<\/a>\u00a0to 1989 staffing levels.<\/p>\n<p>Meanwhile, to reinforce the message to EPA employees that they aren\u2019t wanted, the agency has censored their work and\u00a0<a href=\"https:\/\/nyti.ms\/2k6MOub\">spied<\/a>\u00a0on them.<\/p>\n<p>There&#8217;s more. Murray also recommended a convoluted idea for\u00a0<em>more<\/em>\u00a0regulation of energy markets \u2014 and higher costs for utility ratepayers. To justify them, he cited made-up concerns about the reliability of an electric grid that relies increasingly on renewables.<\/p>\n<p>Cutting though the jargon, Murray wants you and me to pay higher energy bills to bail out the coal industry.<\/p>\n<p>Career experts at the Energy Department department concluded that the alleged threat to the electric grid from solar and wind was &#8220;<a href=\"http:\/\/thehill.com\/blogs\/pundits-blog\/energy-environment\/348716-energy-dept-whistleblowers-can-resist-trump-perry-from\">fake news<\/a>.&#8221; But under Perry&#8217;s leadership, the department\u00a0<em>still\u00a0<\/em>tried to get the Federal Energy Regulatory Commission (FERC) to approve a scheme very much like the one Murray proposed.<\/p>\n<p>Thankfully, FERC, which is an independent agency, overruled the idea\u00a0<a href=\"https:\/\/www.ferc.gov\/CalendarFiles\/20180108161614-RM18-1-000.pdf\">unanimously<\/a>.<\/p>\n<p>So while Murray\u2019s agenda has hit a roadblock, it&#8217;s not because the Trump administration hasn&#8217;t tried to implement it. (Indeed, one Energy Department staffer said\u00a0<a href=\"https:\/\/www.npr.org\/sections\/thetwo-way\/2018\/01\/18\/578791199\/photographer-says-he-lost-his-job-after-leaking-pictures-of-rick-perry-and-coal\">he was fired<\/a>\u00a0after leaking a photo of Perry literally giving Murray a big hug.)<\/p>\n<p>When a wealthy person gives a politician a large sum of money, and a detailed policy agenda that benefits his business interests, and the politician goes about implementing this policy agenda almost to the letter, the logical thing to call it is bribery.<\/p>\n<p>Our politicized courts think it\u2019s &#8220;free speech.&#8221;<\/p>\n<p>What\u2019s a good way to describe a country where the formal structures of democracy don&#8217;t make the government accountable to the public interest? And instead, where a small wealthy oligarchy bribes politicians to do their bidding?<\/p>\n<p>The old term for that was a banana republic.
