A California man who made the call may face murder charges.<\/p>\n<div>\n<p>Andrew Finch, 28, was shot and killed by Wichita police last week. On Tuesday, his mother Lisa wrote a letter to Wichita mayor Jeff Longwell and Police Chief Gordon Ramsay, listing eight questions. Among other things, Finch is asking why authorities have not revealed the identity of the officer who shot and killed her son, why officers handcuffed the family and interrogated them after Finch was shot, and where her son\u2019s body is being kept, according to <a href=\"http:\/\/wtkr.com\/2018\/01\/03\/swatting-victims-mother-to-police-please-let-me-see-my-son\/\" target=\"_blank\" rel=\"noopener noreferrer\">local outlet WKTR<\/a>.<\/p>\n<p>She asked why <em>\u201cWichita City leadership is compounding our grief and sorrow, by keeping my son from us,\u201d<\/em> according to WKTR.<\/p>\n<p><em>\u201cPlease let me see my son\u2019s lifeless body,\u201d<\/em> she wrote. <em>\u201cI want to hold him and say goodbye. Please immediately return his body to us.\u201d<\/em><\/p>\n<p>Wichita Police Chief Gordon Ramsay said none of the officers at the scene were members of the SWAT team and were not trained to handle hostage situations, according to the <a href=\"http:\/\/www.kansas.com\/news\/local\/crime\/article192666859.html\" target=\"_blank\" rel=\"noopener noreferrer\">Wichita Eagle<\/a>. The initial 911 call showed up as a local number, he said. <em>\u201cThe information I have, it was a spoofed number.\u201d<\/em><\/p>\n<p>Police have released portions of video of the incident.<em> \u201cWe believe what it shows\u2026 His (Finch\u2019s) hands go up and down and around his waistband, and the one arm goes out at about a 45-degree angle,\u201d<\/em> Ramsay said.<\/p>\n<p>The Wichita incident was the first death due to <em>&#8220;swatting&#8221;<\/em> in the US, as far as Ramsay was aware.<\/p>\n<p><em>\u201cThere will be a thorough review of this,\u201d<\/em> the chief said Tuesday evening.<em> \u201cWe want to do everything we can so nothing like this never happens again, ever.\u201d<\/em><\/p>\n<p><iframe loading=\"lazy\" class=\"media__youtube-frame\" width=\"100%\" height=\"300px\" src=\"\/\/www.youtube.com\/embed\/d0l6kwbglA4\" frameborder=\"0\" allowfullscreen=\"\"><\/iframe><\/p>\n<p>The police officer who killed Finch has not been identified by name. Officials said he was on paid leave pending an investigation. He is a seven-year veteran of the department. Finch\u2019s family has <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/family-swatting-victim-wants-kansas-officer-who-fired-fatal-shot-n834176\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> through their attorney that they want the officer to be charged.<\/p>\n<p><em>&#8220;Justice for the Finch family constitutes criminal charges against the shooting officer and any other liable officers as well as damages against the city of Wichita for the policies and practices of its Police Department,&#8221;<\/em> the family\u2019s lawyer, Andrew Stroth, told AP.<\/p>\n<div class=\"rtcode\"><center><\/p>\n<blockquote class=\"twitter-tweet\" data-conversation=\"none\" data-lang=\"en\">\n<p lang=\"en\" dir=\"ltr\">Barriss waived extradition. After a court hearing in Los Angeles Wednesday, Barriss was confined to jail without bond. The responding officers arrived to what was actually Finch\u2019s address and one of them opened fire. Police said Finch had moved his hand toward his waist. He had been unarmed.<\/p>\n<p>This is not Barriss\u2019 first run-in with the law. In 2015, he was sentenced to two years and eight months in jail for making as many as 20 swatting calls and false bomb reports against Los Angeles-area schools and a television station, <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/suspect-kansas-swatting-death-served-time-false-bomb-reports-n834201\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to KNBC.<\/p>\n<p>Barriss is charged with making a false alarm, which entails calling emergency services and knowingly providing false information.
