There is no indication Donald Trump will settle the bill when he visits next year.<\/p>\n<div class=\"article__text text  js-mediator-article\">\n<p>According to the Independent, American diplomats were handed 2,633 penalties in the past year. Of these, only 31 have been paid, meaning the US embassy owes a whopping \u00a3317,265 (US$425,000) for congestion charge notices in 2017 \u2013 a daily average of \u00a3933.13.<\/p>\n<div class=\"arcticle__read-more read-more\">\n<p>Read more<\/p>\n<p>    <a class=\"read-more__link\" href=\"http:\/\/www.rt.com\/uk\/412814-trump-may-visit-johnson\/\" target=\"_blank\"><br \/>\n                    <img decoding=\"async\" class=\"read-more__cover\" src=\"https:\/\/cdni.rt.com\/files\/2017.12\/thumbnail\/5a2f833cfc7e932e688b456c.jpg\" alt=\"\u00a9\u00a0Kevin Lamarque\"\/><br \/>\n    <\/a>\n<\/div>\n<p>The congestion fee was introduced back in 2003 in a bid to reduce traffic in Central London and boost public transport services. The US reportedly <em>\u201crefuses\u201d<\/em> to pay the levy as it claims<em> \u201cit is a tax that, under international law, should not be imposed on the United States Government.\u201d<\/em><\/p>\n<p>A US embassy spokesman told the Independent:<em> \u201cLike the tax on petrol from which diplomats and diplomatic missions are exempt, the congestion charge is a tax imposed to discourage driving and to encourage the use of public transportation.\u201d<\/em><\/p>\n<p>Transport for London (TfL) argues it is a tax for a service, something from which diplomats cannot be exempt. Yet it claims a<em> \u201cstubborn minority\u201d<\/em> of missions <em>\u201crefuse\u201d<\/em> to pay it.<\/p>\n<p>General manager Paul Cowperthwaite said:<em> \u201cWe continue to pursue all unpaid congestion charge fees and related penalty charge notices.\u201d<\/em><\/p>\n<p>The latest figures bring the total owed to the UK by the US embassy to \u00a311.9 million for the tens of thousands of penalties accumulated over the years.<\/p>\n<p><iframe loading=\"lazy\" width=\"900\" height=\"506\" src=\"https:\/\/www.youtube.com\/embed\/DiyYnVSrh3Y\" frameborder=\"0\" gesture=\"media\" allow=\"encrypted-media\" allowfullscreen=\"\"><\/iframe><\/p>\n<p>The Foreign Office claims it has made every new ambassador of missions that have failed to pay the fee aware of the \u00a311.50 levy, which if unpaid can lead to a standard \u00a3130 penalty charge notice (PCN). That goes up to \u00a3195 after 28 days if it remains unpaid. FCO officials also press diplomatic missions and international organizations to pay outstanding fines and debts.\u201d<\/em><\/p>\n<p>Although it seems trivial, the refusal to pay the simple road tax seems like a sign of contempt among US officials toward the junior partner in the so-called \u2018special relationship.\u2019<\/p>\n<p>Relations between the US and UK have recently soured after Trump condemned Prime Minister Theresa May for criticizing him over his resharing of Islamophobic videos on Twitter. The US leader said May should focus on <em>\u201cextremism\u201d<\/em> rather than his social media.<\/p>\n<p>The pair were also at loggerheads over the Boeing and Bombardier court case earlier in 2017. May pleaded with Trump to intervene as Boeing accused Bombardier of being unfairly supported by the Canadian government over its C-class planes.
