In a marked escalation of Washington\u2019s propaganda against China, the US Defence Department has the first time named the Chinese government and the People\u2019s Liberation Army (PLA) as being responsible for major cyber attacks on Western corporations and the US government.<\/em><\/p>\n

The 2013 annual Pentagon report on the Chinese military depicts China as an aggressor threatening global cyber security and regional stability in the Asia-Pacific. The purpose is to justify the ongoing American buildup of naval, air, space and cyberspace warfare capacities against China\u2013all part of the Obama administration\u2019s \u201cpivot\u201d to Asia.<\/p>\n

The report declared: \u201cThe US government continued to be targeted for (cyber) instructions, some of which appear to be attributable directly to the Chinese government and military.\u201d The paper claimed that China was using the information it gathered for the purposes of \u201cbuilding a picture of US defence networks, logistics, and related military capabilities that could be exploited during a crisis.\u201d<\/p>\n

The Pentagon further alleged that the Chinese government was engaged in massive espionage operations to obtain advanced US technology in order to support China\u2019s military modernisation.<\/p>\n

These accusations provoked angry reactions from Beijing. Chinese foreign ministry spokeswoman Hua Chungying said the Pentagon report \u201cmade irresponsible comments about China\u2019s normal and justified defence buildup and hyped up the so-called China military threat.\u201d She described the accusations of Chinese hacking activity as \u201cgroundless criticism and hype\u201d that would \u201charm bilateral efforts at cooperation and dialogue.\u201d<\/p>\n

A People\u2019s Daily<\/em> commentary yesterday by Zhong Sheng\u2013a pen name used by the Beijing leadership\u2013said the real \u201chacking empire\u201d was the United States, which was engaged in \u201cespionage against not only against enemies but allies.\u201d It said the US had a \u201ccyber army\u201d of 50,000 personnel, with 2,000 types of \u201ccyber weapons.\u201d Moreover, in 2011 Russia and China had proposed an \u201cInternational Code of Conduct for Information Security\u201d to the UN to prevent a \u201ccyber arms race and war,\u201d but the US alone had consistently opposed and blocked it.<\/p>\n

A Global Times<\/em> editorial yesterday advocated that China should respond in kind to the Pentagon accusations. \u201cFor instance, if the United States announced the formation of cyber war units, with stopping Chinese cyber attacks as the main justification, then China should pick a time to announce her own cyber war forces. The Americans should be let known that, it is they who had driven China to build a cyber army.\u201d<\/p>\n

The issue emerged three months ago, when the New York Times<\/em> highlighted <\/p>\n
