With the likely use of chemical weapons and the growth of extremism, the conflict has entered an even more dangerous phase,\u201d the paper argues.<\/p>\n<p>\u201cWe must consider all the options, [including] the ability to give further assistance to the moderate Syrian opposition. It will also protect civilians, and save lives.
