Ukraine is not a member of the bloc.<\/p>\n<p>Kiev has since pointed the finger at Russia for the attack, while NATO said it could<em> \u201cmost likely be attributed to a state actor.\u201d<\/em><\/p>\n<p><em>\u201cA countermeasure could be, for example, a cyber operation sabotaging the offending state\u2019s government IT systems, but it does not necessarily have to be conducted by cyber means,\u201d<\/em> NATO Cooperative Cyber Defense Center of Excellence researcher Tomas Minarik said in a statement this week.<\/p>\n<p><em>\u201cIf the operation could be linked to an ongoing international armed conflict, then law of armed conflict would apply, at least to the extent that injury or physical damage was caused by it, and with respect to possible direct participation in hostilities by civilian hackers,\u201d<\/em> he added.<\/p>\n<p><iframe loading=\"lazy\" width=\"900\" height=\"506\" src=\"https:\/\/www.youtube.com\/embed\/pkPPuiluwDE\" frameborder=\"0\" allowfullscreen=\"\"><\/iframe><\/p>\n<p><em>\u201cBut so far there are reports of neither.\u201d<\/em><\/p>\n<p>A report from NATO showed that although the attack had cost billions of dollars to the Ukrainian state, the damage was not comparable to a military strike.<\/p>\n<p>The attack follows the recent WannaCry strike on a series of computer systems in Britain\u2019s hospitals. It was reported that <a href=\"https:\/\/www.rt.com\/uk\/392563-nhs-cyberattack-north-korea\/\" target=\"_blank\" rel=\"noopener noreferrer\">North Korean hackers were likely behind the attack<\/a>.<\/p>\n<p><em>\u201cIt seems likely that the more sophisticated and expensive NotPetya campaign is a declaration of power; a demonstration of acquired disruptive capability and readiness to use it,\u201d<\/em> NATO cyber expert Lauri Lindstrom said.<\/p>\n<p>Now the company blamed for <a href=\"https:\/\/www.rt.com\/usa\/394294-ransomware-attack-petya-merck\/\" target=\"_blank\" rel=\"noopener noreferrer\">allowing NotPetya to slip through<\/a> the system is being threatened with criminal charges.
