According to the Guardian, the chief executive of one major charity said the sector felt \u201cmuzzled\u201d<\/em> by 2014 legislation that forbids charities from lobbying MPs in the run-up to the election.<\/p>\n Read more<\/p>\n Charities in the social care sector, in particular, have taken issue with the government\u2019s new means tested winter fuel alliance plans, which \u201cwill literally cost lives.\u201d <\/em><\/p>\n Proposals to offset home care costs with a patient\u2019s property value, also known as the \u201cdementia tax,\u201d<\/em> have also raised concerns.<\/p>\n However, charities are prohibited from giving their expert opinions until after the election.<\/p>\n \u201cWe are ready to speak out at one minute past midnight on 9 June,\u201d<\/em> the charity leader said, adding that charities are too scared to do so now.<\/p>\n Sir Stephen Bubb, director of the Charity Futures think tank, said the not-for-profit sector had been notably quiet on the Tory election manifesto.<\/p>\n \u201cThe social care proposals strike at the heart of what charities do, but they should be up in arms about them, but it hasn\u2019t happened. It is two problems: there is the problem of the so-called \u2018gagging act,\u2019 but also the general climate of hostility towards charities means there is a lot of self-censorship,\u201d<\/em> Bubb told the Guardian.<\/p>\n \u201cCharities that once would have spoken out are keeping quiet and doing a disservice to their beneficiaries. The Charity Commission has been notably absent in defending charity rights to campaign \u2013 the climate has been hostile to the charity voice,\u201d<\/em>\u00a0Bubb added.<\/p>\n Another charity leader also told the paper they are too frightened to speak out against Prime Minister Theresa May.<\/p>\n \u201cWe are all scared of the lobbying act and, thus, most of us are not saying much during the election. They\u2019ve been banned from pointing out the negative consequences of government policy,\u201d<\/em> Reed said.<\/p>\n His Liberal Democrat counterpart, Norman Lamb, echoed the sentiment, suggesting that the legislation has an \u201cextraordinary chilling effect on charities\u2019 willingness to challenge government,\u201d<\/em> something he branded as \u201cparticularly pernicious during an election.\u201d<\/em><\/p>\n Even some Tories have questioned the law, with one source saying: \u201cWe are going to consult very widely on these changes in policy to avoid unintended consequences \u2013 we want to take into account views of people who use services, charities, stakeholders, and so on, and that will happen after the election period.\u201d<\/p>\n<\/div>\n Via RT<\/a>.
