Police reports say the detective used his flashlight to catch the girls\u2019 attention while arousing himself.<\/p>\n<div class=\"article__text text  js-mediator-article\">\n<p>Detective Robert Francis, 46, was suspended without pay after being found standing outside a young girl\u2019s window masturbating. He was arrested for public lewdness and endangering the welfare of a child.<\/p>\n<p><strong><a href=\"https:\/\/www.rt.com\/usa\/382506-philly-police-trump-protest-bike\/\" target=\"_blank\" rel=\"noopener noreferrer\">READ MORE: Philadelphia Police investigating officer for swinging bike at protester<\/a><\/strong><\/p>\n<p>The detective has been connected with several similar incidents in which young girls were targeted in the Rockville Centre area of Long Island, New York.<\/p>\n<p>Police sources <a href=\"http:\/\/pix11.com\/2017\/03\/26\/nypd-detective-arrested-for-masturbating-in-childs-window-in-rockville-centre-police-sources\/\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a> New York\u2019s Pix 11 news that Francis drew attention to himself by shining a flashlight into the window of homes and, once the occupants had noticed, he illuminated his genitals before running off.<\/p>\n<p><em>\u201cIt\u2019s very sad that this man thought it was appropriate to do something so disgusting,\u201d<\/em> local resident Diane Hayes <a href=\"http:\/\/abc7ny.com\/news\/off-duty-nypd-detective-charged-with-public-lewdness\/1819976\/\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a> WABC-TV, adding <em>\u201cI\u2019m just upset. How dare he come in here thinking he could do this kind of stuff?\u201d<\/em><\/p>\n<p>All of the alleged incidents in Rockville occurred between February 5 and March 24. Three of the victims were under 16, while the fourth is understood to be 17. Authorities say Francis admitted committing similar acts in other areas of New York in the past year.<\/p>\n<p>Police say Francis told them he\u2019s going through a difficult time, though his motivation remains unclear. <em>\u201cHe did say he had a lot going on in his life; he did show remorse,\u201d<\/em> Rockville Centre Police Commissioner Chuck Gennario said.<\/p>\n<p><strong><a href=\"https:\/\/www.rt.com\/usa\/332385-masterbating-driver-crashes-georgia\/\" target=\"_blank\" rel=\"noopener noreferrer\">READ MORE: Both hands on the wheel: Driver crashes while pleasuring himself<\/a><\/strong><\/p>\n<p>Investigators say Francis, who has been with the NYPD for 17 years, is married and has children.
