As a <\/em>consequence<em> of course, we\u2019re fighting ISIL ourselves,\u201d<\/em> adding that Moscow achieved <em>\u201cvirtually zero<\/em>\u201d in Syria.<\/p>\n<p>Carter moved on to praise US-led efforts to free the Iraqi city of Mosul which has been ongoing since the mid-October. He said the US campaign there is going <em>\u201caccording to the plan<\/em>\u201d \u2013 contrasting with initial projections and US media <a href=\"http:\/\/www.washingtontimes.com\/news\/2016\/jul\/24\/obama-rushing-mosul-offensive-against-isis-to-infl\/\" target=\"_blank\">reports<\/a>\u00a0that Iraq\u2019s second largest city would be liberated in time for the US elections in November.<\/p>\n<p>Criticizing Russian involvement in Syria, Carter said that it <em>\u201calmost certainly\u201d<\/em> made the ending of Syrian civil war<em> \u201charder,\u201d<\/em> because Moscow failed to align with Washington\u2019s intention to oust the Syrian president and failed to <em>\u201chelp Assad move aside gently\u201d<\/em> and <em>\u201cbring the moderate opposition into the Syrian government.\u201d<\/em><\/p>\n<p>Moscow never made such promises, however, instead, it has repeatedly insisted that it is up to Syrian people to decide the future of their country without intervention or advice from outside. Russia\u2019s involvement in Syria is focused on preserving Damascus\u2019 sovereignty and bringing those who agree to join the reconciliation process to the negotiation table, while eliminating as many Islamic State (IS, formerly ISIS\/ISIL) and other jihadist groups as possible.<\/p>\n<p>Russia has on numerous occasions requested coordinated strikes against IS, but the Pentagon snubbed Moscow\u2019s invitation to do so. In addition, Washington also failed to separate the so-called <em>\u201cmoderate\u201d<\/em> opposition groups from jihadist fighters, further complicating the task.<\/p>\n<p>The US-led international coalition\u2019s own strikes in Syria targeted everything but oil production facilities captured by IS terrorists, the Russian Defense Ministry said earlier, accusing Washington of leading yet another campaign to <em>\u201cmethodically and steadily\u201d<\/em> destroy yet another sovereign country\u2019s economic infrastructure.<\/p>\n<p>Furthermore, US-led forces has <em>\u201cmistakenly\u201d<\/em> killed dozens of Syrian government soldiers, which Washington promised to avoid when it illegally intervened in the conflict. All fragile ceasefire deals based on agreements reached by the Russian Foreign Minister Sergey Lavrov, and his US counterpart John Kerry, also ended abruptly as the US repeatedly failed to honor their obligations.<\/p>\n<p>Pointedly, and the turning point in the conflict, was that Russia\u2019s intervention helped liberate the Syrian cities of Palmyra and Aleppo which had been under IS and other jihadist groups tyranny for years. In addition, Moscow led the efforts to secure the latest peace deal negotiated by Russia, Iran and Turkey in late December \u2013 and supported by a UN Security Council resolution.<\/p>\n<p>Apart from his unsubstantiated claims about Russian involvement in Syria, Carter also referred to the now widely ridiculed US intelligence <em>\u201cassessment\u201d<\/em> of Moscow\u2019s alleged involvement in influencing the US election, calling for more punitive measures by the Trump administration.<\/p>\n<p><em>\u201cI don\u2019t think it should be <\/em>military<em> or purely military response. There has to be a response, and I think the steps taken so far probably represent the beginning and not the end, the floor, not the ceiling\u2026 I believe the price should be more,\u201d<\/em> Carter said.<\/p>\n<div class=\"arcticle__read-more read-more\">\n<p><a class=\"read-more__link\" href=\"http:\/\/www.rt.com\/usa\/372927-donald-trump-tweets-russia\/\" target=\"_blank\"><br \/>\n<img decoding=\"async\" class=\"read-more__cover\" src=\"https:\/\/cdn.rt.com\/files\/2017.01\/thumbnail\/5871285dc361881c2a8b45e6.JPG\" alt=\"U.S. President-elect Donald Trump \u00a9 Carlo Allegri\" \/><br \/>\n<\/a><\/p>\n<\/div>\n<p>The US intelligence community presented a report on Russia\u2019s alleged <em>\u201cactivities and intentions\u201d<\/em> during the elections in response to growing skepticism over its hacking claims \u2013 which again offered no hard or technical evidence, but accused Moscow and RT in particular of trying to<em> \u201cinfluence\u201d<\/em> American public opinion.<\/p>\n<p>The US Defense Secretary\u2019s latest remarks are nothing more than yet another failed attempt by American politicians to further demonize Russia as well as <em>\u201churt\u201d<\/em> and <em>\u201cembarrass\u201d<\/em> president-elect Donald Trump, Middle East expert, Joshua Landis told RT.<\/p>\n<p><em>\u201cWe are in a campaign of demonizing Russia right now. Really it is not so much about Russian right now as it is about Trump. I think the Democrats and many republicans like McCain are very badly hurt by Trump and they are sticking it to him. And they are sticking it to him because he has denied the intelligence communities and he has been friendly with Russia,\u201d<\/em> Landis said.<\/p>\n<p>While Trump has consistently stressed he will work to improve relations with Russia.
