The initiative was endorsed by NSA whistleblower Edward Snowden.<\/p>\n<div>\n<div class=\"arcticle__read-more read-more\">\n<p>Read more<\/p>\n<p>    <a class=\"read-more__link\" href=\"http:\/\/www.rt.com\/usa\/357355-fbi-police-stingray-surveillance\/\" target=\"_blank\"><br \/>\n                    <img decoding=\"async\" class=\"read-more__cover\" src=\"https:\/\/img.rt.com\/files\/2016.08\/thumbnail\/57c0ceffc4618812518b45cd.jpg\" alt=\"\u00a9 Justin Sullivan \"\/><br \/>\n    <\/a>\n<\/div>\n<p>Dubbed <em>\u201cCommunity Control Over Police Surveillance,\u201d<\/em> the campaign involves such notable groups as the American Civil Liberties Union (ACLU), the Electronic Frontier Foundation (EFF), the NAACP, Campaign Zero and the Council on American-Islamic Relations (CAIR).<\/p>\n<p>The cities involved are Palo Alto, California; Pensacola and Miami Beach in Florida; Muskegon, Michigan; Hattiesburg, Mississippi; New York City, New York; Richmond, Virginia; Seattle, Washington; Madison and Milwaukee in Wisconsin; and Washington, DC.<\/p>\n<p>The ACLU described the participating cities as<em> \u201cgeographically and politically diverse\u201d<\/em> but united around the idea that the use of surveillance should be decided on by the communities.<\/p>\n<p><em>\u201cUltimately, it is our hope that throughout our nation\u2019s cities, the people, not the police, will be empowered to #TakeCTRL over if and how local surveillance technologies are used and to ensure that under no circumstances are they allowed to violate the civil rights and liberties that are guaranteed to us all,\u201d<\/em> the ACLU <a href=\"https:\/\/www.aclu.org\/feature\/community-control-over-police-surveillance\">said<\/a>\u00a0in a statement, using the campaign\u2019s hashtag.<\/p>\n<p>Snowden tweeted his support of the initiative Thursday.<\/p>\n<p>Local laws proposed under the initiative would give the elected representatives, not the police, the authority to decide whether to fund the purchase and use of surveillance equipment, such as the infamous <em>\u201cStingray\u201d<\/em> cell-phone simulators. Local authorities are often unaware that the police are using surveillance technology, as the programs are carried out secretly and without warrants.<\/p>\n<p>According to ACLU records, 66 state and federal agencies are known to have used Stingrays and other cell-site simulators, in addition to<em> \u201cdozens\u201d<\/em> of state and local police departments.<\/p>\n<p>Other controversial technologies listed by the initiative include automatic license plate readers, CCTV cameras, gunshot detection arrays, X-ray vans and through-the-wall radars, and social media monitoring software.<\/p>\n<p>Surveillance disproportionately affects <em>\u201cpersons of color, of certain ethnicities and certain religions, of low-income, and those whose political activities challenge the status quo,\u201d<\/em> ACLU\u2019s Chad Marlow <a href=\"https:\/\/www.aclu.org\/blog\/speak-freely\/let-there-be-light-cities-across-america-are-pushing-back-against-secret\">wrote<\/a>\u00a0Wednesday.<\/p>\n<p>\u201cDemocracy, freedom, privacy, and equality are all sacred American principles.
