{"id":262613,"date":"2016-08-19T09:58:52","date_gmt":"2016-08-19T09:58:52","guid":{"rendered":"http:\/\/rinf.com\/alt-news\/newswire\/turkey-and-iran-reach-agreement-on-conditions-for-syria-peace\/"},"modified":"2016-08-19T09:58:52","modified_gmt":"2016-08-19T09:58:52","slug":"turkey-and-iran-reach-agreement-on-conditions-for-syria-peace","status":"publish","type":"post","link":"http:\/\/rinf.com\/alt-news\/newswire\/turkey-and-iran-reach-agreement-on-conditions-for-syria-peace\/","title":{"rendered":"Turkey and Iran Reach Agreement on Conditions for Syria Peace"},"content":{"rendered":"<div>\n<p> In a stunning diplomatic surprise, Turkey and Iran have announced a preliminary &#13;<br \/>\n  agreement on fundamental principles for a settlement of the Syrian conflict.<\/p>\n<p>The dramatic turn in the diplomacy of the Syria War was revealed in Turkish &#13;<br \/>\n  Prime Minister Binali Yildirim\u2019s regular weekly speech to the ruling AKP Party &#13;<br \/>\n  in the parliament and confirmed by a senior Iranian foreign ministry official &#13;<br \/>\n  Tuesday.<\/p>\n<p>Both Yildirim\u2019s speech and the Iranian corroboration were reported Tuesday &#13;<br \/>\n  by Al-Araby Al-Jadeed and Al-Hayat, Arabic-language newspapers published in &#13;<br \/>\n  London, but the potentially pivotal development has been unreported thus far &#13;<br \/>\n  in Western news media.<\/p>\n<p>The common approach to a Syria settlement outlined by Turkey and Iran represent &#13;<br \/>\n  what appears to be the first significant diplomatic break in a five-year international &#13;<br \/>\n  conflict on Syria that has been immune from any real peace negotiations up to &#13;<br \/>\n  now. International conferences on Syria under UN auspices have generated no &#13;<br \/>\n  real moves toward compromise.<\/p>\n<p>The new negotiations between Iran and Turkey are the result of a major policy &#13;<br \/>\n  shift by the government of Turkish President Recep Tayyip Erdogan toward diplomatic &#13;<br \/>\n  cooperation with Russia and Iran on Syria and away from alignment with the United &#13;<br \/>\n  States and its Gulf allies Saudi Arabia and Qatar. Turkey has been coordinating &#13;<br \/>\n  military assistance to the armed opposition to the Assad government  \u2013  including &#13;<br \/>\n  jihadists and other hardline extremists  \u2013  with Saudi Arabia and Qatar since &#13;<br \/>\n  early in the war. However, Erdogan began searching in May for an alternative &#13;<br \/>\n  policy more in line with Turkey\u2019s primary strategic interest in Syria: containing &#13;<br \/>\n  the threat of Kurdish demands for a separate state.<\/p>\n<p>The announced agreement on broad principles for ending the Syrian crisis is &#13;<br \/>\n  only the beginning of a process of negotiations on the details of a settlement, &#13;<br \/>\n  as Iran\u2019s Deputy Foreign Minister Hossein Jaberi Ansari made clear. \u201cThis agreement &#13;<br \/>\n  on the general lines will contribute to creating an environment suitable to &#13;<br \/>\n  solving the Syrian crisis,\u201d Ansari said, according to Al Hayat.<\/p>\n<p>It is also possible that Turkey may be planning to use the threat of allying &#13;<br \/>\n  with Russia and Iran on Syria to force the United States to reduce its own reliance &#13;<br \/>\n  on Kurdish forces in Northern Syria  \u2013  the main issue dividing US and Turkish &#13;<br \/>\n  policies toward the conflict.
