{"id":245353,"date":"2016-05-23T09:49:53","date_gmt":"2016-05-23T09:49:53","guid":{"rendered":"http:\/\/rinf.com\/alt-news\/newswire\/medical-cannabis-for-military-veterans-passes-congress-heads-to-obamas-desk\/"},"modified":"2016-05-23T14:26:16","modified_gmt":"2016-05-23T14:26:16","slug":"medical-cannabis-for-military-veterans-passes-congress-heads-to-obamas-desk","status":"publish","type":"post","link":"http:\/\/rinf.com\/alt-news\/latest-news\/medical-cannabis-for-military-veterans-passes-congress-heads-to-obamas-desk\/","title":{"rendered":"Medical cannabis for military veterans passes Congress, heads to Obama\u2019s desk"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/cdn.rt.com\/files\/2016.05\/thumbnail\/573f1d41c46188fc508b45d8.jpg\" \/><\/p>\n<p>        Military veterans, particularly those suffering from post-traumatic stress disorder (PTSD), may soon get access to medical cannabis in states that allow it after Congress voted to lift a federal ban.&#13;<\/p>\n<div readability=\"116.37862893389\">\n<p>Both the House and Senate approved measures Thursday to block the Department of Veteran Affairs (VA) from enforcing its rule that prohibits its doctors from even discussing the treatment.<\/p>\n<p>Veterans are celebrating the development since they know how medical cannabis offers a natural and less addictive alternative to mainstream prescription drugs, especially painkillers.<\/p>\n<p>Marijuana can treat conditions like PTSD, anxiety, insomnia, and chronic pain.<\/p>\n<div class=\"rtcode\" readability=\"6.6269841269841\">\n<blockquote class=\"twitter-tweet tw-align-center\" data-lang=\"en\" readability=\"7.0687830687831\">\n<p lang=\"en\" dir=\"ltr\">House passes my amendment, 233-189, to remove restrictions preventing VA doctors from recommending medical <a href=\"https:\/\/twitter.com\/hashtag\/marijuana?src=hash\">#marijuana<\/a> to qualified veterans!<\/p>\n<p>\u2014 Earl Blumenauer (@repblumenauer) <a href=\"https:\/\/twitter.com\/repblumenauer\/status\/733393382245011456\">May 19, 2016<\/a><\/p><\/blockquote>\n<\/div>\n<p><em>&#8220;From what I hear from veterans is that medical marijuana has helped them deal with pain and PTSD, particularly as an alternative to opioids,&#8221;<\/em>\u00a0<a href=\"http:\/\/www.militarytimes.com\/story\/veterans\/2016\/05\/19\/congress-votes-let-va-docs-recommend-marijuana-some-states\/84589708\/\">said<\/a> Rep Earl Blumenauer (D-Oregon), who argued for the Veterans Equal Access Amendment.<\/p>\n<p>Up to one in five veterans who served in Afghanistan and Iraq experience PTSD each year, according to <a href=\"http:\/\/www.ptsd.va.gov\/public\/PTSD-overview\/basics\/how-common-is-ptsd.asp\">VA stats<\/a>, and 30 percent of Vietnam vets have suffered from the disorder at some stage.<\/p>\n<p>Veterans get addicted to prescription drugs at a higher rate than civilians.<\/p>\n<p><em>\u201cThose with multiple deployments and combat exposure are at greatest risk of developing substance use problems,\u201d<\/em> writes the <a href=\"https:\/\/www.drugabuse.gov\/publications\/drugfacts\/substance-abuse-in-military\">National Institute on Drug Abuse<\/a> (NIDA), due to <em>\u201cthe stresses of deployment during wartime and the unique culture of the military.\u201d<\/em><\/p>\n<p>NIDA reports that pain relief prescriptions written by physicians in the military quadrupled between 2001 and 2009, reaching nearly 4 million.<\/p>\n<p>Maureen McCarthy, deputy chief of patient care services at the VA, discussed veteran patients with an undercover reporter, <a href=\"https:\/\/www.youtube.com\/watch?v=xANPeeXAfmE\">saying<\/a>, <em>\u201cIt&#8217;s people that have drug problems, some of which are caused by us and our prescribing&#8230;. We also look at the combination of patients on opiates, like morphine and benzodiazepine, like Ativan and Klonopin. \u2026That combination is like candy for some people. &#8230; [T]hey want it, they want it, they want it.\u201d<\/em><\/p>\n<p>The VA has been hit with scandals surrounding its treatment of veterans, with health care facilities exposed for falsifying waiting lists, contributing to the death of <em>\u201cmore than 1,000 veterans,\u201d<\/em> CNN <a href=\"http:\/\/edition.cnn.com\/2014\/06\/24\/us\/senator-va-report\/\">reports<\/a>.<\/p>\n<div class=\"rtcode\" readability=\"5.7927461139896\">\n<blockquote class=\"twitter-tweet tw-align-center\" data-lang=\"en\" readability=\"5.3471502590674\">\n<p lang=\"en\" dir=\"ltr\">Proud to vote for amendment that makes it easier for veterans to use medical marijuana. Vets should have access to all treatments. <a href=\"https:\/\/twitter.com\/hashtag\/MilConVA?src=hash\">#MilConVA<\/a><\/p>\n<p>\u2014 Congressman Nadler (@RepJerryNadler) <a href=\"https:\/\/twitter.com\/RepJerryNadler\/status\/733345615468433408\">May 19, 2016<\/a><\/p><\/blockquote>\n<\/div>\n<p>Since 2004, suicide rates among veterans have increased to an average of 2,500 deaths each year, which NIDA claims are often linked to substance abuse.<\/p>\n<p>Mike Whiter, a former Marine who stopped using prescription drugs for marijuana, <a href=\"http:\/\/www.cbsnews.com\/news\/more-veterans-using-marijuana-for-ptsd\/\">told<\/a> CBS, <em>&#8220;I went from being an anxious mess to numbing myself with the pills they were giving me. Cannabis helped me get out of the hole I was in. I started to talk to people and get over my social anxiety.&#8221;<\/em><\/p>\n<p>The wars in Afghanistan and Iraq have sent 2.2 million troops into battle, resulting in more than 6,600 deaths and 48,000 injuries.<\/p>\n<p>According to a 2013 <a href=\"http:\/\/www.nationalacademies.org\/hmd\/Reports\/2013\/Returning-Home-from-Iraq-and-Afghanistan.aspx?utm_source=Twitter&amp;utm_medium=Tweet&amp;utm_campaign=Hootsuite\">report<\/a>, 30 percent of young veterans are unemployed, double the rate of civilians.<\/p>\n<p><em>&#8220;Today\u2019s Senate and House passage is an encouraging step forward. Bottom line: when veterans walk into a VA facility and talk with their doctor, they should be able to discuss all options available to them,&#8221;<\/em> amendment co-sponsor Sen Steve Daines (R-Montana) told the <a href=\"http:\/\/www.militarytimes.com\/story\/veterans\/2016\/05\/19\/congress-votes-let-va-docs-recommend-marijuana-some-states\/84589708\/\">Military Times<\/a>.<\/p>\n<p>NIDA identifies the military&#8217;s <em>\u201czero-tolerance policies and stigma\u201d<\/em> as well as a<em> \u201clack of confidentiality\u201d<\/em> as reasons veterans don\u2019t seek treatment. \u00a0<\/p>\n<p>The House voted 233-189 in favor of the measure, and the Senate voted 89-8.<\/p>\n<p>Medical cannabis is legal in 24 states and Washington DC.<\/p>\n<\/div>\n<p>Via <a href=\"https:\/\/www.rt.com\/usa\/343792-medical-cannabis-military-veterans-ptsd\/?utm_source=rss&#038;utm_medium=rss&#038;utm_campaign=RSS\">RT<\/a>.
