{"id":24495,"date":"2013-01-30T19:22:00","date_gmt":"2013-01-30T18:22:00","guid":{"rendered":"http:\/\/uk.news.yahoo.com\/fast-track-reforms-senior-police-positions-050149197.html"},"modified":"2013-01-30T19:22:00","modified_gmt":"2013-01-30T18:22:00","slug":"fast-track-reforms-for-senior-police-positions","status":"publish","type":"post","link":"http:\/\/rinf.com\/alt-news\/breaking-news\/fast-track-reforms-for-senior-police-positions\/","title":{"rendered":"Police Reforms: Foreigners Could Run Forces"},"content":{"rendered":"<div>\n<p class=\"first\">The Home Secretary is expected to unveil a shake-up of police recruitment that will allow new starters to escape the compulsory two years on the beat.<\/p>\n<p>Under current rules all police must enter at constable rank, but the proposals to be unveiled by Theresa May later are understood to include direct entry at superintendent level.<\/p>\n<p>Ms May is also believed to be planning to change the law so foreign police chiefs will be able to run British forces for the first time.<\/p>\n<p>The overhaul is part of a package of reforms that were drawn up by ex-rail regulator Tom Winsor in the most wide-ranging review of police pay and conditions in more than 30 years.<\/p>\n<p>Under his proposals, &#8220;exceptional&#8221; applicants would have the chance to rise from civilian to inspector in just three years.<\/p>\n<p>Successful businessmen and women, along with members of the armed forces and the security services, should all be encouraged to apply to the fast-track scheme, Mr Winsor said.<\/p>\n<p>Mr Winsor, who is now <strong>Her Majesty&#8217;s Chief Inspector of Constabulary<\/strong> , previously said he wanted to end the notion of policing as an intellectually undemanding occupation.<\/p>\n<p>He added that the &#8220;brightest and best&#8221; applicants with skills &#8220;distinctly above those of factory workers&#8221; were needed.<\/p>\n<p>Metropolitan Police commissioner <strong>Sir Bernard Hogan-Howe<\/strong> told a policing conference earlier this month that it was time to &#8220;consider and support&#8221; direct entry.<\/p>\n<p>He added that he would like to see one in 10 senior officers recruited from outside the police force.<\/p>\n<p>In addition, a proposal to allow candidates from the US, Canada, Australia and New Zealand, among others, to front up forces in England and Wales is expected.<\/p>\n<p>Current legislation prevented US &#8220;supercop&#8221; Bill Bratton, former head of the New York police, applying to take charge of the Metropolitan Police in 2011.<\/p>\n<p>Mr Bratton gained a reputation for introducing bold measures to reduce crime, heading police departments in New York, Boston and Los Angeles.<\/p>\n<p>In his first two years at the helm of New York Police Department, reports of serious crime dropped 27%.<\/p>\n<p>But Mrs May dashed any chances of him becoming Britain&#8217;s top police officer when she underlined the importance of the Scotland Yard commissioner being a British citizen for national security reasons.<\/p>\n<\/div>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/pixel.quantserve.com\/pixel\/p-89EKCgBk8MZdE.gif\" border=\"0\" height=\"1\" width=\"1\" \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Home Secretary is expected to unveil a shake-up of police recruitment that will allow new starters to escape the compulsory two years on the beat.<br \/>\nUnder current rules all police must enter at constable rank, but the proposals to be unveiled by The&#8230;<\/p>\n","protected":false},"author":1213,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[487],"tags":[],"class_list":{"0":"post-24495","1":"post","2":"type-post","3":"status-publish","4":"format-standard","6":"category-breaking-news"},"_links":{"self":[{"href":"http:\/\/rinf.com\/alt-news\/wp-json\/wp\/v2\/posts\/24495","targetHints":{"allow":["GET"]}}],"collection":[{"href":"http:\/\/rinf.com\/alt-news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"http:\/\/rinf.com\/alt-news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"http:\/\/rinf.com\/alt-news\/wp-json\/wp\/v2\/users\/1213"}],"replies":[{"embeddable":true,"href":"http:\/\/rinf.com\/alt-news\/wp-json\/wp\/v2\/comments?post=24495"}],"version-history":[{"count":0,"href":"http:\/\/rinf.com\/alt-news\/wp-json\/wp\/v2\/posts\/24495\/revisions"}],"wp:attachment":[{"href":"http:\/\/rinf.com\/alt-news\/wp-json\/wp\/v2\/media?parent=24495"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"http:\/\/rinf.com\/alt-news\/wp-json\/wp\/v2\/categories?post=24495"},{"taxonomy":"post_tag","embeddable":true,"href":"http:\/\/rinf.com\/alt-news\/wp-json\/wp\/v2\/tags?post=24495"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
