(ESI), for many months now has been advising Chancellor Angela Merkel on the refugee crisis.\u00a0His ESI submitted the plan in October.<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">The\u00a0<a href=\"http:\/\/www.esiweb.org\/index.php?lang=en&amp;id=156&amp;document_ID=170\"><span class=\"s7\">original plan<\/span><\/a>\u00a0consists of two parts:\u00a0<b>On the one hand, Germany should, during the coming year, &#8220;grant 500,000 Syrian refugees asylum, who are now in Turkey<\/b>.\u201d\u00a0Other European countries may participate, but on a voluntary basis.\u00a0At the same time Turkey will take from Greece &#8220;all new migrants.&#8221;<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">Knaus, himself Austrian, told the Viennese daily\u00a0<a href=\"http:\/\/diepresse.com\/home\/politik\/eu\/4947863\/Der-geheime-zweite-Deal-mit-der-Turkei?_vl_backlink=\/home\/index.do\"><span class=\"s7\">the press<\/span><\/a>,\u00a0that &#8220;in the background, a\u00a0<b>more radical idea has already been largely negotiated\u201d which will &#8220;probably very soon be announced<\/b>&#8220;: Knaus said that a &#8220;coalition of the willing\u201d will take 900 Syrians per day \u2014 &#8220;no matter how many Syrians come to Greece.\u201d\u00a0This would be about 300,000 people per year \u2014 slightly less than in the original Soros plan.<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\"><b>The reason for Europe&#8217;s acquisition of hundreds of thousands of refugees is obvious:<\/b>\u00a0The proposed EU summit one-to-one solution would not be enough to relieve Turkey significantly.\u00a0Moreover, it\u2019s not lawful from the perspective of the Geneva Convention, as\u00a0<a href=\"http:\/\/deutsche-wirtschafts-nachrichten.de\/2016\/03\/17\/eu-deal-mit-der-tuerkei-bedeutet-ausverkauf-der-menschenrechte\/\"><span class=\"s7\">human rights organizations have complained since the start of the Soros proposal<\/span><\/a>.\u00a0The coalition of the willing currently consists of Germany, Portugal and Sweden. Austria has not yet agreed.\u00a0Presumably Merkel will move some other countries also to participate.\u00a0Thus, the plan could be presented as a European solution.<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">From an organizational standpoint, Knaus thinks that consideration in Turkey of the plan will succeed in an agreement being reached<b>.<\/b>\u00a0Knaus holds this to be essential.\u00a0He told the newspaper\u00a0<a href=\"http:\/\/www.welt.de\/politik\/deutschland\/article153370532\/Das-Geld-aus-Europa-ist-kein-schmutziger-Deal.html\"><span class=\"s7\">Die Welt<\/span><\/a>: &#8220;The acceptance, by the public, of receiving the refugees is essential.\u00a0Had we in Europe started earlier with a quota solution, we\u2019d be farther along today.\u00a0I think that also Sweden and Austria would have been on our side.\u00a0Unfortunately, the process in the past year fell out of control.\u00a0We had no idea who is coming into our country.\u00a0This fueled fears. &#8220;<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\"><b>The Soros plan is apparently agreed with the US government.<\/b>\u00a0Angela Merkel supported in this way the geopolitical plans of the Americans, who have a special interest in developing their energy policies in the region. They are planning the Trans Adriatic Pipeline (TAP).\u00a0<a href=\"http:\/\/deutsche-wirtschafts-nachrichten.de\/2016\/03\/06\/auf-druck-der-usa-eu-genehmigt-griechische-steuergelder-fuer-pipeline-bau\/\"><span class=\"s7\">Construction of TAP is pushed by the United States.<\/span><\/a>\u00a0This will run from the Turkish border via Greece, Albania and the Strait of Otranto to Italy.\u00a0Thus,\u00a0one of the main refugee routes to Europe, which is particularly overloaded after the closure of the Balkan route, will be cleared for pipelining gas into Europe.<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\"><b>Further destabilization of the TAP region is therefore not in the interests of the United States.<\/b>\u00a0They also want to ensure that Europe is supplied via a pipeline that&#8217;s under US control, not under Russian Nuland in Idomeni.<\/b>\u00a0Nuland&#8217;s\u00a0pithy sayings (such as &#8220;fuck the EU&#8221;) and her role in Ukraine, made her try to become known as a Goodwill Ambassador for Europe; she Thursday visited the refugee camps in the northern Greek Idomeni, reports\u00a0<a href=\"http:\/\/www.ekathimerini.com\/206856\/article\/ekathimerini\/news\/us-official-visits-crowded-greek-refugee-camp\"><span class=\"s7\">Kathimerini<\/span><\/a>\u00a0.<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">The Turkish news portal\u00a0<a href=\"http:\/\/www.haberler.com\/avrupa-daki-siginmaci-krizi-8249562-haberi\/\"><span class=\"s7\">Haberler<\/span><\/a>\u00a0reports what Nuland said in Idomeni: &#8220;More needs to be done for these people here.\u00a0Athens has made a direct request to Washington.\u00a0In this difficult situation, I&#8217;m here, for American-Greek solidarity.\u00a0<b>We will work together to solve the problem of distribution of refugees within the EU.\u00a0<\/b>In addition, we want to help ensure that the deal between the EU and Turkey is fair and transparent.\u00a0It&#8217;s time to better accommodate the migrants. &#8220;<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">On 11 March, Nuland met with representatives of the Greek government in Athens to discuss the full range of bilateral and regional issues, including the request for assistance of Greece to the United States, in solving the migration problem,\u00a0<a href=\"http:\/\/athens.usembassy.gov\/pr-2016-9.html\"><span class=\"s7\">reported the US State Department<\/span><\/a>\u00a0.<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">This context could explain also\u00a0<b>why Angela Merkel has waited so long to go to the German public with a real plan for the refugee crisis\u00a0<\/b>\u2014 even though they have long been familiar with the Soros plan and he apparently also laid the basis with the Chancellor for Turkey jointly to launch the proposal at the EU summit: this was to help Merkel\u00a0not to inflame sentiment in Germany before\u00a0the state elections.\u00a0Because the message that Germany could possibly be the only country to take a large number of refugees, would have a serious impact that has led even without this perspective to tectonic shifts in favor of the AFD [anti-immigrant party].<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">Knaus sees the\u00a0<b>Ankara-Berlin axis as being crucial for geopolitical orientation against Russia.<\/b>\u00a0He said in an international interview that Germany made the mistake of placing undue reliance on the EU Commission: &#8220;Germany has early understood much.\u00a0But it made the mistake of relying too much on the implementation by the Commission.\u00a0Germany should have taken matters into its own hands earlier.&#8221;<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\"><b>Knaus sees the role of Germany as partners with Turkey and the USA.<\/b>\u00a0Here lies the common interest to host the refugees: &#8220;Germany does not expire like other states in an anti-Islam rhetoric.\u00a0At the same time it sees Ankara, in a delicate geostrategic position between anti-Muslim governments in Europe and a strong Putin.\u00a0A successful and connected partnership between Berlin and Turkey may be worth a lot for Turkey and its approach to Europe.&#8221;<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">This closes the circle for the TAP pipeline:\u00a0<b>The Americans want to snatch the European energy market away from Russia.<\/b>\u00a0In the absence of our own energy policy, Europeans are currently completely dependent on Russia.\u00a0If both pipelines &#8211; quasi in a duopoly of the Americans and the Russians &#8211; are built, the energy policy space for the EU would increase significantly.<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">That\u00a0<b>led to the present situation, a murderous war that&#8217;s driven hundreds of thousands from Syria and Iraq.<\/b>\u00a0It\u00a0had to be, from a geopolitical point of view of the parties \u2014 Russia, the US and the EU \u2014 regarded as collateral damage.<\/span><\/p>\n<p class=\"p11\"><span class=\"s1\">After all, the Soros plan would in fact lead to the result that the right of asylum would be respected so that\u00a0<b>immigration to Europe is not completely disordered<\/b>.\u00a0What guarantees that the EU gets Turkey to treat the refugees humanely, is completely unclear.\u00a0It also is unclear whether the acceptance of refugees in Germany can be satisfactorily prepared.\u00a0It also remains open whether the EU will have, as a result of the apparent cleavage of the project, neither the power to play as a political union, nor a role that goes beyond that of simply a large, attractive market.<\/span><\/p>\n<p class=\"p12\"><span class=\"s1\">\u2014\u2014<\/span><\/p>\n<p class=\"p14\"><span class=\"s1\"><a
